    Urban Livestock Ownership, Management, and Regulation in the United States: An Exploratory Survey and Research Agenda

    As interest in urban agriculture sweeps the country, municipalities are struggling to update, code to meet public demands. The proliferation of urban livestock—especially chickens, rabbits, bees, and goats—has posed particular regulatory challenges. Scant planning scholarship on urban livestock focuses mostly on how cities regulate animals, but few studies attempt to characterize urban livestock, ownership and management practices in the US in relation to these regulations. Our study addresses this gap. Using a web-based survey distributed via a snowball technique, we received responses from 134 livestock owners in 48 US cities, revealing the following: why they keep livestock; what kind of, livestock they keep and how many; the proximity of their livestock to property lines and dwellings; the extent to which they raise animals for meat; how they manage waste and other possible nuisances or public health risks; and their interest in exchanging animal products through sale and barter. We also examine whether such practices conform to the regulatory context. Results suggest that urban livestock ownership is more akin to pet ownership and should therefore not be restricted under planning codes as if it were a commercial-scale agricultural activity. Given the diversity of livestock ownership practices and lot sizes, we recommend that planners consider the following when developing urban livestock codes: (1) more appropriate setbacks and animal limits per lot; (2), promotion of high standards for animal welfare; (3) addressing sales and slaughter; and (4), making regulations more visible to the public.     Qualitative Exploration of Cross-Sector Perspectives on the Contributions of Local Health Departments in Land-Use and Transportation Policy

    INTRODUCTION: Transportation and land-use policies can affect the physical activity of populations. Local health departments (LHDs) are encouraged to participate in built-environment policy processes, which are outside their traditional expertise. Cross-sector collaborations are needed, yet stakeholders\u27 perceptions of LHD involvement are not well understood. The objective of this study was to describe the perceived value of LHD participation in transportation and land-use decision making and potential contributions to these processes among stakeholders. METHODS: We analyzed qualitative data from 49 semistructured interviews in 2015. Participants were professionals in 13 US states and 4 disciplines: land-use planning (n = 13), transportation/public works (n = 11), public health (n = 19), and other (municipal administration and bike and pedestrian advocacy [n = 6]). Two analysts conducted directed content analysis. RESULTS: All respondents reported that LHDs offer valuable contributions to transportation and land-use policy processes. They identified 7 contributions (interrater agreement 91%): 1) physical activity and health perspective (n = 44), 2) data analysis and assessment (n = 41), 3) partnerships in the community and across sectors (n = 35), 4) public education (n = 27), 5) knowledge of the public health evidence base and best practices (n = 23), 6) resource support (eg, grant writing, technical assistance) (n = 20), and 7) health equity (n = 8). CONCLUSION: LHDs can leverage their strengths to foster cross-sector collaborations that promote physical activity opportunities in communities. Our results will inform development of sustainable capacity-building models for LHD involvement in built-environment decision making

    A retrospective analysis of clinical use of alirocumab in lipoprotein apheresis patients

    BACKGROUND: The previously published ODYSSEY ESCAPE trial demonstrated a significant reduction in the use of lipoprotein apheresis for heterozygous familial hypercholesterolemia (HeFH) patients when placed on alirocumab 150 mg every 2 weeks. In patients with HeFH who have consistently elevated levels of low-density lipoprotein cholesterol (LDL-C) despite maximally tolerated statin therapy, current lipid guidelines recommend apheresis. Although apheresis reduces LDL-C levels by 50%-75%, it must be repeated, as frequently as every 1-2 weeks. OBJECTIVE: To assess clinical experience with apheresis and alirocumab for patients in a real-world practice setting. METHODS: This retrospective review included patients from 5 apheresis centers who were treated with apheresis and had started alirocumab therapy. In addition to LDL-C levels, total cholesterol, high-density lipoprotein cholesterol (HDL-C), non-HDL-C, triglycerides, and particle numbers were evaluated if data were available. RESULTS: Eleven of the 25 (44%) patients discontinued apheresis completely after initiation of alirocumab therapy, having achieved LDL-C \u3c70 mg/dL or \u3e50% reduction from baseline levels. Among the 14 patients who remained on apheresis, seven decreased the frequency of apheresis sessions. No significant safety problems were reported. CONCLUSION: Alirocumab lowered LDL-C levels by an average of 55.5% in patients receiving apheresis for elevated LDL-C. Seventy-two percent of patients on alirocumab therapy discontinued or reduced the frequency of apheresis treatment. However, some patients continued to require apheresis due to elevated lipoprotein(a), extremely elevated LDL-C, or if alirocumab therapy was discontinued due to less than anticipated LDL-C reduction

    Searching For Dark Matter with Plasma Haloscopes

    We summarise the recent progress of the Axion Longitudinal Plasma HAloscope (ALPHA) Consortium, a new experimental collaboration to build a plasma haloscope to search for axions and dark photons. The plasma haloscope is a novel method for the detection of the resonant conversion of light dark matter to photons. ALPHA will be sensitive to QCD axions over almost a decade of parameter space, potentially discovering dark matter and resolving the Strong CP problem. Unlike traditional cavity haloscopes, which are generally limited in volume by the Compton wavelength of the dark matter, plasma haloscopes use a wire metamaterial to create a tuneable artificial plasma frequency, decoupling the wavelength of light from the Compton wavelength and allowing for much stronger signals. We develop the theoretical foundations of plasma haloscopes and discuss recent experimental progress.     Toward a Food Policy First Step in Oakland, California: A Food Policy Council\u27s Efforts To Promote Urban Agriculture Zoning

    Urban agriculture (UA) is cropping up in backyards, vacant lots, rooftops, and city parks across North America. Despite popular interest, zoning often serves as an obstacle to UA’s expansion. In this reflective case study, we document the efforts of the Oakland Food Policy Council (OFPC) to develop recommendations for urban agriculture zoning in Oakland, California, as a means of fostering UA’s expansion. First, we focus on the role of zoning in urban agriculture planning, drawing on best practices from around the country. Then we provide an overview of Oakland’s food system and place the OFPC within the context of local food justice initiatives. Next, we outline the process by which the council prioritized food system goals before focusing more specifically on its efforts to create new zoning definitions and operating standards for UA, including both successes and obstacles to gaining the attention of city officials and moving the policy agenda forward. We conclude by reviewing the OFPC’s lessons learned

    Laws to Require Purchase of Locally Grown Food and Constitutional Limits on State and Local Government: Suggestions for Policymakers and Advocates

    Locally grown food laws that require, or provide incentives for, purchasing food grown within a defined geographic boundary are vulnerable to challenge under the U.S. Constitution’s restrictions on local and state laws that discriminate against goods and commerce from other states, known as the dormant Commerce Clause doctrine (DCCD). Policymakers and advocates for local food should understand the impact of these restrictions and should take advantage of an important exception to these restrictions when drafting policies to encourage purchase of locally grown food. In particular, they should (1) consider using the “market-participant exception” to the DCCD and tailor policies to apply to government’s direct food purchasing or agreements with food service contractors; (2) avoid using tax credits and instead use direct cash subsidies when providing incentives for local food purchasing by private (nongovern­mental) entities, and (3) make “locally grown” geographic definitions as broad as possible (especially to include out-of-state territory)
