    The profit-driven action sport industry working within the not-for-profit Australian sport system : the case of freestyle BMX Australia and the Australian sports commission

    When not-for-profit organisations and for-profit organisations are forced to work together, conflict can arise. This paper explores the tensions that have resulted in the Australian sport setting when the Australian Sport Commission (ASC), with its emphasis predominantly directed at not for profit sport, sought to embrace the traditionally for profit sport of Freestyle BMX into the mainstream sport system. This case study traces the development and implementation of the ASC\u27s Street Active program through Freestyle BMX. It was found that Freestyle BMX experienced mission drift and did not provide a product or service relevant to its consumers by adhering to the guidelines required by the ASC. Further, in the development of the program, the ASC did not expect the rivalry between suppliers in the free market action sport industry when it engaged three management groups to deliver the Street Active program. As a result the action sport industry is further fragmented into for-profit agencies, and farther removed from the Australia\u27s federal governing agency, the ASC.<br /

    PC-CUBE: A Personal Computer Based Hypercube

    PC-CUBE is an ensemble of IBM PCs or close compatibles connected in the hypercube topology with ordinary computer cables. Communication occurs at the rate of 115.2 K-band via the RS-232 serial links. Available for PC-CUBE is the Crystalline Operating System III (CrOS III), Mercury Operating System, CUBIX and PLOTIX which are parallel I/O and graphics libraries. A CrOS performance monitor was developed to facilitate the measurement of communication and computation time of a program and their effects on performance. Also available are CXLISP, a parallel version of the XLISP interpreter; GRAFIX, some graphics routines for the EGA and CGA; and a general execution profiler for determining execution time spent by program subroutines. PC-CUBE provides a programming environment similar to all hypercube systems running CrOS III, Mercury and CUBIX. In addition, every node (personal computer) has its own graphics display monitor and storage devices. These allow data to be displayed or stored at every processor, which has much instructional value and enables easier debugging of applications. Some application programs which are taken from the book Solving Problems on Concurrent Processors (Fox 88) were implemented with graphics enhancement on PC-CUBE.     Prevention Program Sustainability and Associated Determinants: A Literature Review, Version 1.0

    The Department of Homeland Security (DHS) has made millions of dollars available through the Targeted Violence and Terrorism Prevention (TVTP) Grant Program to help communities across the United States develop capabilities to combat terrorism and targeted violence. Given this investment, a key objective is ensuring the long-term impact of these programs, which depends on their sustainment beyond the initial grant. Thus, the purpose of this report is to review the relevant literature on program sustainability and discuss implications for the TVTP Grant Program. We began the review by exploring definitions of sustainability as well as similar social programming concepts, such as adaptation, scalability, and impact. Our review found no consensus definition for prevention program sustainability, suggesting the TVTP Grant Program should develop a bespoke definition guided by strategic program priorities and incorporating other social programming concepts as needed. We then examined the determinants, or factors related positively to long-term programmatic success, of sustainability. All determinants relate to capacity building at two levels: 1. Organizational (Internal). Internal organizational capacity is impacted by (a) internal stakeholder buy-in and engagement, (b) adequacy of personnel resources, particularly in terms of expertise, (c) the presence of ongoing evaluation activities to support adaptations, and (d) support from the funding agency. 2. Community (External). External community capacity is impacted by (a) external stakeholder buy-in and continued engagement beyond the initial award, and (b) the fit between the program offerings and community needs

    Thermal disc emission from a rotating black hole: X-ray polarization signatures

    Thermal emission from the accretion disc around a black hole can be polarized, due to Thomson scattering in a disc atmosphere. In Newtonian space, the polarization angle must be either parallel or perpendicular to the projection of the disc axis on the sky. As first pointed out by Stark and Connors in 1977, General Relativity effects strongly modify the polarization properties of the thermal radiation as observed at infinity. Among these effects, the rotation of the polarization angle with energy is particularly useful as a diagnostic tool. In this paper, we extend the Stark and Connors calculations by including the spectral hardening factor, several values of the optical depth of the scattering atmosphere and rendering the results to the expected performances of planned X-ray polarimeters. In particular, to assess the perspectives for the next generation of X-ray polarimeters, we consider the expected sensitivity of the detectors onboard the planned POLARIX and IXO missions. We assume the two cases of a Schwarzschild and an extreme Kerr black hole with a standard thin disc and a scattering atmosphere. We compute the expected polarization degree and the angle as functions of the energy as they could be measured for different inclinations of the observer, optical thickness of the atmosphere and different values of the black hole spin. We assume the thermal emission dominates the X-ray band. Using the flux level of the microquasar GRS 1915+105 in the thermal state, we calculate the observed polarization.Comment: 8 pages, 7 figures, accepted by MNRA
