    Motivations and barriers of Vietnamese students towards distance education

    This paper aims to investigate the motivations and barriers of Vietnamese students towards the distance education. Quantitative strategy was exploited to conduct this research. The sample of 250 students who following the distance education programs in Ho Chi Minh City was selected. The results show that four motivation factors and six barrier factors were found. The motivations include: perceived benefits, amotivation, no pressure, and follow regulations. The barriers are: lack of time and family supports for study; lack of academic skills; lack of communications with the college/ school; Lack of Financial resources; technological problems and low Social interaction. In addition, research also proved that Perceived benefits and no pressure have positive impact on Intention of distance learning while lacking of academic skills has negative influence on the intention of distance learning

    Overview of the VLSP 2022 -- Abmusu Shared Task: A Data Challenge for Vietnamese Abstractive Multi-document Summarization

    This paper reports the overview of the VLSP 2022 - Vietnamese abstractive multi-document summarization (Abmusu) shared task for Vietnamese News. This task is hosted at the 9th^{th} annual workshop on Vietnamese Language and Speech Processing (VLSP 2022). The goal of Abmusu shared task is to develop summarization systems that could create abstractive summaries automatically for a set of documents on a topic. The model input is multiple news documents on the same topic, and the corresponding output is a related abstractive summary. In the scope of Abmusu shared task, we only focus on Vietnamese news summarization and build a human-annotated dataset of 1,839 documents in 600 clusters, collected from Vietnamese news in 8 categories. Participated models are evaluated and ranked in terms of \texttt{ROUGE2-F1} score, the most typical evaluation metric for document summarization problem.Comment: VLSP 202

    Development of a PC Program for Multivariate Statistical Analysis

    This report introduces a new computer program, having been developed initially at the Nuclear Research Institute at Dalat, for the multivariate data analysis techniques. In this preliminary version of the program, the size of a given data set to be analyzed is up to 50 variables and thousand observations, and can be used to perform some of the multivariate data analysis techniques such as principle component analysis, cluster analysis and data standardization. In comparison with other statistical analysis software, the same results are highly reproduced with MSAP

    Sieve-based coreference resolution enhances semi-supervised learning model for chemical-induced disease relation extraction.

    The BioCreative V chemical-disease relation (CDR) track was proposed to accelerate the progress of text mining in facilitating integrative understanding of chemicals, diseases and their relations. In this article, we describe an extension of our system (namely UET-CAM) that participated in the BioCreative V CDR. The original UET-CAM system's performance was ranked fourth among 18 participating systems by the BioCreative CDR track committee. In the Disease Named Entity Recognition and Normalization (DNER) phase, our system employed joint inference (decoding) with a perceptron-based named entity recognizer (NER) and a back-off model with Semantic Supervised Indexing and Skip-gram for named entity normalization. In the chemical-induced disease (CID) relation extraction phase, we proposed a pipeline that includes a coreference resolution module and a Support Vector Machine relation extraction model. The former module utilized a multi-pass sieve to extend entity recall. In this article, the UET-CAM system was improved by adding a 'silver' CID corpus to train the prediction model. This silver standard corpus of more than 50 thousand sentences was automatically built based on the Comparative Toxicogenomics Database (CTD) database. We evaluated our method on the CDR test set. Results showed that our system could reach the state of the art performance with F1 of 82.44 for the DNER task and 58.90 for the CID task.     An investment plan for low-emission rice production in the Mekong River Delta region in support of Vietnam's Nationally Determined Contribution to the Paris Agreement

    Rice production is integral to agriculture and food security in Vietnam, but it also contributes greenhouse gas emissions. In 2010, paddy rice production emitted 44.61 million tons carbon dioxide equivalents (MtCO2e), 18% of total national GHG emissions. A variety of options to mitigate GHG emissions from paddy rice show promise and will contribute to implementing Vietnam’s Nationally Determined Contribution (NDC) and green growth strategies. One of the most promising options is alternate wetting and drying (AWD), a technique in which fields are allowed to dry out to a certain point before irrigation instances. This paper focuses on the Mekong River Delta region, which produces more than 50% of total rice production and 95% of rice exported from Vietnam. This study employs a literature review, a study of promising GHG mitigation options, and an analysis of cost and benefits of AWD to develop an investment plan for AWD in the Mekong River Delta. In our field survey, we found AWD contributed to increasing farmers’ net incomes primarily by decreasing production costs. The study proposes an investment plan with four outputs and 15 investment activities with a goal of practicing AWD on 900,000 hectares in the Mekong River Delta and mitigating 10.97 M.tCO2e. A co-benefit is additional net income for farmers of 8,540 billion VND (USD 371.36 million) per year compared to conventional rice cultivation. The budget is USD 721.78 million (81.32% for hard infrastructure, 18.19% for MRV operation, research, performance and planning), of which 36.9% is provided by the state, 29.92% from local provinces, 21.77% from international support and 11.42% from the private sector. Mobilization of financial resources from public and private sectors and the integration into government plans and programs are recommended

    Trends in, projections of, and inequalities in reproductive, maternal, newborn and child health service coverage in Vietnam 2000-2030: A Bayesian analysis at national and sub-national levels

    Background: To assess the reproductive, maternal, newborn and child health (RMNCH) service coverage in Vietnam with trends in 2000-2014, projections and probability of achieving targets in 2030 at national and sub-national levels; and to analyze the socioeconomic, regional and urban-rural inequalities in RMNCH service indicators. Methods: We used national population-based datasets of 44,624 households in Vietnam from 2000 to 2014. We applied Bayesian regression models to estimate the trends in and projections of RMNCH indicators and the probabilities of achieving the 2030 targets. Using the relative index, slope index, and concentration index of inequality, we examined the patterns and trends in RMNCH coverage inequality. Findings: We projected that 9 out of 17 health service indicators (53%) would likely achieve the 2030 targets at the national level, including at least one and four ANC visits, BCG immunization, access to improved water and adequate sanitation, institutional delivery, skilled birth attendance, care-seeking for pneumonia, and ARI treatment. We observed very low coverages and zero chance of achieving the 2030 targets at national and sub-national levels in early initiation and exclusive breastfeeding, family planning needs satisfied, and oral rehydration therapy. The most deprived households living in rural areas and the Northwest, Northeast, North Central, Central Highlands, and Mekong River Delta regions would not reach the 80% immunization coverage of DPT3, Polio3, Measles and full immunization. We found socioeconomic, regional, and urban-rural inequalities in all RMNCH indicators in 2014 and no change in inequalities over 15 years in the lowest-coverage indicators. Interpretation: Vietnam has made substantial progress toward UHC. By improving the government\u27s health system reform efforts, re-allocating resources focusing on people in the most impoverished rural regions, and restructuring and enhancing current health programs, Vietnam can achieve the UHC targets and other health-related SDGs

    Does disability increase the risk of poverty ‘in all its forms’? Comparing monetary and multidimensional poverty in Vietnam and Nepal

    To meet the Sustainable Development Goals target of ending poverty “in all its forms”, it is critical to monitor progress towards poverty alleviation, including amongst people with disabilities. This research used data from a population-based nested case control studies (n=667) and compares monetary and multidimensional poverty levels amongst people with and without disabilities in the districts of Cam Le, Vietnam and Tanahun, Nepal. Overall, there were no significant differences in incidence of monetary poverty between people with and without disabilities. However, approximately half of people with disabilities were multidimensionally poor in both settings, twice as frequent as compared to people without disabilities. Amongst people with disabilities, multidimensional poverty was associated with having a functional limitation affecting cognition and self-care, disability severity and younger age. The high incidence of multidimensional poverty amongst people with disabilities even in the absence of monetary poverty indicates a need for social protection and other interventions
