Korea's skills development strategy has been highlighted as one of the key driving forces of the country's economic development. This paper examines the main features and evolution of this strategy from the 1960s to the present. In particular, it discusses how the skills development policies have contributed to economic development and poverty reduction. The findings in the paper highlight a set of important lessons for the design and implementation of skills development policies, which could be useful for other developing countries.Education For All,Primary Education,Access&Equity in Basic Education,Population Policies,Labor Markets

Nano-mechanical behavior of ultra-stable amorphous metallic thin films

    Get PDF
Metallic glass has amorphous structure that behave mechanically like solids but show catastrophic failure due to shear band propagation induced by short range order structure, and they are generally produced by quenching. Recently, it is observed that the slower cooling rate provides the larger time available for atoms to rearrange structure before freezing in glassy state, leading to glass transition temperature and thermal stability. These glasses with enhanced thermal stability synthesized by controlled cooling rate make it useful in various field such as mechanical or oxidation protection material. However, mechanical behavior for metallic glass with extraordinary thermodynamic and kinetic stability has not been studied. In this research, we developed a ultrastable metallic glass thin film by physical vapor deposition process at ambient temperature. Thermal stability is investigated using acceleration testing. Mechanical properties are measured using in-situ tensile testing and discuss thermal stability and fracture behavior dependent on compositio

Tropospheric ozone in the western Pacific Rim: Analysis of satellite and surface-based observations along with comprehensive 3-D model simulations

    Get PDF
Tropospheric ozone production and transport in mid-latitude eastern Asia is studied. Data analysis of surface-based ozone measurements in Japan and satellite-based tropospheric column measurements of the entire western Pacific Rim are combined with results from three-dimensional model simulations to investigate the diurnal, seasonal and long-term variations of ozone in this region. Surface ozone measurements from Japan show distinct seasonal variation with a spring peak and summer minimum. Satellite studies of the entire tropospheric column of ozone show high concentrations in both the spring and summer seasons. Finally, preliminary model simulation studies show good agreement with observed values

Wave Run-Up Phenomenon on Offshore Platforms: Part 1. Tension Leg Platform

    Get PDF
This study reports on an extensive experimental campaign carried out to evaluate non-linear waves applied to offshore structures in extreme marine environments. An offshore tension leg platform (TLP) model was used to observe the waves around a fixed-type offshore structure. The wave amplitude measured in the experiments of this study was indicated as a wave run-up ratio. Both the first-order analysis and the analysis of the entire wave amplitude were described. The experimental results were compared with the calculations from a potential-based code in order to verify the effectiveness of the developed technology

A Comparative Study on the Impact of the Capabilities of Manufacturing and Service Firms on Export Performance: Focusing on the Interaction Effect of R&D

    Get PDF
128–131This paper empirically examined the impact of firm capabilities and the interaction effect of R&D on the export performance of service firms in comparison with manufacturing firms. To this end, a total of 1,968 Korean firms were analyzed: 243 from service and 1,725 from manufacturing, and two-stage analysis was performed using multiple regression and hierarchical regression analysis. This research confirmed that network and customer capabilities played critical roles in the internationalization of service firms and R&D positively interacted with entrepreneurship and customer capabilities for export performance. These findings suggest valuable policy considerations for government trade policy and academic motivation for further research on the capabilities and R&D of service firms
