    Australia’s Boatpeople Policy: Regional Cooperation or Passing the Buck?

    The Australian government implemented a new policy in July 2013 in an attempt to more effectively address the recent spike in irregular migrants trying to reach its shores. In this paper, I examine the panic over migration in Australia concerning asylum seekers arriving by boat. The discussion is divided into two main themes. First, I look at how the Australian government is attempting to manage irregular immigration with a specific focus on the regional arrangement with Papua New Guinea. I argue that instead of mutually beneficial efforts at regional cooperation, the Australian government is merely shifting its responsibilities to a developing country. Second, I discuss the panic over the “boatpeople” and argue the situation has been exaggerated and overstates the scale of the problem

    The Relationship Between International Migration and Regional Integration

    This dissertation challenges prevailing assumptions of a strong connection between international migration and regional integration by arguing there is no substantial relationship between them and that these issues should not be conflated. International migration and regional integration are extraordinarily important forces shaping the current international system and the recent wave of globalization has brought with it a new level of fear and uncertainty surrounding these critical issues. Migration and integration are highly contentious and divisive subjects in and of themselves, but the relationship between them is largely misunderstood and tends to skew toward panicked hyperbole by publics and policymakers alike. In an effort to address this gap in our understanding, this dissertation investigates the relationship between international migration and regional integration to determine if there is a causal link and, if so, the direction of causality. I use two major research strategies to investigate the relationship: (1) a quantitative analysis of country-level data including an objective measure of regional integration developed for this study and (2) two detailed case studies of the North American and European experiences in addition to a broad overview of the migration-integration relationship in other regions. The quantitative and case study analyses support my hypothesis that there is no substantial relationship between international migration and regional integration. In this perspective, states can consider the benefits of regional integration policies without worrying about migration and can consider migration policies without concern for integration

    Stress Fractures of the Elbow in the Throwing Athlete: A Systematic Review.

    Background: Stress fractures of the elbow are rare in throwing athletes and present a challenge from both a management and rehabilitation perspective. Although the incidence of stress fractures of the elbow is increasing, there is a lack of data in the literature focused on throwers. Purpose: To evaluate studies regarding the management and outcomes of stress fractures of the elbow in throwing athletes. Study Design: Systematic review; Level of evidence, 4. Methods: A systematic review was conducted by searching the Scopus, PubMed, and Cochrane Library electronic databases to identify studies reporting on the management and outcomes of stress fractures in overhead-throwing athletes. Management data included nonoperative and operative modalities, and outcome data included return to play, encompassing the timing and level of activity. Studies were excluded if the stress fracture of the elbow was not a result of a sport injury attributed to throwing or if the study failed to report whether an athlete returned to play. Results: Fourteen studies met the inclusion criteria and were included in this analysis. There were 52 patients in total (50 male, 2 female) with a mean age of 19.7 years (range, 13-29.1 years). The olecranon was the most common location of the stress fracture (51 patients; 98.1%), followed by the distal humerus (1 patient; 1.9%). The majority of patients (n = 40; 76.9%) were treated operatively. Of the 40 patients who were treated surgically, 14 (35.0%) underwent a period of conservative treatment preoperatively that ultimately failed because of persistent nonunion or continued elbow pain. A total of 50 patients (96.2%) returned to sport either at or above their preinjury level. Of the 2 patients (3.8%) who did not return to sport, 1 did not return because of continued elbow pain postoperatively, and the other was lost to follow-up. Complications occurred in 9 patients (17.3%), all of whom were treated surgically. Conclusion: On the basis of this systematic review, the majority of elbow stress fractures were treated operatively and approximately one-third after a period of failed nonoperative management. The return-to-sport rate was high. Further, higher level studies are needed to optimize management and return-to-sport rates in this population

    Geodatabase Development to Support Hyperspectral Imagery Exploitation

    Geodatabase development for coastal studies conducted by the Naval Research Laboratory (NRL) is essential to support the exploitation of hyperspectral imagery (HSI). NRL has found that the remote sensing and mapping science community benefits from coastal classifications that group coastal types based on similar features. Selected features in project geodatabases relate to significant biological and physical forces that shape the coast. The project geodatabases help researchers understand factors that are necessary for imagery post processing, especially those features having a high degree of temporal and spatial variability. NRL project geodatabases include a hierarchy of environmental factors that extend from shallow water bottom types and beach composition to inland soil and vegetation characteristics. These geodatabases developed by NRL allow researchers to compare features among coast types. The project geodatabases may also be used to enhance littoral data archives that are sparse. This paper highlights geodatabase development for recent remote sensing experiments in barrier island, coral, and mangrove coast types

    Microlensing of the Lensed Quasar SDSS0924+0219

    We analyze V, I and H band HST images and two seasons of R-band monitoring data for the gravitationally lensed quasar SDSS0924+0219. We clearly see that image D is a point-source image of the quasar at the center of its host galaxy. We can easily track the host galaxy of the quasar close to image D because microlensing has provided a natural coronograph that suppresses the flux of the quasar image by roughly an order of magnitude. We observe low amplitude, uncorrelated variability between the four quasar images due to microlensing, but no correlated variations that could be used to measure a time delay. Monte Carlo models of the microlensing variability provide estimates of the mean stellar mass in the lens galaxy (0.02 Msun < M < 1.0 Msun), the accretion disk size (the disk temperature is 5 x 10^4 K at 3.0 x 10^14 cm < rs < 1.4 x 10^15 cm), and the black hole mass (2.0 x 10^7 Msun < MBH \eta_{0.1}^{-1/2} (L/LE)^{1/2} < 3.3 x 10^8 Msun), all at 68% confidence. The black hole mass estimate based on microlensing is consistent with an estimate of MBH = 7.3 +- 2.4 x 10^7 Msun from the MgII emission line width. If we extrapolate the best-fitting light curve models into the future, we expect the the flux of images A and B to remain relatively stable and images C and D to brighten.     X-ray Observations of Optically Selected Giant Elliptical-Dominated Galaxy Groups

    We present a combined optical and X-ray analysis of three optically selected X-ray bright groups with giant elliptical galaxies in the center. These massive ellipticals were targeted for XMM-Newton X-ray observations based on their large velocity dispersions and their proximity to a nearby ROSAT X-ray source. Additionally, these targets are significantly brighter in the optical than their nearest neighbors. We show that one of these systems meets the standard criteria for a fossil group. While the other two systems have a prominent magnitude gap in the E/S0 ridgeline, they do not appear to have reached the fossil-like final stage of group evolution.Comment: 8 pages, 6 figures, Accepted for publication in Ap

    A self-sustaining process theory for uniform momentum zones and internal shear layers in high Reynolds number shear flows

    Many exact coherent states (ECS) arising in wall-bounded shear flows have an asymptotic structure at extreme Reynolds number Re in which the effective Reynolds number governing the streak and roll dynamics is O(1). Consequently, these viscous ECS are not suitable candidates for quasi-coherent structures away from the wall that necessarily are inviscid in the mean. Specifically, viscous ECS cannot account for the singular nature of the inertial domain, where the flow self-organizes into uniform momentum zones (UMZs) separated by internal shear layers and the instantaneous streamwise velocity develops a staircase-like profile. In this investigation, a large-Re asymptotic analysis is performed to explore the potential for a three-dimensional, short streamwise- and spanwise-wavelength instability of the embedded shear layers to sustain a spatially-distributed array of much larger-scale, effectively inviscid streamwise roll motions. In contrast to other self-sustaining process theories, the rolls are sufficiently strong to differentially homogenize the background shear flow, thereby providing a mechanistic explanation for the formation and maintenance of UMZs and interlaced shear layers that respects the leading-order balance structure of the mean dynamics

    Randomized trial comparing proactive, high-dose versus reactive, low-dose intravenous iron supplementation in hemodialysis (PIVOTAL) : Study design and baseline data

    Background: Intravenous (IV) iron supplementation is a standard maintenance treatment for hemodialysis (HD) patients, but the optimum dosing regimen is unknown. Methods: PIVOTAL (Proactive IV irOn Therapy in hemodiALysis patients) is a multicenter, open-label, blinded endpoint, randomized controlled (PROBE) trial. Incident HD adults with a serum ferritin 700 μg/L and/or TSAT ≥40%) or a reactive, low-dose IV iron arm (iron sucrose administered if ferritin <200 μg/L or TSAT < 20%). We hypothesized that proactive, high-dose IV iron would be noninferior to reactive, low-dose IV iron for the primary outcome of first occurrence of nonfatal myocardial infarction (MI), nonfatal stroke, hospitalization for heart failure or death from any cause. If noninferiority is confirmed with a noninferiority limit of 1.25 for the hazard ratio of the proactive strategy relative to the reactive strategy, a test for superiority will be carried out. Secondary outcomes include infection-related endpoints, ESA dose requirements, and quality-of-life measures. As an event-driven trial, the study will continue until at least 631 primary outcome events have accrued, but the expected duration of follow-up is 2-4 years. Results: Of the 2,589 patients screened across 50 UK sites, 2,141 (83%) were randomized. At baseline, 65.3% were male, the median age was 65 years, and 79% were white. According to eligibility criteria, all patients were on ESA at screening. Prior stroke and MI were present in 8 and 9% of the cohort, respectively, and 44% of patients had diabetes at baseline. Baseline data for the randomized cohort were generally concordant with recent data from the UK Renal Registry. Conclusions: PIVOTAL will provide important information about the optimum dosing of IV iron in HD patients representative of usual clinical practice.
