Transnationale Diskurse in der europäischen Medienöffentlichkeit : die Debatte zum EU-Beitritt der Türkei

Im Dezember 2004 hat der Europäische Rat einstimmig beschlossen, Beitrittsverhandlungen mit der Türkei aufzunehmen. Auch wenn erst nach einem erfolgreichen Abschluss über eine endgültige Mitgliedschaft entschieden wird, dürfte nach dieser kaum noch zu revidierenden Zusage an die türkische Regierung einem EU-Beitritt früher oder später nichts mehr im Wege stehen. In diesem Beitrag wird vergleichend analysiert, ob und inwieweit diese Entscheidung von einem transnationalen Diskurs in der europäischen Medienöffentlichkeit begleitet wurde. Beyond the Bosphorus? Comparing German, French and British discourses on Turkey's application to join the European Union

'Dieser Beitrag untersucht den Einfluss nationaler Grenzen auf öffentliche Diskurse am Fall des Streits um einen eventuellen Beitritt der Türkei zur Europäischen Union (EU). Ein Vergleich der Meinungen, Begründungen und Deutungsmuster in Pressekommentaren zu einer EU-Erweiterung jenseits des Bosporus bestätigt die herausragende Bedeutung und Robustheit nationaler Konfliktlinien zwischen der deutschen und französischen Öffentlichkeit auf der einen Seite und der britischen auf der anderen. Während eine geplante Mitgliedschaft der Türkei auf dem Kontinent überwiegend abgelehnt wurde, unterstützten die britischen Kommentatoren den Beitrittswunsch Ankaras nachdrücklich und nahezu einstimmig. Diese Ähnlichkeiten und Unterschiede, so meine These, resultieren in erster Linie aus und sind verknüpft mit umstrittenen Visionen zur Finalität Europas, insbesondere mit verschiedenen Verfassungsideen und kulturell-religiösen Grundlagen. Vor diesem Hintergrund wurde die Türkeifrage teilweise als ein Instrument missbraucht, um unterschiedliche Zukunftsmodelle der EU zu unterstützen oder zurückzudrängen.' (Autorenreferat)'This article examines the impact of national borders on public discourses, based on a case study of the struggle surrounding Turkey's application to join the European Union (EU). Comparing opinions, reasons and interpretation patterns in press commentaries about enlarging the EU beyond the Bosphorus, the findings confirm the paramount importance and robustness of national cleavages between the German and the French public sphere on the one hand, and the British on the other. Whereas Turkish membership was predominantly rejected on the continent, the British commentators strongly and almost unanimously supported Ankara's request to open doors. These similarities and divergences, I argue, are first and foremost the result of, and linked with, competing visions of Europe's finality, especially regarding various constitutional ideas and cultural principles. Against this background, the Turkey question was partly exploited as an instrument supporting or repressing different conceptions of the European Union's future.' (author's abstract)

Although Turkey´s definite membership depends on successful negotiations and will be decided upon later, the Council will hardly be able to revise this offer and it seems reasonable to assume that Turkey will join the EU sooner or later. This article presents a comparative analysis on whether and how intensively this decision was accompanied by a transnational discourse in the public sphere of the mass media. The study is based on leading quality newspapers from the EU member states France, Germany, and Great Britain.

k-Bounded Petri Net Synthesis from Modal Transition Systems

We present a goal-oriented algorithm that can synthesise k-bounded Petri nets (k in N^+) from hyper modal transition systems (hMTS), an extension of labelled transition systems with optional and required behaviour. The algorithm builds a potential reachability graph of a Petri net from scratch, extending it stepwise with required behaviour from the given MTS and over-approximating the result to a new valid reachability graph. Termination occurs if either the MTS yields no additional requirements or the resulting net of the second step shows a conflict with the behaviour allowed by the MTS, making it non-sythesisable

Segmented Europeanization: the transnationalization of public spheres in Europe ; trends and patterns / Michael Brüggemann; Stefanie Sifft; Katharina Kleinen

The existence of a European public sphere, a public network of exchange of opinions and ideas on political issues, has come to be seen as a prerequisite for the democratic legitimacy of the European Union. The paper conceptualizes the Europeanization of the national public spheres as a gradual process that may occur on four different dimensions: 1. monitoring governance, 2. mutual observation, 3. discursive exchange, and 4. collective identification with Europe. It then presents the results of our empirical research on the transnationalization of public spheres in Europe: What is the prevailing pattern of Europeanization that can be observed in different countries of the EU? We have conducted a quantitative content analysis of the political discourses in quality newspapers of five EU member states (Austria, Denmark, France, Germany, Great Britain) over a period of twenty years. According to our analysis of more than 3,000 articles the main pattern of transnationalization to be found in all countries is segmented Europeanization: Within each public sphere we find more and more talk about European institutions and policies but there is no indication of an increase in the debate in between the national public spheres. In addition, we find weak indications of a gradually developing European we-perspective. --
