    Organisational change and development of reformed Chinese township and village enterprises

Design/methodology/approach – A case study methodology involving semi-structured interviews is adopted. The unit chosen is the Guotai International Group (GTIG) in Zhangjiagang, Suzhou, Jiangsu province, China, in which the organisational changes over a period of over 40 years are analysed. Findings – OCs in Chinese RTVEs are found to be driven by a combination of local government plans and market forces. Considering the hybrid nature of the organisation and ownership structures, changes in Chinese RTVEs follow a very much “top-down” approach. Research limitations/implications – The findings imply that managers appointed by the state in RTVEs usually lack the necessary skills in marketing and business management, and can be resistant to organisational changes, such as the willingness to undertake risks. As a result, RTVEs may become stuck in a cycle of low-cost, low-tech products, inhibiting any breakthrough in developing their own quality brands. Originality/value – This is one of few papers studying change over a long span of time to arrive at research findings that will be useful to academic researchers in their future work. The qualitative findings from this paper would also enrich the literatures on organisational change in Chinese RTVEs

    Rolling maneuver load alleviation using active controls

    Rolling Maneuver Load Alleviation (RMLA) was demonstrated on the Active Flexible Wing (AFW) wind tunnel model in the LaRC Transonic Dynamics Tunnel. The design objective was to develop a systematic approach for developing active control laws to alleviate wing incremental loads during roll maneuvers. Using linear load models for the AFW wind-tunnel model which were based on experimental measurements, two RMLA control laws were developed based on a single-degree-of-freedom roll model. The RMLA control laws utilized actuation of outboard control surface pairs to counteract incremental loads generated during rolling maneuvers and roll performance. To evaluate the RMLA control laws, roll maneuvers were performed in the wind tunnel at dynamic pressures of 150, 200, and 250 psf and Mach numbers of .33, .38, and .44, respectively. Loads obtained during these maneuvers were compared to baseline maneuver loads. For both RMLA controllers, the incremental torsion moments were reduced by up to 60 percent at all dynamic pressures and performance times. Results for bending moment load reductions during roll maneuvers varied. In addition, in a multiple function test, RMLA and flutter suppression system control laws were operated simultaneously during roll maneuvers at dynamic pressures 11 percent above the open-loop flutter dynamic pressure

    Assessing the climate impacts of Chinese dietary choices using a telecoupled global food trade and local land use framework

    Global emissions trajectories developed to meet the 2⁰C temperature target are likely to rely on the widespread deployment of negative emissions technologies and/or the implementation of substantial terrestrial carbon sinks. Such technologies include afforestation, carbon capture and storage (CCS) and bioenergy with carbon capture and storage (BECCS), but mitigation options for agriculture appear limited. For example, using the Global Calculator tool (http://www.globalcalculator.org/), under a 2⁰C pathway, the ‘forests and other land use’ sector is projected to become a major carbon sink, reaching -15 GtCO2e yr-1 by 2050, compared to fossil emissions of 21 GtCO2e yr-1. At the same time, rates of agricultural emissions remain static at about 6 GtCO2e yr-1, despite increasing demands for crop and livestock production to meet the forecast dietary demands of the growing and increasingly wealthy global population. Emissions in the Global Calculator are sensitive to the assumed global diet, and particularly to the level and type of meat consumption, which in turn drive global land use patterns and agricultural emissions. Here we assess the potential to use a modified down-scaled Global Calculator methodology embedded within the telecoupled global food trade framework, to estimate the agricultural emissions and terrestrial carbon stock impacts in China and Brazil, arising from a plausible range of dietary choices in China. These dietary choices are linked via telecoupling mechanisms to Brazilian crop production (e.g. Brazilian soy for Chinese animal feed provision) and drive land and global market dynamics. ‘Spill-over’ impacts will also be assessed using the EU and Malawi as case studies

    Magnetars' Giant Flares: the case of SGR 1806-20

    We first review on the peculiar characteristics of the bursting and flaring activity of the Soft Gamma-ray Repeaters and Anomalous X-ray Pulsars. We then report on the properties of the SGR 1806-20's Giant Flare occurred on 2004 December 27th, with particular interest on the pre and post flare intensity/hardness correlated variability. We show that these findings are consistent with the picture of a twisted internal magnetic field which stresses the star solid crust that finally cracks causing the giant flare (and the observed torsional oscillations). This crustal fracturing is accompanied by a simplification of the external magnetic field with a (partial) untwisting of the magnetosphere.Comment: 6 pages, 2 figures; accepted for publication in the Chinese Journal for Astronomy and Astrophysics (Vulcano conference - 2005

    An Investigation of the Overlap Between the Statistical Discrete Gust and the Power Spectral Density Analysis Methods

    The results of a NASA investigation of a claimed Overlap between two gust response analysis methods: the Statistical Discrete Gust (SDG) Method and the Power Spectral Density (PSD) Method are presented. The claim is that the ratio of an SDG response to the corresponding PSD response is 10.4. Analytical results presented for several different airplanes at several different flight conditions indicate that such an Overlap does appear to exist. However, the claim was not met precisely: a scatter of up to about 10 percent about the 10.4 factor can be expected

    Normal ground state of dense relativistic matter in a magnetic field

    The properties of the ground state of relativistic matter in a magnetic field are examined within the framework of a Nambu-Jona-Lasinio model. The main emphasis of this study is the normal ground state, which is realized at sufficiently high temperatures and/or sufficiently large chemical potentials. In contrast to the vacuum state, which is characterized by the magnetic catalysis of chiral symmetry breaking, the normal state is accompanied by the dynamical generation of the chiral shift parameter Δ\Delta. In the chiral limit, the value of Δ\Delta determines a relative shift of the longitudinal momenta (along the direction of the magnetic field) in the dispersion relations of opposite chirality fermions. We argue that the chirality remains a good approximate quantum number even for massive fermions in the vicinity of the Fermi surface and, therefore, the chiral shift is expected to play an important role in many types of cold dense relativistic matter, relevant for applications in compact stars. The qualitative implications of the revealed structure of the normal ground state on the physics of protoneutron stars are discussed. A noticeable feature of the Δ\Delta parameter is that it is insensitive to temperature when Tμ0T \ll \mu_0, where μ0\mu_0 is the chemical potential, and {\it increases} with temperature for T>μ0T > \mu_0.     EDUCATIONAL PROGRAMS TO ADDRESS THE ECONOMIC ADJUSTMENTS FACING TOBACCO FARMERS AND RURAL COMMUNITIES

    This paper discusses the context within which educational programs tailored to tobacco producers and related rural communities have developed. Discussion is expanded by examining current program approaches employed by various organizations. Many of these organizations have a manual stake in helping producers in tobacco communities develop their management capacity. A range of initiatives aimed at facilitating economic adjustment is compared, including the major issues addressed and expected outcomes. Many of the initiatives have made useful contributions; however, gaps and limitations remain.
