A water vision for Johnstone
The Water Vision is based on ideas from The Netherlands which promote communication with the public on key water related issues in a local authority area. A Water Vision for Johnstone was developed in Renfrewshire, Scotland where serious flooding has occurred in the past and new, predominantly non-structural approaches to surface water management were demanded. The paper outlines the development of a ‘Water Vision for Johnstone’ which became a key outcome of the Interreg III B project ‘Urban Water’.The Water Toets (Assessments) are statutory procedures in the Netherlands which come into play from the concept stage of developments onwards to full implementation. They are undertaken jointly on behalf of the spatial planning authority and the water authorities to evaluate the impact of development on the water network. In contrast, the Water Vision is a less well-defined process to identify community needs and aspirations but in many areas the vision is essential to support the Water Toets. The Water Vision is initiated by planning officers from the municipalities asking very basic questions of their communities about what they required of the water network. It was felt that adopting such a proactive approach where virtually any question about water bodies and drainage infrastructure could be asked, would not be practicable in the UK and it was decided to assemble information about water issues in the area, the agencies involved and potential ways forward, before approaching the public.Johnstone was selected as a test area as it was felt that this locality included many of the water related problems that can be found throughout Renfrewshire. Key water issues were identified and a range of possible solutions provided. Problems, solutions and organisations responsible for different aspects of the water network are described in the document, using images and plans to facilitate the public awareness. Normally the man in the street would not be expected to be as familiar with the nature of water-related problems as the general public in the Netherlands. The Water Vision is yet to go to public consultation as it is currently primarily a planning tool in which council processes are embedded. However, it is planned that workshops including all key stakeholders involved in water management will be held. Those bodies currently responsible for water management will then be encouraged to discuss the various options and opportunities available in a creative and integrated manner. By working together as a team in addressing water related issues it will be possible to develop a vision for the future that better assists the public in moving forward together
A methodology for prospective operational design co-ordination
Engineering companies are continually faced with the challenge of how best to utilise their design team given some design project. Decisions regarding how to distribute the project workload amongst the members of the design team are the responsibility of a project manager who, in order to do this, often relies upon previous experience and/or the support of some planning tool. Furthermore, a project manager rarely has the opportunity to assess the capability of the design team against the current work load in order to determine what, if any, alterations couldbe made to the team to facilitate appropriate reductions in project time and cost.This paper proposes a mathematical-based methodology aimed at identifying shortfalls in design teams, which if remedied would result in a more efficient project in terms of time and cost. The methodology provides a means of identifying those skills within the design team,with respect to the outstanding work load, in which improvements would have the greatest influence on reducing time and cost. In addition, the methodology employs a genetic algorithm for the purpose of scheduling tasks to be undertaken by potential design teams. The methodology is applied to two practical case studies provided by engineering industry.The first case study involves the assessment of a multi-disciplined design team consisting of single-skilled engineers. In contrast, the second case study entails the assessment of multiskilled engineers within a multi-disciplined design team. As a result of applying the methodology to the case studies, potential improvement to the design teams are identified and, subsequently, evaluated by observing their effects
A methodology for design coordination in a distributed computing environment
At the conceptual stage of the design process it is increasingly common that analysis tools are involved in the evaluation of a large number of alternative designs. Designers use such analysis tools to assist with large scale concept evaluations and the prediction of good initial designs. Consequently there exists a need to coordinate these analysis tools to enable the early stage of design to be performed in a timely and efficient manner. This paper describes a generic methodology that allows the management and coordination of design analysis tools. A Computer Aided Design tool, namely the Design Coordination System (DCS), has been developed to assist the designer in performing computational analysis in a distributed computing environment. Within the DCS, a collection of design agents act as members of a multi-functional team operating in a cooperative and coordinated manner in order to satisfy the objective of efficiently performing the design analysis
Efficient process optimization
A computer-based system for modelling and optimizing processes is presented. The Design Structure Matrix (DSM) process representation was used to model the processes due to its compact, generic and easily quantifiable nature. The system is capable of calculating a number of process performance metrics that are focussed towards determining the degree of iteration and concurrency within the process, however, the system is easily extendible to include other process performance measurements. The paper describes the use of a Genetic Algorithm (GA) to optimise the sequence of activities with the focus of reducing the amount of iteration by reducing the number of feedback loops and hence reducing the number of initial guesses that are needed in order to undertake highly dependent tasks. Previous investigations have attempted to define a generic structure for combinatorial optimisation using GAs [Todd, D. (1997). Multiple Criteria Genetic Algorithms in Engineering Design and Operation, Ph.D. Thesis, Engineering Design Centre, University of Newcastle upon Tyne, UK.],however this paper demonstrates that the structure of the GA is intrinsically tied to the domain. The focus of this paper was an investigation to determine the most efficient and timely structure for the GA with respect to process optimisation. Additional criteria are included within the system and it is has been demonstrated that the structure is applicable for these criteria. It is therefore assumed that if the criteria are dependent upon the matrix representation, in particular, the sequence of the activities and dependencies, then the GA structure will remain applicable. This assumption was demonstrated to be correct when the DSM and GA were used with the same GA structure to optimise component modularity using different optimisation criteria [Whitfield R.I., Smith J.S. and Duffy A.H.B. The results indicated that the independent position based crossover and shift mutation operators with 60 and 20% probabilities respectively was the most successful structure for the GA. A relationship between the number of activities and the number of evaluations was determined and may be used to eliminate unnecessary computation in future investigations
A flight investigation of simulated data-link communications during single-pilot IFR flight. Volume 2: Flight evaluations
Key problems in single pilot instrument flight operations are in the management of flight data and the processing of cockpit information during conditions of heavy workload. A flight data console was developed to allow simulation of a digital data link to replace the current voice communications stem used in air traffic control. This is a human factors evaluation of a data link communications system to determine how such a system might reduce cockpit workload, improve flight proficiency, and be accepted by general aviation pilots. The need for a voice channel as backup to a digital link is examined. The evaluations cover both airport terminal area operations and full mission instrument flight. Results show that general aviation pilots operate well with a digital data link communications system. The findings indicate that a data link system for pilot/ATC communications, with a backup voice channel, is well accepted by general aviation pilots and is considered to be safer, more efficient, and result in less workload than the current voice system

A Flight Data Console (FDC) was developed to allow simulation of a digital communications link to replace the current voice communication system used in air traffic control (ATC). The voice system requires manipulation of radio equipment, read-back of clearances, and mental storage of critical information items, all contributing to high workload, particularly during single-pilot operations. This was an inflight study to determine how a digital communications system might reduce cockpit workload, improve flight proficiency, and be accepted by general aviation pilots. Results show that instrument flight, including approach and landing, can be accomplished quite effectively using a digital data link system for ATC communications. All pilots expressed a need for a back-up voice channel. When included, this channel was used sparingly and principally to confirm any item of information about which there might be uncertainty

Real-time co-ordinated scheduling using a genetic algorithm
Real-time co-ordination is an emerging approach to operational engineering management aimed at being more comprehensive and widely applicable than existing approaches. Schedule management is a key characteristic of operational co-ordination related to managing the planning and dynamic assignment of tasks to resources, and the enactment of the resulting schedules, throughout a changeable process. This paper presents the application of an agent-oriented system, called the Design Co-ordination System, to an industrial case study in order to demonstrate the appropriate use of a genetic algorithm for the purpose of real-time scheduling. The application demonstrates that real-time co-ordinated scheduling can provide significant reductions in time to complete the computational design process
REGIONAL COTTON ACREAGE RESPONSE
An econometric model of cotton acreage response was estimated for four distinct production regions in the United States. This work builds on previous work in the area of supply response under government farm programs and provides up-to-date regionalized estimates of own-price elasticity of cotton acreage supply. The own-price variable used in this study is a weighted combination of expected market price and government policy variables. Results indicate regional similarity in response to own price but differences with respect to the prices of alternative enterprises. Obesity, BMI, and Diet Quality: How does the South Measure Up?
This paper examines regional differences in obesity rates, Body Mass Index (BMI) and dietary quality, using data from the 1999-2002 National Health and Nutrition Examination Survey (NHANES), Mobile Examination Center (MEC). For women, BMI and obesity prevalence may be higher in the Deep South states, but the difference is explained by demographic characteristics.
