    Evaluating energy efficiency in building control regulations in local authorities in South Africa

    More than one-third of energy is used in buildings worldwide, accounting for about 15 percent of global greenhouse gas emissions. In cities, buildings can account for up to 80 percent of CO2 emissions. The built environment is therefore a critical part of the climate change problem and conversely, a solution. Additionally, most existing buildings were not designed for energy efficiency. In South Africa, buildings account for 27% of electricity use and 12% of the final energy use. Improving the energy efficiency of buildings is very important to reducing greenhouse gas emissions, lowering energy costs and ensuring energy security. The South African developmental Local Government paradigm makes local authorities the focal points of implementing the various regulations, standards and codes for energy efficiency in buildings set by the national and provincial governments. The Local authorities are mandated by statute to make by-laws to supplement the national building regulations for the effective operation of the building control function. The use of Energy Efficiency regulations is a very effective strategy of achieving energy consumption reduction in buildings. Four generations of energy efficiency codes and standards for buildings in the US have produced estimated energy efficiency improvements of about 60% over 30 years. The Energy Efficiency Strategy of South Africa calls for a mandatory regulatory regime, integrated into the National Building Regulations so that local authorities can implement it through their building control regulations. This research evaluated energy efficiency measures implemented through the building control regulations in the key metropolises of greater Johannesburg. Significantly, it investigated the formulation and implementation of Energy Efficiency Building Standards/Codes through the building control regulations to achieve energy efficiency in building developments under municipal jurisdictions. The study is based on a mixed methods research approach consisting of documentary review, structured questionnaires and semi-structured field interviews. The analysis was based on the key themes of investigation; the importance and awareness of energy efficiency measures in buildings, implementable energy efficiency measures through the building control regulations and the integration of energy efficiency building standards/codes in the National Building Regulations. The key finding is that the lack of a definitive legal requirement of energy efficiency measures in the national building regulations impedes the formulation and implementation of an effective energy efficiency programme through the building control mechanisms in local authorities. The main recommendation is that the proposed energy efficiency building standards/codes should be operationalized as soon as possible to provide a legal framework for the energy efficiency programmes in buildings through the building control processes, provide a foundation for the development of market transformation measures which complement the regulations and set the stage for the implementation of next generation energy efficiency measures like Zero energy buildings

    The Effect of Rehabilitation on Nutritional Status of Alcohol Dependent Males in Nairobi, Kenya

    Background: Habitual alcohol consumption leads to alcohol dependency which is associated with significant nutritional, medical, economical, and social risks. This has become a major public health issue globally both in developed and developing countries. The main objective of the study was to determine the effect of rehabilitation on nutritional status of alcohol dependent males in Nairobi Place and Mathari hospital in Nairobi, Kenya. Methodology: This was an experimental (Pre-post) study design of 57 rehabilitated alcohol dependent males recruited for the study within one week of admission and re-assessed after four weeks. Semi-structured interviewer administered questionnaire was used to collect data on social-demographic characteristics. A food frequency questionnaire was used to collect information on food consumed. Chi-square test of association, T-test and multivariate logistic regression were employed in the analysis. All the analysis was done using SPSS V.16.0 for windows and results were considered significant at 5% ?- level. Results: The proportion of under-nutrition before and after rehabilitation at Nairobi place was 10% and 5% respectively (?2=0.604, p=0.865). Mathari had 16.2% and 8.1% underweight before and after rehabilitation respectively (?2=1.349, p=0.592). In the first encounter Nairobi place and Mathari hospital, nutrient inadequacies were high in vitamin C at 80% and 61.9%; zinc at 67.4% and 79.8%; folate at 80% and 49.7% respectively. In the second encounter Nairobi place provided food with adequate nutrients while Mathari hospital food was inadequate in folate, Vitamin A and Vitamin C at probabilities of 100%, 100%, and 93% respectively. Socio-demographic characteristics and diseases were not significantly associated with under nutrition (p>0.05). Conclusion: Alcohol was the cause of under-nutrition in both centers as other factors were not significantly associated with under-nutrition. Rehabilitation play a role in the nutrition status and recovery of alcohol dependent males.     Stochastic simulation of restoration outcomes for a dry afromontane forest landscape in northern Ethiopia.

    Forest and Landscape Restoration (FLR) is carried out with the objective of regaining ecological functions and enhancing human well-being through intervention in degrading ecosystems. However, uncertainties and risks related to FLR make it difficult to predict long-term outcomes and inform investment plans. We applied a Stochastic Impact Evaluation framework (SIE) to simulate returns on investment in the case of FLR interventions in a degraded dry Afromontane forest while accounting for uncertainties. We ran 10,000 iterations of a Monte Carlo simulation that projected FLR outcomes over a period of 25 years. Our simulations show that investments in assisted natural regeneration, enrichment planting, exclosure establishment and soil-water conservation structures all have a greater than 77% chance of positive returns. Sensitivity analysis of these outcomes indicated that the greatest threat to positive cashflows is the time required to achieve the targeted ecological outcomes. Value of Information (VOI) analysis indicated that the biggest priority for further measurement in this case is the maturity age of exclosures at which maximum biomass accumulation is achieved. The SIE framework was effective in providing forecasts of the distribution of outcomes and highlighting critical uncertainties where further measurements can help support decision-making. This approach can be useful for informing the management and planning of similar FLR interventions

    A Review of the Participation of Smallholder Farmers in Land-based Carbon Payment Schemes

    There is renewed interest in the engagement of smallholder farmers in carbon markets. This follows in the wake of commitments by governments and companies to reduce or avoid the release of greenhouse gases. It is well known that soil can store large amounts of carbon, and soil stewardship offers a means to harness this potential. However, issues around permanence and scaling in smallholder farmer systems must be addressed if progress is to be made in this area. In this review, we examine the engagement of smallholder farmers in carbon sequestration payment schemes that promote sustainable land management (SLM). Drawing on a review of documents from carbon payment projects, interviews with key informants, and scientific literature, we highlight approaches for smallholder engagement along the project cycle, identify key barriers to participation, and outline options to enhance farmers’ agency. In assessing a total of ten projects, we observe considerable variation in participation across the projects. Project design tools classified as co-decision tools were common, with 60 % of projects reporting the use of individualised land management plans, 30 % the use of participatory rural appraisals (PRAs) and 10 % participatory mapping. However, few projects featured detailed frameworks for the incorporation of community feedback. The key informant interviews and literature review revealed that low carbon revenues, insecure land tenure, and high transaction costs are the primary barriers to participation, placing disproportionate pressure on marginalised households. Further, designing and implementing rigorous, participatory, and cost-effective monitoring reporting and verification (MRV) methodologies remains a challenge for many project proponents. We also find that flexible contracts can foster broad participation by including details that are attractive to mallholders such as longer terms, local contract providers and low-cost SLM measures. Projects that strengthen community institutions and social capital can stimulate participation among the marginalised, reduce transaction costs, and promote equity as well as smallholder agency. Engagement with communitybased organisations or other civil society actors can facilitate communication between project proponents and farmers, bolster farmers’ bargaining power, and reduce transaction costs during implementation

    Diffusion of Subsidized ACTs in Accredited Drug Shops in Tanzania: Determinants of Stocking and Characteristics of Early and Late Adopters.

    Many households in sub-Saharan Africa utilize the private sector as a primary source of treatment for malaria episodes. Expanding access to effective treatment in private drug shops may help reduce incidence of severe disease and mortality. This research leveraged a longitudinal survey of stocking of subsidized artemisinin combination therapies (ACTs), an effective anti-malarial, in Accredited Drug Dispensing Outlets (ADDOs) in two regions of Tanzania. This provided a unique opportunity to explore shop and market level determinants of product diffusion in a developing country retail market. 356 ADDOs in the Rukwa and Mtwara regions of Tanzania were surveyed at seven points between Feb 2011 and May 2012. Shop level audits were used to measure the availability of subsidized ACTs at each shop. Data on market and shop level factors were collected during the survey and also extracted from GIS layers. Regression and network based methodologies were used. Shops classified as early and late adopters, following Rogers' model of product diffusion, were compared. The Bass model of product diffusion was applied to determine whether shops stocked ACTs out of a need to imitate market competitors or a desire to satisfy customer needs. Following the introduction of a subsidy for ACTs, stocking increased from 12% to nearly 80% over the seven survey rounds. Stocking was influenced by higher numbers of proximal shops and clinics, larger customer traffic and the presence of a licensed pharmacist. Early adopters were characterized by a larger percentage of customers seeking care for malaria, a larger catchment and sourcing from specific wholesalers/suppliers. The Bass model of product diffusion indicated that shops were adopting products in response to competitor behavior, rather than customer demand. Decisions to stock new pharmaceutical products in Tanzanian ADDOs are influenced by a combination of factors related to both market competition and customer demand, but are particularly influenced by the behavior of competing shops. Efforts to expand access to new pharmaceutical products in developing country markets could benefit from initial targeting of high profile shops in competitive markets and wholesale suppliers to encourage faster product diffusion across all drug retailers

    A computer-based medical record system and personal digital assistants to assess and follow patients with respiratory tract infections visiting a rural Kenyan health centre

    BACKGROUND: Clinical research can be facilitated by the use of informatics tools. We used an existing electronic medical record (EMR) system and personal data assistants (PDAs) to assess the characteristics and outcomes of patients with acute respiratory illnesses (ARIs) visiting a Kenyan rural health center. METHODS: We modified the existing EMR to include details on patients with ARIs. The EMR database was then used to identify patients with ARIs who were prospectively followed up by a research assistant who rode a bicycle to patients' homes and entered data into a PDA. RESULTS: A total of 2986 clinic visits for 2009 adult patients with respiratory infections were registered in the database between August 2002 and January 2005; 433 patients were selected for outcome assessments. These patients were followed up in the villages and assessed at 7 and 30 days later. Complete follow-up data were obtained on 381 patients (88%) and merged with data from the enrollment visit's electronic medical records and subsequent health center visits to assess duration of illness and complications. Symptoms improved at 7 and 30 days, but a substantial minority of patients had persistent symptoms. Eleven percent of patients sought additional care for their respiratory infection. CONCLUSION: EMRs and PDA are useful tools for performing prospective clinical research in resource constrained developing countries

    A genome triplication associated with early diversification of the core eudicots

    Background: Although it is agreed that a major polyploidy event, gamma, occurred within the eudicots, the phylogenetic placement of the event remains unclear. Results: To determine when this polyploidization occurred relative to speciation events in angiosperm history, we employed a phylogenomic approach to investigate the timing of gene set duplications located on syntenic gamma blocks. We populated 769 putative gene families with large sets of homologs obtained from public transcriptomes of basal angiosperms, magnoliids, asterids, and more than 91.8 gigabases of new next-generation transcriptome sequences of non-grass monocots and basal eudicots. The overwhelming majority (95%) of well-resolved gamma duplications was placed before the separation of rosids and asterids and after the split of monocots and eudicots, providing strong evidence that the gamma polyploidy event occurred early in eudicot evolution. Further, the majority of gene duplications was placed after the divergence of the Ranunculales and core eudicots, indicating that the gamma appears to be restricted to core eudicots. Molecular dating estimates indicate that the duplication events were intensely concentrated around 117 million years ago. Conclusions: The rapid radiation of core eudicot lineages that gave rise to nearly 75% of angiosperm species appears to have occurred coincidentally or shortly following the gamma triplication event. Reconciliation of gene trees with a species phylogeny can elucidate the timing of major events in genome evolution, even when genome sequences are only available for a subset of species represented in the gene trees. Comprehensive transcriptome datasets are valuable complements to genome sequences for high-resolution phylogenomic analysis

    Persistent anthrax as a major driver of wildlife mortality in a tropical rainforest

    Anthrax is a globally important animal disease and zoonosis. Despite this, our current knowledge of anthrax ecology is largely limited to arid ecosystems, where outbreaks are most commonly reported. Here we show that the dynamics of an anthrax-causing agent, Bacillus cereus biovar anthracis, in a tropical rainforest have severe consequences for local wildlife communities. Using data and samples collected over three decades, we show that rainforest anthrax is a persistent and widespread cause of death for a broad range of mammalian hosts. We predict that this pathogen will accelerate the decline and possibly result in the extirpation of local chimpanzee (Pan troglodytes verus) populations.
