Defence Industry in the European Union – Challenges and Opportunities in Times of Economic Crisis

Current economic crisis in the EU can prove to be a turning point for the European defence-industrial base. The purpose of this article is to analyse the current state of the EU-based defence sector and possible trajectories of its future evolution. In order to achieve this aim, an overview of defence industry’s functions has been provided, followed by SWOT analysis of internal and external factors influencing the current and future position of the European defence-industrial base. Presentation of the sector’s strengths and weaknesses, as well as threat and opportunities coming from the external environment provides basis for assessment of possible future directions of industry’s evolution

Rola wojsk specjalnych w systemie obronnym RP

In the last two decades special operations forces became an important component of many states’ defence systems, providing important contributions to actual military operations, as well as to a general potential for the achievement of given objectives. It stems chiefly from unique capabilities of those forces, which make them especially useful in the current international security environment. Those factors proved to be decisive for the far reaching evolution and dynamic development of Polish special forces. This article aims to analyse special operations forces’ utility for the fulfilment of the Polish Armed Forces’ basic missions (as stated in the Defence Doctrine), as well as to present perspectives for their further development (through the opportunities, challenges, risks and threats framework).Na przestrzeni ostatnich dwóch dekad wojska specjalne stały się ważnym elementem systemów obronnych wielu państw, wnosząc istotny wkład w prowadzone operacje wojskowe, oraz ogólny potencjał realizacji stawianych przed nimi zadań. Wynika to z unikalnych zdolności tego rodzaju wojsk, czyniących je szczególnie użytecznymi we współczesnym środowisku bezpieczeństwa międzynarodowego. Czynniki te zadecydowały również o daleko idącej ewolucji i dynamicznym rozwoju polskich Wojsk Specjalnych. Celem artykułu jest analiza użyteczności jednostek specjalnych dla realizacji zasadniczych misji Sil Zbrojnych RP (zapisanych w Strategii Obronności RP) oraz prezentacja perspektyw ich dalszego rozwoju (przez pryzmat szans, wyzwań, ryzyk i zagrożeń)

Kultura strategiczna, czyli o kulturowych uwarunkowaniach polityki zagranicznej i bezpieczeństwa

Reflections on cultural conditioning of foreign and security policy has a long and rich tradition. Its modern expression can be found in the strategic culture studies, which have, during more than three decades, left their mark on the discipline of international relations. During that time, it has been subject to considerable evolution and undoubtedly enriched the workshop for interstaterelations analysis. The purpose of this paper is to present history of thought on relations between culture and foreign policy, trace the evolution of strategic culture concept in the discipline of IR and outline some issues which promise to open interesting avenues for further studies in this field.Reflections on cultural conditioning of foreign and security policy has a long and rich tradition. MIĘDZYNARODOWE ŚRODOWISKO BEZPIECZEŃSTWA AZJI WSCHODNIEJ W 2016 ROKU. ZASADNICZE DETERMINANTY I KIERUNKI EWOLUCJI

The aim of the article is to analyze the state of the international security environment of East Asia and main directions of its evolution in year 2016. The author identifies key long-term trends shaping the regional security order of the considered area. This builds the picture of the region at the beginning of the period under consideration and provides the "strategic background" for current events. This introduction is followed by a presentation of key international security events which have taken place in East Asia during 2016 (and early months of 2017). These are being shown in the wider strategic context. On that basis a preliminary assessment of given event's influence on the regional international security environment can be given. Finally, the author proposes a prognosis of future evolution of the security situation in East Asia during the next 12-18 months.  Celem artykułu jest analiza stanu międzynarodowego środowiska bezpieczeństwa regionu Azji Wschodniej oraz zasadniczych kierunków jego ewolucji w roku 2016. Autor identyfikuje kluczowe trendy długoterminowe kształtujące regionalny ład bezpieczeństwa omawianego obszaru. Umożliwia to określenie ,,stanu wyjściowego" regionu na początku analizowanego okresu, a także określenie swoistego ,,tła strategicznego", w odniesieniu do którego należy rozpatrywać bieżące wydarzenia. Następnie przedstawiono kluczowe wydarzenia z obszaru bezpieczeństwa międzynarodowego, które zaszły w Azji Wschodniej w trakcie 2016 r. (oraz w pierwszych miesiącach 2017) oraz ukazano  je w nakreślonym kontekście strategicznym. Pozwala to na sformułowanie wstępnej oceny co do wpływu pojedynczych wydarzeń na międzynarodowe środowisko bezpieczeństwa regionu (stabilizujące, destabilizujące lub neutralne). W ostatnim etapie, na bazie dotychczasowych rozważań podjęto próbę prognozy dalszej ewolucji sytuacji bezpieczeństwa w Azji Wschodniej w perspektywie kolejnych 12-18 miesięcy

POLSKIE ANALIZY STRATEGICZNE – PRZEGLĄD 2016 ROKU

This article is the third edition of a review of articles published in selected Polish academic journals in the field of international security. Covering the year 2016 the author has made a (necessarily subjective) selection of papers published in four periodicals: „Bellona”, „Rocznik Bezpieczeństwa Międzynarodowego” (International Security Yearbook), „Rocznik Strategiczny” (Strategic Yearbook) and „Stosunki Międzynarodowe” (International Relations). Inevitably the subjects taken up by authors of texts under review reflect the current state of the international security environment and prognosis on its future evolution.Niniejszy artykuł stanowi kolejną odsłonę przygotowywanego od dwóch lat przeglądu artykułów publikowanych w wybranych polskich czasopismach naukowych poświęconych tematyce bezpieczeństwa międzynarodowego. W odniesieniu do roku 2016 autor dokonał (siłą rzeczy) subiektywnego wyboru tekstów, które znalazły się na łamach czterech publikacji – „Bellony”, „Rocznika Bezpieczeństwa Międzynarodowego”, „Rocznika Strategicznego” oraz „Stosunków Międzynarodowych”. W naturalny sposób tematyka podejmowana przez autorów rzeczonych publikacji stanowi odzwierciedlenie obecnego stanu międzynarodowego środowiska bezpieczeństwa oraz prognoz co do kierunków jego dalszej ewolucji

Military-Industrial aspects of Turkish defence policy

This paper aims to analyse the military-industrial aspects of Turkish defence policy. A sophisticated and profitable defence industry is a useful tool for a state’s foreign and security policy. It not only supplies the armed forces with the necessary weapons and military equipment, but can also bring political influence on the international arena through arms transfers and military-industrial cooperation. These realities are not lost on Turkish decision makers. That is why they have made the nurturing of an indigenous defence-industrial base a distinct state policy. In this paper, the defence industry’s functions in the framework of Turkish defence and security policy are defined, the condition and structure of Turkish defence and aerospace sector is analysed and conclusions regarding its future prospects are presented.
