    Forecasting US Army Enlistment Contract Production in Complex Geographical Marketing Areas

    Purpose: The purpose of this paper is to demonstrate an improved method for forecasting the US Army recruiting. Design/methodology/approach: Time series methods, regression modeling, principle components and marketing research are included in this paper. Findings: This paper found the unique ability of multiple statistical methods applied to a forecasting context to consider the effects of inputs that are controlled to some degree by a decision maker. Research limitations/implications: This work will successfully inform the US Army recruiting leadership on how this improved methodology will improve their recruitment process. Practical implications: Improved US Army analytical technique for forecasting recruiting goals

    Investigation into the Ratio of Operating and Support Costs to Life-Cycle Costs for DoD Weapon Systems

    Recent legislation, such as the Weapon Systems Acquisition Reform Act of 2009, requires a renewed emphasis on understanding Operating and Support (O&S) costs. Conventional wisdom within the acquisition community suggests a 70:30 cost ratio with respect to O&S and acquisition of an average weapon system. Using 37 Air Force and Navy programs, the authors estimate the mean overall ratio of O&S costs to acquisition costs to be closer to 55:45, although many weapon systems displayed significant deviation from this 55 percent average. Contributing factors such as life expectancy and acquisition strategy (i.e., new system or modification) affect this variance. Their research advises against using a single “one-size-fits-all” O&S/ acquisition cost ratio for all major DoD weapon systems

    Ion exclusion is an operation in which an ion exchange resin is used to separate an electrolyte from a nonelectrolyte in a polar solvent. An ion exchange resin tends to absorb a nonelectrolyte and to exclude an electrolyte. This is described quantitatively by the equilibrium distribution of the electrolyte, the nonelectrolyte, and the solvent between the resin phase and the liquid phase surrounding the resin.
