    As per Permendagri No. 86 of 2017 concerning Procedures for Regional Development Planning, good and effective management of Regional Development can increase the rate of economic growth and community welfare. For this reason, the Government through the Regional Planning and Development Agency (BAPPEDA) of North Sulawesi Province as part of the Regional Organization (OPD) is an element of planning for regional government organizers and has the task of assisting the Governor in the preparation and implementation of regional policies regional development planning. The purpose of this study is to evaluate and analyze the results of the preparation of planning documents and inputting RPJMD, Renstra, RKPD and E-planning based Renja as mandated in Ministerial Regulation number 86 of 2017 through the preparation stages of preparation, drafting, drafting, implementing Musrenbang, final draft formulation and stipulation. The method applied is the guideline for operating the annual parameter e-planning module by the Deputy for Supervision of Regional Financial Management. The results of this study indicate that BAPPEDA of North Sulawesi Province has implemented the mandate of Permendagri No. 86 of 2017, but have not optimized the use of e-planning applications. For this reason, the future BAPPEDA of North Sulawesi Province can improve its performance through e-planning

    Fundamental properties of the pre-main sequence eclipsing stars of MML 53 and the mass of the tertiary

    We present the most comprehensive analysis to date of the Upper Centaurus Lupus eclipsing binary MML 53 (with PEB = 2.097892 d), and for the first time, confirm the bound-nature of the third star (in a P3 ∼ 9 yr orbit) by constraining its mass dynamically. Our analysis is based on new and archival spectra and time-series photometry, spanning 80% of one orbit of the outer component. From the spectroscopic analysis, we determined the temperature of the primary star to be 4880 ± 100 K. The study of the close binary incorporated treatment of spots and dilution by the tertiary in the light curves, allowing for the robust measurement of the masses of the eclipsing components within 1% (M1 = 1.0400 ± 0.0067 M⊙ and M2 = 0.8907 ± 0.0058 M⊙), their radii within 4.5% (R1 = 1.283 ± 0.043 R⊙ and R2 = 1.107 ± 0.049 R⊙), and the temperature of the secondary star (Teff, 2 = 4379 ± 100 K). From the analysis of the eclipse timings, and the change in systemic velocity of the eclipsing binary and the radial velocities of the third star, we measured the mass of the outer companion to be 0.7 M⊙ (with a 20% uncertainty). The age we derived from the evolution of the temperature ratio between the eclipsing components is fully consistent with previous, independent estimates of the age of Upper Centaurus Lupus (16 ± 2 Myr). At this age, the tightening of the MML 53 eclipsing binary has already occurred, thus supporting close-binary formation mechanisms that act early in the stars’ evolution. The eclipsing components of MML 53 roughly follow the same theoretical isochrone, but appear to be inflated in radius (by 20% for the primary and 10% for the secondary) with respect to recent evolutionary models. However, our radius measurement of the 1.04 M⊙ primary star of MML 53 is in full agreement with the independent measurement of the secondary of NP Per which has the same mass and a similar age. The eclipsing stars of MML 53 are found to be larger but not cooler than predicted by non-magnetic models, it is not clear what is the mechanism that is causing the radius inflation given that activity, spots and/or magnetic fields slowing their contraction, require the inflated stars to be cooler to remain in thermal equilibrium

    Nepali migrant workers and the need for pre-departure training on mental health: a qualitative study

    Every year around 1,000 Nepali migrant workers die abroad. Every one in three females and one in ten males commit suicide, reflecting a high mental health risk among Nepali migrant workers. This study aims to identify triggers of mental ill-health among Nepali migrant workers and their perception on need of mental health components in the pre-departure orientation programme. We conducted five focus group discussions (FGD) and seven in-depth interviews with Nepali migrant workers and eight semi-structured interviews with stakeholders working for migrants. Participants were invited at Kathmandu’s international airport on return from abroad, at hotels or bus stations near the airport, through organisations working for migrants, and participants’ network. All FGD and interviews were conducted in Kathmandu and audio recorded, transcribed and translated into English. Data were analyzed thematically. High expectations from families back home, an unfair treatment at work, poor arrangements of accommodation, loneliness and poor social life abroad were frequently reported factors for poor mental health. Access to mental health services abroad by Nepali migrant was also poor. We found little on mental health in the pre-departure orientation. We need to improve our knowledge of mental health risks to provide better, more focused and more up-to-date pre-departure training to new migrant workers leaving Nepal

    Overview of the DESI Legacy Imaging Surveys

    The DESI Legacy Imaging Surveys (http://legacysurvey.org/) are a combination of three public projects (the Dark Energy Camera Legacy Survey, the Beijing–Arizona Sky Survey, and the Mayall z-band Legacy Survey) that will jointly image ≈14,000 deg2 of the extragalactic sky visible from the northern hemisphere in three optical bands (g, r, and z) using telescopes at the Kitt Peak National Observatory and the Cerro Tololo Inter-American Observatory. The combined survey footprint is split into two contiguous areas by the Galactic plane. The optical imaging is conducted using a unique strategy of dynamically adjusting the exposure times and pointing selection during observing that results in a survey of nearly uniform depth. In addition to calibrated images, the project is delivering a catalog, constructed by using a probabilistic inference-based approach to estimate source shapes and brightnesses. The catalog includes photometry from the grz optical bands and from four mid-infrared bands (at 3.4, 4.6, 12, and 22 μm) observed by the Wide-field Infrared Survey Explorer satellite during its full operational lifetime. The project plans two public data releases each year. All the software used to generate the catalogs is also released with the data. This paper provides an overview of the Legacy Surveys project
