Magnetic and Transport Properties of Fe-Ag granular multilayers
Results of magnetization, magnetotransport and Mossbauer spectroscopy
measurements of sequentially evaporated Fe-Ag granular composites are
presented. The strong magnetic scattering of the conduction electrons is
reflected in the sublinear temperature dependence of the resistance and in the
large negative magnetoresistance. The simultaneous analysis of the magnetic
properties and the transport behavior suggests a bimodal grain size
distribution. A detailed quantitative description of the unusual features
observed in the transport properties is given
Magnetopause current as seen by Cluster
The four-spacecraft, magnetic field measurements on Cluster can be combined to produce an accurate determination of the electric current in the magnetopause boundary during stable magnetopause crossings. For events that are planar on the scale of the spacecraft configuration, the thickness of the current layer can be accurately estimated from its magnetic profile at each spacecraft and the corresponding boundary crossing times. The latter, give a determination of boundary motion relative to the Cluster array. We use the estimates of all these properties, for a range of spacecraft separation distances, to show, firstly, that the estimate of electric current density is representative even when the spatial scale of the configuration of Cluster spacecraft approaches the thickness of the current layer. Secondly, we show that the estimated current lies in the plane of the boundary and demonstrate this for crossings occurring during large-scale ripples on the magnetopause. Thirdly, we show that the magnitude of the current is accurately represented, averaged over the extent of the current layer, by comparing to the change in the boundary-parallel magnetic field component divided by the estimated current layer thickness. We demonstrate this last point using a range of crossings each having a different thickness and crossing speed, different changes in the magnetic field component and different current densities
Wavelet analysis of magnetic turbulence in the Earth's plasma sheet
Recent studies provide evidence for the multi-scale nature of magnetic
turbulence in the plasma sheet. Wavelet methods represent modern time series
analysis techniques suitable for the description of statistical characteristics
of multi-scale turbulence. Cluster FGM (fluxgate magnetometer) magnetic field
high-resolution (~67 Hz) measurements are studied during an interval in which
the spacecraft are in the plasma sheet. As Cluster passes through different
plasma regions, physical processes exhibit non-steady properties on
magnetohydrodynamic (MHD) and small, possibly kinetic scales. As a consequence,
the implementation of wavelet-based techniques becomes complicated due to the
statistically transitory properties of magnetic fluctuations and finite size
effects. Using a supervised multi-scale technique which allows existence test
of moments, the robustness of higher-order statistics is investigated. On this
basis the properties of magnetic turbulence are investigated for changing
thickness of the plasma sheet.Comment: 17 pages, 5 figure
Proposal for a United Nations Basic Space Technology Initiative
The United Nations Programme on Space Applications, implemented by the United
Nations Office for Outer Space Affairs, promotes the benefits of space-based
solutions for sustainable economic and social development. The Programme
assists Member States of the United Nations to establish indigenous capacities
for the use of space technology and its applications. In the past the Programme
has primarily been focusing on the use of space applications and on basic space
science activities. However, in recent years there has been a strong interest
in a growing number of space-using countries to build space technology
capacities, for example, the ability to develop and operate small satellites.
In reaction to this development, the United Nations in cooperation with the
International Academy of Astronautics has been organizing annual workshops on
small satellites in the service of developing countries. Space technology
related issues have also been addressed as part of various other activities of
the Programme on Space Applications. Building on these experiences, the Office
for Outer Space Affairs is now considering the launch of a new initiative,
preliminarily titled the United Nations Basic Space Technology Initiative
(UNBSTI), to promote basic space technology development. The initiative would
be implemented in the framework of the Programme on Space Applications and its
aim would be to help building sustainable capacities for basic space technology
education and development, thereby advancing the operational use of space

First Cluster results of the magnetic field structure of the mid- and high-altitude cusps
International audienceMagnetic field measurements from the four Cluster spacecraft from the mid- and high-altitude cusp are presented. Cluster underwent two encounters with the mid-altitude cusp during its commissioning phase (24 August 2000). Evidence for field-aligned currents (FACs) was seen in the data from all three operating spacecraft from northern and southern cusps. The extent of the FACs was of the order of 1 RE in the X-direction, and at least 300 km in the Y-direction. However, fine-scale field structures with scales of the order of the spacecraft separation (300 km) were observed within the FACs. In the northern crossing, two of the spacecraft appeared to lie along the same magnetic field line, and observed very well matched signals. However, the third spacecraft showed evidence for structuring transverse to the field on scales of a few hundred km. A crossing of the high-altitude cusp from 13 February 2001 is presented. It is revealed to be a highly dynamic structure with the boundaries moving with velocities ranging from a few km/s to tens of km/s, and having structure on timescales ranging from less than one minute up to several minutes. The cusp proper is associated with the presence of a very disordered magnetic field, which is entirely different from the magnetosheath turbulence

A Robust AFPTAS for Online Bin Packing with Polynomial Migration
In this paper we develop general LP and ILP techniques to find an approximate
solution with improved objective value close to an existing solution. The task
of improving an approximate solution is closely related to a classical theorem
of Cook et al. in the sensitivity analysis for LPs and ILPs. This result is
often applied in designing robust algorithms for online problems. We apply our
new techniques to the online bin packing problem, where it is allowed to
reassign a certain number of items, measured by the migration factor. The
migration factor is defined by the total size of reassigned items divided by
the size of the arriving item. We obtain a robust asymptotic fully polynomial
time approximation scheme (AFPTAS) for the online bin packing problem with
migration factor bounded by a polynomial in . This answers
an open question stated by Epstein and Levin in the affirmative. As a byproduct
we prove an approximate variant of the sensitivity theorem by Cook at el. for
linear programs
