    Learning how (not) to fire a gun: combatant training and civilian victimization

    What is the relationship between the type of training combatants receive upon recruitmentinto an armed group and their propensity to abuse civilians in civil war? Does military training or political training prevent or exacerbate the victimization of civilians by armed non-state actors? While the literature on civilian victimization has expanded rapidly, few studies have examined the correlation between abuse of civilians and the modes of training that illegal armed actors receive. Using a simple formal model, we develop hypotheses regarding this connection and argue that while military training should not decrease the probability that a combatant engages in civilian abuse, political training should. We test these hypotheses using a new survey consisting of a representative sample of approximately 1,500 demobilized combatants from the Colombian conflict, which we match with department-level data on civilian casualties. The empirical analysis conrms our hypotheses about the connection between training and civilian abuse and the results are robust to adding a full set of controls both at the department and at the individual level.civil war, civilian abuse, survey instrument, demobilized combatants

    The Coronal X-ray Spectrum of the Multiple Weak-Lined T Tauri Star System HD 98800

    We present high-resolution X-ray spectra of the multiple (hierarchical quadruple) weak-lined T Tauri star system HD 98800, obtained with the High Energy Transmission Gratings Spectrograph (HETGS) aboard the Chandra X-ray Observatory (CXO). In the zeroth-order CXO/HETGS X-ray image, both principle binary components of HD 98800 (A and B, separation 0.8'') are detected; component A was observed to flare during the observation. The infrared excess (dust disk) component, HD 98800B, is a factor ~4 fainter in X-rays than the apparently ``diskless'' HD 98800A, in quiescence. The line ratios of He-like species (e.g., Ne IX, O VII) in the HD 98800A spectrum indicate that the X-ray-emitting plasma around HD 98800 is in a typical coronal density regime (log n <~ 11). We conclude that the dominant X-ray-emitting component(s) of HD 98800 is (are) coronally active. The sharp spectral differences between HD 98800 and the classical T Tauri star TW Hya demonstrate the potential utility of high-resolution X-ray spectroscopy in providing diagnostics of pre-main sequence accretion processes.Comment: 11 pages, 5 figures; to appear in the Astrophysical Journal (Letters

    CGRaBS: An All-Sky Survey of Gamma-Ray Blazar Candidates

    We describe a uniform all-sky survey of bright blazars, selected primarily by their flat radio spectra, that is designed to provide a large catalog of likely gamma-ray AGN. The defined sample has 1625 targets with radio and X-ray properties similar to those of the EGRET blazars, spread uniformly across the |b| > 10 deg sky. We also report progress toward optical characterization of the sample; of objects with known R < 23, 85% have been classified and 81% have measured redshifts. One goal of this program is to focus attention on the most interesting (e.g., high redshift, high luminosity, ...) sources for intensive multiwavelength study during the observations by the Large Area Telescope (LAT) on GLAST.Comment: 18 pages, 6 figures, 1 machine-readable table available at http://astro.stanford.edu/CGRaBS/ ; accepted for publication in ApJ

    Infrared Space Observatory Polarimetric Imaging of the Egg Nebula (RAFGL 2688)

    We present polarimetric imaging of the protoplanetary nebula RAFGL 2688 obtained at 4.5 microns with the Infrared Space Observatory (ISO). We have deconvolved the images to remove the signature of the point spread function of the ISO telescope, to the extent possible. The deconvolved 4.5 micron image and polarimetric map reveal a bright point source with faint, surrounding reflection nebulosity. The reflection nebula is brightest to the north-northeast, in agreement with previous ground- and space-based infrared imaging. Comparison with previous near-infrared polarimetric imaging suggests that the polarization of starlight induced by the dust grains in RAFGL 2688 is more or less independent of wavelength between 2 microns and 4.5 microns. This, in turn, indicates that scattering dominates over thermal emission at wavelengths as long as ~5 microns, and that the dust grains have characteristic radii < 1 micron.Comment: 27 pages, 9 figures; to appear in the Astronomical Journal, May 2002 issu

    Characteristics of EGRET Blazars in the VLBA Imaging and Polarimetry Survey (VIPS)

    We examine the radio properties of EGRET-detected blazars observed as part of the VLBA Imaging and Polarimetry Survey (VIPS). VIPS has a flux limit roughly an order of magnitude below the MOJAVE survey and most other samples that have been used to study the properties of EGRET blazars. At lower flux levels, radio flux density does not directly correlate with gamma-ray flux density. We do find that the EGRET-detected blazars tend to have higher brightness temperatures, greater core fractions, and possibly larger than average jet opening angles. A weak correlation is also found with jet length and with polarization. All of the well-established trends can be explained by systematically larger Doppler factors in the gamma-ray loud blazars, consistent with the measurements of higher apparent velocities found in monitoring programs carried out at radio frequencies above 10 GHz.Comment: 20 pages, 7 figures, accepted to Ap

    Surgical management of pulmonary artery sling in children

    ObjectivesPulmonary artery (PA) sling is a rare vascular anomaly associated with congenital tracheal stenosis. The natural history is poor and these patients often require early surgical intervention. We describe our experience with repair of this condition.MethodsFrom 1984 to 2011, 21 patients with PA sling underwent repair at the Royal Children's Hospital (median age, 5.9 months). PA sling was associated with compression of the trachea in all patients. Tracheal surgery was required in 12 (57.1%) patients. All patients had an echocardiogram, and concomitant repair of coexisting cardiac anomalies was performed in 6 (28.6%, 6/21) patients.ResultsOperative mortality was 14.3% (3/21), occurring at 19 days, 4.4 months, and 5 months after surgery. Operative mortality for the first 10 years was 22.2% (1984-1993; 2/9), the next 10 years was 14.3% (1994-2003; 1/7), and 0% for the most recent 7 years (2004-2011; 0/5). All deaths occurred in patients requiring tracheal repair (25%, 3/12). No deaths have occurred since 2004 with introduction of the slide tracheoplasty technique. One (5.6%, 1/18) late death occurred at 8 months after repair. After tracheal repair, intervention for excessive granulations and tracheomalacia was necessary in 6 (50%, 6/12) patients. Median follow-up was 8 years (mean, 8.6 ± 6.4 years; range, 5 months to 20.6 years), and all survivors (100%, 17/17) remain asymptomatic.ConclusionsChildren with PA sling who do not require tracheal surgery have excellent outcomes. Mortality is determined by the need for tracheal surgery. However, with the advent of the slide tracheoplasty technique, mortality can be reduced. Survival beyond 1 year after surgery offers excellent prognosis

    Breast cancer management and outcome according to surgeon's affiliation: a population-based comparison adjusted for patient's selection bias

    Background Studies have reported that breast cancer (BC) units could increase the quality of care but none has evaluated the efficacy of alternative options such as private BC networks, which is our study objective. Patients and methods We included all 1404 BC patients operated in the public unit or the private network and recorded at the Geneva Cancer Registry between 2000 and 2005. We compared quality indicators of care between the public BC unit and the private BC network by logistic regression and evaluated the effect of surgeon's affiliation on BC-specific mortality by the Cox model adjusting for the propensity score. Results Both the groups had high care quality scores. For invasive cancer, histological assessment before surgery and axillary lymph node dissection when indicated were less frequent in the public sector (adjusted odds ratio (OR): 0.4, 95% confidence interval (CI) 0.3-0.7, and OR: 0.4, 95% CI 0.2-0.8, respectively), while radiation therapy after breast-conserving surgery was more frequent (OR: 2.5, 95% CI 1.4-4.8). Surgeon affiliation had no substantial effect on BC-specific mortality (adjusted hazard ratio (HR): 0.8, 95% CI 0.5-1.4). Conclusions This study suggests that private BC networks could be an alternative to public BC units with both structures presenting high quality indicators of BC care and similar BC-specific mortalit

    Biogeochemical Consequences of Rapid Microbial Turnover and Seasonal Succession in Soil

    Soil microbial communities have the metabolic and genetic capability to adapt to changing environmental conditions on very short time scales. In this paper we combine biogeochemical and molecular approaches to reveal this potential, showing that microbial biomass can turn over on time scales of days to months in soil, resulting in a succession of microbial communities over the course of a year. This new understanding of the year-round turnover and succession of microbial communities allows us for the first time to propose a temporally explicit N cycle that provides mechanistic hypotheses to explain both the loss and retention of dissolved organic N (DON) and inorganic N (DIN) throughout the year in terrestrial ecosystems. In addition, our results strongly support the hypothesis that turnover of the microbial community is the largest source of DON and DIN for plant uptake during the plant growing season. While this model of microbial biogeochemistry is derived from observed dynamics in the alpine, we present several examples from other ecosystems to indicate that the general ideas of biogeochemical fluxes being linked to turnover and succession of microbial communities are applicable to a wide range of terrestrial ecosystems

    Impact of Scottish smoke-free legislation on smoking quit attempts and prevalence

    &lt;p&gt;&lt;b&gt;Objectives:&lt;/b&gt; In Scotland, legislation was implemented in March 2006 prohibiting smoking in all wholly or partially enclosed public spaces. We investigated the impact on attempts to quit smoking and smoking prevalence.&lt;/p&gt; &lt;p&gt;&lt;b&gt;Methods:&lt;/b&gt; We performed time series models using Box-Jenkins autoregressive integrated moving averages (ARIMA) on monthly data on the gross ingredient cost of all nicotine replacement therapy (NRT) prescribed in Scotland in 2003–2009, and quarterly data on self-reported smoking prevalence between January 1999 and September 2010 from the Scottish Household Survey.&lt;/p&gt; &lt;p&gt;&lt;b&gt;Results:&lt;/b&gt; NRT prescription costs were significantly higher than expected over the three months prior to implementation of the legislation. Prescription costs peaked at £1.3 million in March 2006; £292,005.9 (95% CI £260,402.3, £323,609, p&#60;0.001) higher than the monthly norm. Following implementation of the legislation, costs fell exponentially by around 26% per month (95% CI 17%, 35%, p&#60;0.001). Twelve months following implementation, the costs were not significantly different to monthly norms. Smoking prevalence fell by 8.0% overall, from 31.3% in January 1999 to 23.7% in July–September 2010. In the quarter prior to implementation of the legislation, smoking prevalence fell by 1.7% (95% CI 2.4%, 1.0%, p&#60;0.001) more than expected from the underlying trend.&lt;/p&gt; &lt;p&gt;&lt;b&gt;Conclusions:&lt;/b&gt; Quit attempts increased in the three months leading up to Scotland's smoke-free legislation, resulting in a fall in smoking prevalence. However, neither has been sustained suggesting the need for additional tobacco control measures and ongoing support.&lt;/p&gt
