    Problems with Using Evolutionary Theory in Philosophy

    Does science move toward truths? Are present scientific theories (approximately) true? Should we invoke truths to explain the success of science? Do our cognitive faculties track truths? Some philosophers say yes, while others say no, to these questions. Interestingly, both groups use the same scientific theory, viz., evolutionary theory, to defend their positions. I argue that it begs the question for the former group to do so because their positive answers imply that evolutionary theory is warranted, whereas it is self-defeating for the latter group to do so because their negative answers imply that evolutionary theory is unwarranted

    Spatial statistical analysis of dissatisfaction with the performance of local government in the Gauteng City-Region, South Africa

    South Africa in general, and the Gauteng City-Region in particular, are grappling with rising service delivery protests and increasing levels of dissatisfaction with government performance. Besides internal government performance measures, citizen satisfaction surveys are useful in providing citizen-based measurement of satisfaction with service delivery and the performance of government. With 27 490 respondents across Gauteng, the 2013 Gauteng City-Region Observatory (GCRO) Quality of Life (QoL) survey provides an interesting snap shot of attitudes towards government. A spatial statistical approach is applied to the 2013 QoL survey data to analyse patterns of dissatisfaction with the performance of local government. The analysis reveals spatial clustering in the level of dissatisfaction with the performance of local government. It also reveals percentage of respondents dissatisfied with dwelling, mean sense of safety index, and percentage agree the country is going in the wrong direction, as significant predictors of the level of local dissatisfaction. Other predictors include the percentage of respondents that think lack of maintenance is the biggest problem facing the community, and percentage agree that politics is waste of time. These results imply the need for incorporating spatial analysis and targeting in the formulation of policy aimed at improving government performance

    Computational modelling of pathogenic protein spread in neurodegenerative diseases

    Pathogenic protein accumulation and spread are fundamental principles of neurodegenerative diseases and ultimately account for the atrophy patterns that distinguish these diseases clinically. However, the biological mechanisms that link pathogenic proteins to specific neural network damage patterns have not been defined. We developed computational models for mechanisms of pathogenic protein accumulation, spread and toxic effects in an artificial neural network of cortical columns. By varying simulation parameters we assessed the effects of modelled mechanisms on network breakdown patterns. Our findings suggest that patterns of network breakdown and the convergence of patterns follow rules determined by particular protein parameters. These rules can account for empirical data on pathogenic protein spread in neural networks. This work provides a basis for understanding the effects of pathogenic proteins on neural circuits and predicting progression of neurodegeneration

    The Meltdown of the Global Economy: A Keynes-Minsky Episode?

    The enormity and pervasiveness of the global economic crisis that began in 2008 makes it relevant to analyze the circumstances that can explain this catastrophe. This will also provide clues to the appropriate remedial measures needed to prevent future occurrences of similar developments. The paper begins with some theoretical concerns relating to factors that could trigger a similar crisis. The first of these concerns relates to the deregulated financial institutions and the growing uncertainty that can be witnessed in these liberalized financial markets. The secondrelates to financial engineering with innovations in these markets, simultaneously providing cushions against risks while generating flows of liquidity that remain beyond the conventional sources of bank credit. Interpreting the role of uncertainty, one can observe the connections between investment and finance, both of which are subject to changes in the state of expectations. The initial formulation can be traced back to John Maynard Keynes's General Theory (1936), where liquidity preference is linked to asset prices and new investments. The Keynesian analysis of the impact of uncertainty related expectations was reformulated in 1986 by Hyman P. Minsky, who introduced the possibility of sourcing external finance through debt, which further adds to the impact of uncertainty. Minsky's characterization of deregulated financial markets considers the newfangled sources of nonbank credit, especially with the involvement of banks in the securities market under the universal banking model. As for the institutional arrangements that provide for profits on transactions, financial assets bought and sold in the primary market as initial public offerings of stocks are usually transacted later, in the secondary market, where these are no longer backed by physical assets.In the upswing, finance creates a myriad of financial claims and liabilities, and thus becomes increasingly remote from the real economy, while innovations to hedge and insulate assets continue to proliferate in the financial market, especially in the presence of uncertainty. The paper dwells on an account of the pattern of the financial crisis and its spread in the United States. This is appended by a stylized account of the turn of events in terms of a theoretical model that highlights the role of uncertainty in the process

    Palliative care for children with complex cardiac conditions: survey results.

    OBJECTIVE: To explore perspectives of paediatric cardiac and palliative care professionals on providing palliative care to children with complex cardiac conditions. DESIGN: A national survey including closed-ended and open-ended questions as well as clinical scenarios designed to capture referral practices, attitudes towards palliative care, confidence delivering key components of palliative care and perspectives on for whom to provide palliative care. Responses to closed-ended questions and scenarios were analysed using descriptive statistics. Open-ended responses were analysed thematically. PARTICIPANTS: Paediatric cardiac and palliative care professionals caring for children with complex cardiac conditions in the UK. RESULTS: 177 professionals (91 cardiac care and 86 palliative care) responded. Aspects of advance care planning were the most common reasons for referral to palliative care. Palliative care professionals reported greater confidence than cardiac colleagues with such discussions. Clinicians agreed that children with no further surgical management options, comorbid genetic disorders, antenatal diagnosis of a single ventricle, ventricular device in situ, symptomatic heart failure and those awaiting heart transplantation would benefit from palliative care involvement. CONCLUSIONS: Components of palliative care, such as advance care planning, can be provided by cardiac care professionals alongside the disease-directed care of children with complex cardiac conditions. Further research and training are needed to address confidence levels in cardiac care professionals in delivering components of palliative care as well as clarification of professional roles and parent preferences in delivery of family-centred care for children with complex cardiac conditions

    "The Score Matters": Wide Variations in Predictive Performance of 18 Paediatric Track and Trigger Systems

    Objective: To compare the predictive performance of 18 Paediatric Early Warning Systems (PEWS) in predicting critical deterioration. / Design: Retrospective case-controlled study. PEWS values were calculated from existing clinical data and the area under the receiver operator characteristic curve (AUROC) compared. / Setting: UK tertiary referral childrenā€™s hospital. / Patients: Patients without a ā€˜do not attempt resuscitationā€™ order admitted between 1st January 2011 and 31st December 2012. All patients on paediatric wards who suffered a critical deterioration event were designated ā€˜casesā€™ and matched with a control closest in age who was present on the same ward at the same time. / Main outcome measures: Respiratory and/or cardiac arrest, unplanned transfer to paediatric intensive care and/or unexpected death. / Results: Twelve ā€˜scoringā€™ and 6 ā€˜triggerā€™ systems were suitable for comparative analysis. 297 case events in 224 patients were available for analysis. 244 control patients were identified for the 311 events. Three PEWS demonstrated better overall predictive performance with an AUROC of 0.87 or greater. Comparing each system to the highest performing PEWS with Bonferroniā€™s correction for multiple comparisons resulted in statistically significant differences for 13 systems. Trigger systems performed worse than scoring systems, occupying the 6 lowest places in the AUROC rankings. / Conclusion: There is considerable variation in the performance of published PEWS and as such the choice of PEWS has the potential to be clinically important. Trigger based systems performed poorly overall but it remains unclear what factors determine optimum performance. More complex systems did not necessarily demonstrate improved performance

    Enhancement of accelerated carbonation of alkaline waste residues by ultrasound

    The continuous growth of anthropogenic CO2 emissions into the atmosphere and the disposal of hazardous wastes into landfills present serious economic and environmental issues. Reaction of CO2 with alkaline residues or cementitius materials, known as accelerated carbonation, occurs rapidly under ambient temperature and pressure and is a proven and effective process of sequestering the gas. Moreover, further improvement of the reaction efficiency would increase the amount of CO2 that could be permanently sequestered into solid products. This paper examines the potential of enhancing the accelerated carbonation of air pollution control residues, cement bypass dust and ladle slag by applying ultrasound at various water-to-solid (w/s) ratios. Experimental results showed that application of ultrasound increased the CO2 uptake by up to four times at high w/s ratios, whereas the reactivity at low water content showed little change compared with controls. Upon sonication, the particle size of the waste residues decreased and the amount of calcite precipitates increased. Finally, the sonicated particles exhibited a rounded morphology when observed by scanning electron microscopy

    Catalog of far-ultraviolet objective-prism spectrophotometry: Skylab experiment S-019, ultraviolet steller astronomy

    Ultraviolet stellar spectra in the wavelength region from 1300 to 5000 A (130 to 500) were photographed during the three manned Skylab missions using a 15 cm aperture objective-prism telescope. The prismatic dispersion varied from 58 A mm/1 at 1400 A to 1600 A mm/1 at 3000 A. Approximately 1000 spectra representing 500 stars were measured and reduced to observed fluxes. About 100 stars show absorption lines of Si IV, C IV, or C II. Numerous line features are also recorded in supergiant stars, shell stars, A and F stars, and Wolf-Rayet stars. Most of the stars in the catalog are of spectral class B, with a number of O and A type stars and a sampling of WC, WN, F and C type stars. Spectrophotometric results are tabulated for these 500 stars
