    Public Value Energy Governance: establishing an institutional framework which better fits a sustainable, secure and affordable energy system

    This short Discussion Paper is intended to stimulate discussion about how governance of the energy system in Britain can better keep up with technological, economic and social change. We have set out a possible model for future governance and regulation – which moves from the ‘independent, CEO led’ model currently in Britain to one which is more ‘directed’ and which we argue is more legitimate, transparent and nimble; but which also better suits the characteristics of current technologies (whether supply, demand, storage and ICT integration). We would welcome comments on it by the end of June 2015. Whatever the optimum model for future energy system governance and regulation, though, the fundamental point remains: the current model of regulation in the UK’s gas and electricity systems is no longer fit for purpose

    This is the final versionLarge scale renewables raise new challenges and provide new opportunities across electricity systems. This paper considers the barriers faced by large scale renewables in electricity systems in Sub-Saharan Africa and South Asia. We review the current state of knowledge in relation to grid-connected renewables. This paper then explores key issues in electricity system structure, the main challenges to the uptake of renewables, and the various existing fiscal and policy approaches to encouraging renewables. The authors also highlight possible ways moving forward to ensure more widespread renewables deployment.     Who takes risks in high-risk sport? The role of alexithymia

    People who have difficulty identifying and describing their emotions are more likely to seek out the experience of emotions in the high-risk domain. This is because the high-risk domain provides the experience of more easily identifiable emotions (e.g., fear). However, the continued search for intense emotion may lead such individuals to take further risks within this domain, which in turn would lead to a greater likelihood of experiencing accidents. Across three studies, we provide the first evidence in support of this view. In Study 1 (n = 762) alexithymia was associated with greater risk taking and a greater propensity to experience accidents and close calls. In Study 2 (n = 332) and Study 3 (n = 356) additional bootstrapped mediation models confirmed these relationships. The predictive role of alexithymia remained significant when controlling for sensation seeking (Study 1) and anhedonia (Study 2 and Study 3). We discuss the practical implications of the present model as they pertain to minimizing accidents and close calls in the high risk domain

    Micro-Tubular Fuel Cells

    Micro-tubular fuel cells that would operate at power levels on the order of hundreds of watts or less are under development as alternatives to batteries in numerous products - portable power tools, cellular telephones, laptop computers, portable television receivers, and small robotic vehicles, to name a few examples. Micro-tubular fuel cells exploit advances in the art of proton-exchange-membrane fuel cells. The main advantage of the micro-tubular fuel cells over the plate-and-frame fuel cells would be higher power densities: Whereas the mass and volume power densities of low-pressure hydrogen-and-oxygen-fuel plate-and-frame fuel cells designed to operate in the targeted power range are typically less than 0.1 W/g and 0.1 kW/L, micro-tubular fuel cells are expected to reach power densities much greater than 1 W/g and 1 kW/L. Because of their higher power densities, micro-tubular fuel cells would be better for powering portable equipment, and would be better suited to applications in which there are requirements for modularity to simplify maintenance or to facilitate scaling to higher power levels. The development of PEMFCs has conventionally focused on producing large stacks of cells that operate at typical power levels >5 kW. The usual approach taken to developing lower-power PEMFCs for applications like those listed above has been to simply shrink the basic plate-and-frame configuration to smaller dimensions. A conventional plate-and-frame fuel cell contains a membrane/electrode assembly in the form of a flat membrane with electrodes of the same active area bonded to both faces. In order to provide reactants to both electrodes, bipolar plates that contain flow passages are placed on both electrodes. The mass and volume overhead of the bipolar plates amounts to about 75 percent of the total mass and volume of a fuel-cell stack. Removing these bipolar plates in the micro-tubular fuel cell significantly increases the power density

    Review of UK microgeneration. Part 1 : policy and behavioural aspects

    A critical review of the literature relating to government policy and behavioural aspects relevant to the uptake and application of microgeneration in the UK is presented. Given the current policy context aspiring to zero-carbon new homes by 2016 and a variety of minimum standards and financial policy instruments supporting microgeneration in existing dwellings, it appears that this class of technologies could make a significant contribution to UK energy supply and low-carbon buildings in the future. Indeed, achievement of a reduction in greenhouse gas emissions by 80% (the UK government's 2050 target) for the residential sector may entail substantial deployment of microgeneration. Realisation of the large potential market for microgeneration relies on a variety of inter-related factors such as microeconomics, behavioural aspects, the structure of supporting policy instruments and well-informed technology development. This article explores these issues in terms of current and proposed policy instruments in the UK. Behavioural aspects associated with both initial uptake of the technology and after purchase are also considered

    A search for an annual variation of a daily sidereal modulation of the frequency difference between co-located 129{}^{129}Xe and 3{}^{3}He Zeeman masers sets a stringent limit on boost-dependent Lorentz and CPT violation involving the neutron, consistent with no effect at the level of 150 nHz. In the framework of the general Standard-Model Extension, the present result provides the first clean test for the fermion sector of the symmetry of spacetime under boost transformations at a level of 102710^{-27} GeV.Comment: 4 pages, 1 figur

    The literature base regarding the development of sporting talent is extensive, and includes empirical articles, reviews, position papers, academic books, governing body documents, popular books, unpublished theses and anecdotal evidence, and contains numerous models of talent development. With such a varied body of work, the task for researchers, practitioners and policy makers of generating a clear understanding of what is known and what is thought to be true regarding the development of sporting talent is particularly challenging. Drawing on a wide array of expertise, we address this challenge by avoiding adherence to any specific model or area and by providing a reasoned review across three key overarching topics: (a) the performer; (b) the environment; and (c) practice and training. Within each topic sub-section, we review and calibrate evidence by performance level of the samples. We then conclude each sub-section with a brief summary, a rating of the quality of evidence, a recommendation for practice and suggestions for future research. These serve to highlight both our current level of understanding and our level of confidence in providing practice recommendations, but also point to a need for future studies that could offer evidence regarding the complex interactions that almost certainly exist across domains

    This is the final version. freely available from AURES II via the link in this recordIt is often argued that a key feature of auctions is the competitive pressure created on the overall value chain, and indeed all actors of the renewable energy (RE) sector. Moreover, it is often argued that auctions can induce a reduction in the level of actor diversity (AD) in some segments of the value chain, and especially in the project development sector. In the process of designing an auction, policy makers must make specific decisions and trade-offs related to the auction design elements (DEs). Depending on those trade-offs, auctions may favour certain types of actors over others, and this may lead to increased levels of market concentration (MC). This present study empirically analyses the following two topics: • The impacts of different auction DEs on MC in the project development and component manufacturing segments of the RE value chain. • The relative impact of auctions (as compared to other (contextual) factors influencing the value chain) on MC in the project development and component manufacturing segments of the value chain. Case study analysis were undertaken in four countries, namely Peru (solar PV; wind power), Spain (onshore wind power), South Africa (solar PV; wind power; and concentrated solar power (CSP)), and the United Kingdom (offshore wind). In order to get an in-depth and up-to-date understanding of how auctions and their DEs influence project developers and component manufacturers, country and technology level case studies were undertaken based on structured interviews with key experts in the respective countries.European Union Horizon 202
