    Some Thoughts on National Ocean Policy: The Critical Issue

    The question of whether or not the United States has an operative, deliberate national ocean policy is generating increasing concern among statesmen, scholars, and others concerned with out future role in the uses of ocean space. In short, does this nation conduct its ocean affairs with the same planning and deliberation as its foreign affairs? While many believe this nation has a perfectly adequate national ocean policy, it is the basic proposition of this Article, that, in fact, this is not the case and what passes for national ocean policy is actually a rather uncoordinated grouping of special interests competing for finite resources and policy support, often at the expense of each other. It is a further proposition of this Article that in order for the United States to proceed in a logical and open-ended manner toward full uses of ocean space, it will be necessary for some continuing framework of national ocean policy to be established at the highest levels of Government, in both the executive and legislative branches

    Investigating the Relationship Between Student Engagement and Transition

    Failure to establish meaningful and effective transition for undergraduates can lead to academic underachievement. Student engagement represents a key component of student success. This study sought to investigate the impact of a bespoke transition programme featuring a wide range of innovative, student-centred activities on enhancing students’ engagement with educationally effective practices through examining student relations with others, learning and the discipline. For the study 104 undergraduates on a Sport Development course at a British university undertook a five-week transition programme. Data were collected via weekly questionnaires and focus groups at the end of weeks 1, 3 and 5. The investigation revealed that transition programmes require a high-intensity, novel and varied timetable supported by a student-centred staff team. Effective transition programmes can enhance students’ engagement with educationally effective practices. Future research should investigate the longer-term impact of such programmes

    WTEC panel report on research submersibles and undersea technologies

    This report covers research submersibles and related subsea technologies in Finland, France, Russia, Ukraine and the United Kingdom. Manned, teleoperated, and autonomous submersibles were of interest. The panel found that, in contrast to the United States, Europe is making substantial progress in cooperative and coordinated research in subsea technology, including the development of standards. France is a leader in autonomous vehicle technology. Because much less was known a priori about the technologies in Russia and Ukraine, there were more new findings in those countries than in those Western European nations visited. However, Russia and Ukraine have a sizeable (and currently underutilized) infrastructure in this field, including a highly educated and experienced manpower pool, impressive (in some cases unique) facilities for physical testing, extensive fleets of seagoing research vessels capable of long voyages, and state-of-the-art facilities for conducting oceanographic investigations. The panel visited newly-formed commercial companies associated with long-standing submersible R&D and production centers in Russia and Ukraine. So far, these new efforts are undercapitalized, and as such represent opportunities at very low cost for Western nations, as detailed in the site reports

    The all sky surveys done by the Palomar Observatory Schmidt, the European Southern Observatory Schmidt, and the United Kingdom Schmidt, the InfraRed Astronomical Satellite and the 2 Micron All Sky Survey have proven to be extremely useful tools for astronomy with value that lasts for decades. The Wide-field Infrared Survey Explorer is mapping the whole sky following its launch on 14 December 2009. WISE began surveying the sky on 14 Jan 2010 and completed its first full coverage of the sky on July 17. The survey will continue to cover the sky a second time until the cryogen is exhausted (anticipated in November 2010). WISE is achieving 5 sigma point source sensitivities better than 0.08, 0.11, 1 and 6 mJy in unconfused regions on the ecliptic in bands centered at wavelengths of 3.4, 4.6, 12 and 22 microns. Sensitivity improves toward the ecliptic poles due to denser coverage and lower zodiacal background. The angular resolution is 6.1, 6.4, 6.5 and 12.0 arc-seconds at 3.4, 4.6, 12 and 22 microns, and the astrometric precision for high SNR sources is better than 0.15 arc-seconds.Comment: 22 pages with 19 included figures.     Gendered Discourse in the Political Behavior of Adolescents

    The roots of adult civic and political participation originate in pre-adult experiences (Verba et al. 1995) and high school extracurricular activities offer students opportunities to develop interpersonal and leadership skills. In this research, we ask whether adolescents also learn gendered norms of political discourse through extracurricular activities. This project assessed gender differences in participation at the 1999 Model United Nations of the Southwest (MUNSW) at the University of Oklahoma. Important differences in participation were observed in the number and character of speaking turns taken by male and female delegates. We find that contextual factors, such as the sex of the committee chair, the issue areas addressed by the committee, and the timing of the session in the conference significantly influence who participates in the discourse, but the percentage of female participants surprisingly does not.     The STIS Parallel Survey: Introduction and First Results

    The installation of the Space Telescope Imaging Spectrograph (STIS) on the Hubble Space Telescope (HST) allows for the first time two-dimensional optical and ultraviolet slitless spectroscopy of faint objects from space. The STIS Parallel Survey (SPS) routinely obtains broad band images and slitless spectra of random fields in parallel with HST observations using other instruments. The SPS is designed to study a wide variety of astrophysical phenomena, including the rate of star formation in galaxies at intermediate to high redshift through the detection of emission-line galaxies.
