    WTO accession, the changing competitiveness of foreign-financed firms and regional development in Guangdong of southern China

    This paper investigates the changing competitiveness of foreign-financed manufacturing firms and its implications for regional development in Guangdong province of southern China in the run-up to World Trade Organization (WTO) accession. It is argued that transnational corporations (TNCs) and some competitive, large-scale, locally-funded firms in Guangdong will triumph after WTO accession. The crowding-out process of small and medium sized enterprises (SMEs) in Guangdong will be accelerated in the near future, as they are competing directly with TNCs, and as their competitive advantages are diminishing, due to bureaucratic red tape and the rigorous enforcement of new government policies. Due to close business linkages with local privately-funded firms, the competitiveness and vitality of foreign-financed enterprises will have profound long term effects on the economic development of Guangdong, before and after WTO accession

    Lattice fence and hedge barriers around an apiary increase honey bee flight height and decrease stings to people nearby

    Urban beekeeping is becoming more popular in the UK. One of the challenges faced by urban beekeepers is finding a suitable apiary location. Honey bees are often perceived as a nuisance, mainly due to their stinging behaviour. Here, we experimentally test the assumption that barriers around an apiary such as walls or fences, force the bees to fly above human height, thereby reducing collisions with people and, consequently, stinging. The experiment was conducted in two apiaries using two common types of barrier: a lattice fence (trellis) and hedge. Barriers were 2 m high, which is taller than > 99% of humans and is also the maximum height allowed by UK planning regulations for garden fences or walls. We found that barriers were effective at both raising the mean honey bee flight height and reducing stinging. However, the effects were only seen when the barrier had been in place for a few days, not immediately after the barrier was put in place. Although this raises interesting questions regarding honey bee navigation and memory, it is not a problem for beekeepers, as any barrier placed around an apiary will be permanent. The effect of the barriers on raising bee flight height to a mean of c. 2.2-2.5 m was somewhat weak and inconsistent, probably because the bees flew high, mean of c. 1.6-2.0 m, even in the absence of a barrier. As barriers can also reduce wind exposure, improve security and are inexpensive, we recommend their use around urban apiaries in places such as private gardens or allotments, where nuisance to humans is likely to be a problem

    Mathematical structure of unit systems

    We investigate the mathematical structure of unit systems and the relations between them. Looking over the entire set of unit systems, we can find a mathematical structure that is called preorder (or quasi-order). For some pair of unit systems, there exists a relation of preorder such that one unit system is transferable to the other unit system. The transfer (or conversion) is possible only when all of the quantities distinguishable in the latter system are always distinguishable in the former system. By utilizing this structure, we can systematically compare the representations in different unit systems. Especially, the equivalence class of unit systems (EUS) plays an important role because the representations of physical quantities and equations are of the same form in unit systems belonging to an EUS. The dimension of quantities is uniquely defined in each EUS. The EUS's form a partially ordered set. Using these mathematical structures, unit systems and EUS's are systematically classified and organized as a hierarchical tree.Comment: 27 pages, 3 figure

    Developing Intensity-Duration-Frequency (IDF) Curves From Satellite-Based Precipitation: Methodology and Evaluation

    Given the continuous advancement in the retrieval of precipitation from satellites, it is important to develop methods that incorporate satellite-based precipitation data sets in the design and planning of infrastructure. This is because in many regions around the world, in situ rainfall observations are sparse and have insufficient record length. A handful of studies examined the use of satellite-based precipitation to develop intensity-duration-frequency (IDF) curves; however, they have mostly focused on small spatial domains and relied on combining satellite-based with ground-based precipitation data sets. In this study, we explore this issue by providing a methodological framework with the potential to be applied in ungauged regions. This framework is based on accounting for the characteristics of satellite-based precipitation products, namely, adjustment of bias and transformation of areal to point rainfall. The latter method is based on previous studies on the reverse transformation (point to areal) commonly used to obtain catchment-scale IDF curves. The paper proceeds by applying this framework to develop IDF curves over the contiguous United States (CONUS); the data set used is Precipitation Estimation from Remotely Sensed Information Using Artificial Neural Networks – Climate Data Record (PERSIANN-CDR). IDFs are then evaluated against National Oceanic and Atmospheric Administration (NOAA) Atlas 14 to provide a quantitative estimate of their accuracy. Results show that median errors are in the range of (17–22%), (6–12%), and (3–8%) for one-day, two-day and three-day IDFs, respectively, and return periods in the range (2–100) years. Furthermore, a considerable percentage of satellite-based IDFs lie within the confidence interval of NOAA Atlas 14

    Isolated and non-isolated dwarfs in terms of modified Newtonian dynamics

    Within the framework of modified Newtonian dynamics (MOND) we investigate the kinematics of two dwarf spiral galaxies belonging to very different environments, namely KK 246 in the Local Void and Holmberg II in the M81 group. A mass model of the rotation curve of KK 246 is presented for the first time, and we show that its observed kinematics are consistent with MOND. We re-derive the outer rotation curve of Holmberg II, by modelling its HI data cube, and find that its inclination should be closer to face-on than previously derived. This implies that Holmberg II has a higher rotation velocity in its outer parts, which, although not very precisely constrained, is consistent with the MOND prediction.Comment: Accepted in A&A as a Research Note. 6 pages, 3 figure

    This document is an environmental assessment (EA) of the proposal to raise the normal water surface elevation from 5517.8 feet above mean sea level (msl) to 5520.5 msl for Steinaker Reservoir in Uintah County, Utah. The Uintah Water Conservancy District (UWCD) has requested Bureau of Reclamation (Reclamation) authorization for this action. The Steinaker State Park, managed by the Utah Division of Parks and Recreation, maintains several campgrounds, an entrance station and other associated buildings and associated infrastructure. Modifications or relocations of some of these facilities would be needed in conjunction with an increase in the reservoir’s normal water surface elevation

    This document is an environmental assessment (EA) of the proposal to modify A.V. Watkins Dam under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose or benefits of the dam. Specifically, the embankment and foundation of the dam need to be repaired. The repairs are needed to restore the reservoir to full function and to incorporate state-of-the-art defensive measures of controlling seepage within the foundation and embankment. On November 13, 2006, emergency remedial actions were taken at A.V. Watkins Dam when it was discovered that a foundation seepage erosion failure mode was in progress. There was a high probability of failure of the dam which could have resulted in the uncontrolled release of the reservoir and which could have resulted in loss of life. It is now critical to the Weber Basin Project (Project) that A.V. Watkins Dam be permanently repaired to allow the reservoir to fill to full capacity and restore Project benefits

    We briefly describe the SAURON project, aimed at determining the intrinsic shape and internal dynamics of spheroids. We focus here on the ability of SAURON to identify gaseous and stellar disks and to measure their morphology and kinematics.
