    Air Vent Sizing in Low-Level Outlet Works for Small- to Medium-Sized Dams

    The majority of dams contain low-level outlet works, which typically consist of closed conduits that run through the dam, and are used to release water from the reservoir when the water level is below the level of the surface spillways. It is also used to flush the reservoir of sediments and to control the elevation of the reservoir. Low-level outlet works typically consist of a gate that controls the flow within a closed conduit that runs through the dam and an air vent that supplies air behind the gate. In the absence of properly designed air vents, negative pressures may develop downstream of the gate. These negative pressures could potentially lead to cavitation and vibration damage. Properly sized air vents help maintain the downstream air pressure at or near atmospheric pressure and/or provide air to absorb the energy generated by cavitation, reducing the potential for damage. The majority of research done on air vent sizing is for dams having large dam geometry, which consist of a pressurized conduit leading to a vertical slide gate that is followed by a discharge tunnel. The typical air vent design for these large dams uses the water flow rate and the Froude number measured at the vena contracta downstream of the gate. The low-level outlet works for small-to-medium-sized embankment dam geometries typically have an inclined slide gate, installed at the inlet on the upstream face of the dam slope, followed by an elbow that connects to a conduit that passes through the dam and discharges downstream. This type of outlet geometry does not produce the typical vena contracta. Consequently, the use of the Froude number, at the vena contracta , as a characteristic parameter for characterizing airflow demand is not practical. Recently a laboratory study was performed calculating the head-discharge characteristics of low-level outlets for small-to-medium sized dam geometries. In addition to validating some of the previous laboratory-scale air venting research, the objective of this study was field verification of air-demand/air vent sizing predicted by the laboratory-based method. The influence of conduit slope, air port location, and hydraulic jumps on air demand was also evaluated in the laboratory. The findings of this study can be found within this thesis

    This study uses web sphere analysis to examine the usability and usefulness of information that selected four-year colleges and universities are providing about the costs of attendance via their Net Price Calculators (NPCs) and cost-related websites. The analyses show that some colleges and universities are not only failing to comply with federal NPC mandates but also ignoring their ethical responsibility, as noted by the National Association of College Admission Counseling, “to provide complete, factual, and readily accessible information that will allow students and their counselors to make informed college comparisons and choices.

    Do Automated Legal Threats Reduce Freedom of Expression Online? Results from a Natural Experiment

    Automated law enforcement systems support privately-operated enforcement bots to take legal action in hundreds of millions of cases a year. In the area of copyright, legal scholars have hypothesized the existence of “chilling effects” that harm public discourse by influencing people to self-censor protected speech. We test this hypothesis in a large-scale quasi-experiment with 9,818 accounts on Twitter that made 5,171,111 tweets. In a confirmatory interrupted time-series analysis, we find evidence that people reduce how much they post online after receiving a take-down notice from a copyright enforcement bot. On average, accounts sent fewer tweets after enforcement (p\u3c0.001). Accounts also changed from a daily increase in public tweets to a decline on average (p\u3c0.001). We also report on novel software that conducts third-party monitoring of the behavioral outcomes of automated law-enforcement systems. Since automated law enforcement can influence public discourse, third-party monitoring like this report will be essential to governing the power of enforcement algorithms in society

    Outcome of revision anterior cruciate ligament reconstruction: a systematic review

    BACKGROUND: Revision anterior cruciate ligament (ACL) reconstruction is believed to have an inferior outcome compared with primary ACL reconstruction. The available literature on the outcome of revision ACL reconstruction is sparse compared with that for primary reconstruction. The purpose of this systematic review was to test the hypothesis that the outcome of revision ACL reconstruction compares unfavorably with the historical outcome of primary ACL reconstruction. METHODS: A systematic review of studies evaluating the outcome of revision ACL reconstructions with a minimum of two years of follow-up was performed. Pooled data were collected when appropriate and a mixed-effect-model meta-analysis was performed for important outcome measures that were reported in several studies (objective graft failure, Lysholm score, International Knee Documentation Committee [IKDC] subjective score, and IKDC objective score). Objective failure was defined as repeat revision, a side-to-side difference of >5 mm measured with use of a KT1000 arthrometer, or a pivot-shift grade of 2+ or 3+. RESULTS: Twenty-one studies were included, and 863 of the 1004 patients in these studies had a minimum of two years of follow-up and were analyzed. The pooled mean age of the patients at the time of the revision procedure was 30.6 years, and 66% were male. Objective failure occurred in 13.7% ± 2.7% of the patients (95% confidence interval, 8.0% to 19.4%). The mean Lysholm score in 491 patients was 82.1 ± 3.3 (95% confidence interval, 74.6 to 89.5) according to a mixed-model meta-analysis. The mean IKDC subjective score in 202 patients was 74.8 ± 4.4 (95% confidence interval, 62.5 to 87.0). CONCLUSIONS: Revision ACL reconstruction resulted in a worse outcome compared with primary ACL reconstruction. Patient-reported outcome scores were inferior to previously published results of primary ACL reconstruction, but these differences may not be clinically important. A dramatically elevated failure rate was noted after revision ACL reconstruction; this rate was nearly three to four times the failure rate in prospective series of primary ACL reconstructions

    Divergent drivers of leaf trait variation within species, among species, and among functional groups

    Understanding variation in leaf functional traits—including rates of photosynthesis and respiration and concentrations of nitrogen and phosphorus—is a fundamental challenge in plant ecophysiology. When expressed per unit leaf area, these traits typically increase with leaf mass per area (LMA) within species but are roughly independent of LMA across the global flora. LMA is determined by mass components with different biological functions, including photosynthetic mass that largely determines metabolic rates and contains most nitrogen and phosphorus, and structural mass that affects toughness and leaf lifespan (LL). A possible explanation for the contrasting trait relationships is that most LMA variation within species is associated with variation in photosynthetic mass, whereas most LMA variation across the global flora is associated with variation in structural mass. This hypothesis leads to the predictions that (i) gas exchange rates and nutrient concentrations per unit leaf area should increase strongly with LMA across species assemblages with low LL variance but should increase weakly with LMA across species assemblages with high LL variance and that (ii) controlling for LL variation should increase the strength of the above LMA relationships. We present analyses of intra- and interspecific trait variation from three tropical forest sites and interspecific analyses within functional groups in a global dataset that are consistent with the above predictions. Our analysis suggests that the qualitatively different trait relationships exhibited by different leaf assemblages can be understood by considering the degree to which photosynthetic and structural mass components contribute to LMA variation in a given assemblage
