These projects are good not only for what they do to our Constitution, but also for making us exercise self-government muscles that have atrophied from civic sloth. Fortunately, the time has never been better to repeal one of our Constitution’s most pointlessly exclusionary provisions. The President of the United States is married to a naturalized citizen. And nobody can legitimately question the patriotism of the First Lady of the United States, Melania Trump. She flies on Air Force One with the President and represents our country both at home and abroad. As an American citizen, she is as much an American as the President himself. This fortuitous circumstance is just one reason it might be possible to eliminate what the Supreme Court has identified as the only legal difference between naturalized and natural born citizens— eligibility for the presidency

    The neural correlates of phonological short-term memory: A repetitive transcranial magnetic stimulation study

    Neuropsychological reports and activation studies by means of positron emission tomography anti functional magnetic resonance imaging have suggested that the neural correlates of phonological short-term memory are located in the left hemisphere, with Brodmann's area (BA) 40 being, responsible for short-term storage and BA 44 for articulatory rehearsal. However, a careful review of the literature on the role of left BA 40 shows that the data are equivocal. We tested We hypotheses by means of repetitive transcranial magnetic stimulation (rTMS). Participants performed four tasks: two phonological judgements, thought to require only articulatory rehearsal Without the contribution of short-term storage digit span, which involves both short-term storage and articudlatory rehearsal: and a pattern span, this last heing the control task. The sites of stimulation were left BA 40. left BA 44 anti the electrode location V-W plus a baseline without TMS. Reaction times increased and accuracy decreased in the case of the phonological judgement and digit span after stimulation of both left sites, suggesting that BA 40, in addition to BA 44. is involved in phonological judgements. Possible explanations are discussed, namely, the possibility that (i) the neural correlates of rehearsal are not limited to BA and (ii) phonological judgements invlove processes other than rehearsal. We also consider the effects of using different tasks and responses to resolve some of the descrepancies in the literature

    The bulk of the investment needed for infrastructure renewal in the United Kingdom will have to come from private sector investors, who will require attractive value/cost ratios. Government recognises infrastructure interdependencies can help deliver these, but returns remain uncertain. New business models are required to overcome this problem, which take account of enterprise-centred infrastructure interdependencies (interdependencies between social and economic enterprises and the infrastructures they use). The complex and closely coupled nature of enterprise and infrastructure systems can stand in the way of identifying these interdependencies; however, model-based systems engineering techniques offer a framework for dealing with this complexity. This paper describes research that the iBUILD project is doing to develop a methodology for modelling the interdependencies between infrastructure and the enterprises that use it, as a precursor to identifying opportunities to improve infrastructure project value/cost ratios. The methodology involves: identifying the suite of policy, strategy and operational documents relating to the enterprise-of-interest; eliciting system data from the documents and integrating it to create an enterprise system model; and, generating N2 diagrams from the model to identify the interdependencies

The colorimeter is simple to operate and is adapted for use in zero gravity conditions. In a specific application, the colorimeter is designed to analyze the concentration of iodine in potable water carried aboard a space vehicle such as the 4B stage of Skylab

    Maser Source Finding Methods in HOPS

    The {\bf H}2_2{\bf O} Southern Galactic {\bf P}lane {\bf S}urvey (HOPS) has observed 100 square degrees of the Galactic plane, using the Mopra radio telescope to search for emission from multiple spectral lines in the 12\,mm band (19.5\,--\,27.5\,GHz). Perhaps the most important of these spectral lines is the 22.2\,GHz water maser transition. We describe the methods used to identify water maser candidates and subsequent confirmation of the sources. Our methods involve a simple determination of likely candidates by searching peak emission maps, utilising the intrinsic nature of water maser emission - spatially unresolved and spectrally narrow-lined. We estimate completeness limits and compare our method with results from the {\sc Duchamp} source finder. We find that the two methods perform similarly. We conclude that the similarity in performance is due to the intrinsic limitation of the noise characteristics of the data. The advantages of our method are that it is slightly more efficient in eliminating spurious detections and is simple to implement. The disadvantage is that it is a manual method of finding sources and so is not practical on datasets much larger than HOPS, or for datasets with extended emission that needs to be characterised.     Bargaining in the shadow of precedent: the surprising irrelevance of asymmetric stakes

    We develop a model of bargaining and litigation in the context of patent licensing (or any contractual setting). Following Priest and Klein (1984) we developed a model that explicitly allows for (1) multiple parties (leading to asymmetry of stakes), (2) binding precedent, and (3) pre-dispute bargaining done in the “shadow” of precedent-setting courts. The pre-dispute bargaining creates an endogenous opportunity cost of litigation for both plaintiff and defendant; i.e., the harm is endogenous. We show that the effects of asymmetric stakes on the litigation rate and plaintiff win rate are offset by opportunity costs (forgone licensing). That is, the degree of asymmetry does not appear to substantially impact the rate of litigation or the observed win rate of plaintiffs at trial. This result is in stark contrast to the previous theoretical literature, and has implications for interpreting the empirical literature.
