    Tendencias del complejo jurídico-penal en relación a la consolidación legislativa de la categoría de contraversión

    The study aims to consider scientific opinions on the feasibility and effectiveness of introducing the misdemeanor category into the Russian criminal-legal complex and conduct a comparative legal analysis within the framework of foreign legislation and a historical retrospective. The authors use the comparative-legal, historical-legal, and statistical methods, as well as the method of systemic analysis. The article studies the issues relevant to criminal and criminal procedure law and related to the legislative consolidation of misdemeanors. Over the past few decades, the main vector of developing and improving modern criminal justice policy has been a course towards the liberalization of criminal liability, which includes discussions on the further decriminalization of certain types of crimes and mitigation of criminal sanctions for some unlawful acts. A key task of modern criminal law is the urgent problem associated with the possibility of reintroducing the misdemeanor category into Russian criminal legislation. The division of criminal acts into misdemeanors and crimes fully corresponds to objective conditions and modern needs. There are several approaches to consolidating the misdemeanor category into Russian criminal legislation. The first approach is to adopt a new Code of Misdemeanor Offenses and the second approach is to include the relevant section into the existing Criminal Code of the Russian Federation.sobre la viabilidad de la introducción de la categoría de contraversión en el ordenamiento jurídico penal ruso, así como realizar un análisis jurídico comparativo en el marco de la legislación extranjera y de la retrospectiva histórica. Los autores utilizan los métodos comparativo-jurídico, histórico-jurídico y estadístico, así como el método de análisis sistémico. El artículo estudia las cuestiones pertinentes al derecho penal y procesal penal y las relacionadas con la consolidación legislativa de la contraversión. En las últimas tres décadas, el principal vector del desarrollo y perfeccionamiento de la política moderna de justicia penal ha conducido a la liberalización de la responsabilidad penal, que incluye debates sobre la ulterior despenalización de ciertos tipos de delitos y la mitigación de las sanciones penales por algunos actos ilícitos. Una tarea clave del derecho penal moderno es el problema urgente asociado con la posibilidad de reintroducir la categoría de contraversión en la legislación penal rusa. La división de los actos delictivos en contraversión y delitos responde plenamente a las condiciones objetivas y a las necesidades modernas. Hay varios enfoques sobre la consolidación de la categoría de contraversión en la legislación penal rusa. El primer enfoque se trata de adoptar un nuevo Código de Contraversiones y el segundo enfoque está a favor de incluir la sección pertinente en el Código Penal vigente de la Federación de Rusia

    Real-time Monitoring for the Next Core-Collapse Supernova in JUNO

    Core-collapse supernova (CCSN) is one of the most energetic astrophysical events in the Universe. The early and prompt detection of neutrinos before (pre-SN) and during the SN burst is a unique opportunity to realize the multi-messenger observation of the CCSN events. In this work, we describe the monitoring concept and present the sensitivity of the system to the pre-SN and SN neutrinos at the Jiangmen Underground Neutrino Observatory (JUNO), which is a 20 kton liquid scintillator detector under construction in South China. The real-time monitoring system is designed with both the prompt monitors on the electronic board and online monitors at the data acquisition stage, in order to ensure both the alert speed and alert coverage of progenitor stars. By assuming a false alert rate of 1 per year, this monitoring system can be sensitive to the pre-SN neutrinos up to the distance of about 1.6 (0.9) kpc and SN neutrinos up to about 370 (360) kpc for a progenitor mass of 30MM_{\odot} for the case of normal (inverted) mass ordering. The pointing ability of the CCSN is evaluated by using the accumulated event anisotropy of the inverse beta decay interactions from pre-SN or SN neutrinos, which, along with the early alert, can play important roles for the followup multi-messenger observations of the next Galactic or nearby extragalactic CCSN.Comment: 24 pages, 9 figure

    Detection of the Diffuse Supernova Neutrino Background with JUNO

    As an underground multi-purpose neutrino detector with 20 kton liquid scintillator, Jiangmen Underground Neutrino Observatory (JUNO) is competitive with and complementary to the water-Cherenkov detectors on the search for the diffuse supernova neutrino background (DSNB). Typical supernova models predict 2-4 events per year within the optimal observation window in the JUNO detector. The dominant background is from the neutral-current (NC) interaction of atmospheric neutrinos with 12C nuclei, which surpasses the DSNB by more than one order of magnitude. We evaluated the systematic uncertainty of NC background from the spread of a variety of data-driven models and further developed a method to determine NC background within 15\% with {\it{in}} {\it{situ}} measurements after ten years of running. Besides, the NC-like backgrounds can be effectively suppressed by the intrinsic pulse-shape discrimination (PSD) capabilities of liquid scintillators. In this talk, I will present in detail the improvements on NC background uncertainty evaluation, PSD discriminator development, and finally, the potential of DSNB sensitivity in JUNO

    Potential of Core-Collapse Supernova Neutrino Detection at JUNO

    JUNO is an underground neutrino observatory under construction in Jiangmen, China. It uses 20kton liquid scintillator as target, which enables it to detect supernova burst neutrinos of a large statistics for the next galactic core-collapse supernova (CCSN) and also pre-supernova neutrinos from the nearby CCSN progenitors. All flavors of supernova burst neutrinos can be detected by JUNO via several interaction channels, including inverse beta decay, elastic scattering on electron and proton, interactions on C12 nuclei, etc. This retains the possibility for JUNO to reconstruct the energy spectra of supernova burst neutrinos of all flavors. The real time monitoring systems based on FPGA and DAQ are under development in JUNO, which allow prompt alert and trigger-less data acquisition of CCSN events. The alert performances of both monitoring systems have been thoroughly studied using simulations. Moreover, once a CCSN is tagged, the system can give fast characterizations, such as directionality and light curve

    The neutron and its role in cosmology and particle physics

    Experiments with cold and ultracold neutrons have reached a level of precision such that problems far beyond the scale of the present Standard Model of particle physics become accessible to experimental investigation. Due to the close links between particle physics and cosmology, these studies also permit a deep look into the very first instances of our universe. First addressed in this article, both in theory and experiment, is the problem of baryogenesis ... The question how baryogenesis could have happened is open to experimental tests, and it turns out that this problem can be curbed by the very stringent limits on an electric dipole moment of the neutron, a quantity that also has deep implications for particle physics. Then we discuss the recent spectacular observation of neutron quantization in the earth's gravitational field and of resonance transitions between such gravitational energy states. These measurements, together with new evaluations of neutron scattering data, set new constraints on deviations from Newton's gravitational law at the picometer scale. Such deviations are predicted in modern theories with extra-dimensions that propose unification of the Planck scale with the scale of the Standard Model ... Another main topic is the weak-interaction parameters in various fields of physics and astrophysics that must all be derived from measured neutron decay data. Up to now, about 10 different neutron decay observables have been measured, much more than needed in the electroweak Standard Model. This allows various precise tests for new physics beyond the Standard Model, competing with or surpassing similar tests at high-energy.     The Problem of Effective Evacuation of the Population from Floodplains under Threat of Flooding: Algorithmic and Software Support with Shortage of Resources

    Extreme flooding of the floodplains of large lowland rivers poses a danger to the population due to the vastness of the flooded areas. This requires the organization of safe evacuation in conditions of a shortage of temporary and transport resources due to significant differences in the moments of flooding of different spatial parts. We consider the case of a shortage of evacuation vehicles, in which the safe evacuation of the entire population to permanent evacuation points is impossible. Therefore, the evacuation is divided into two stages with the organization of temporary evacuation points on evacuation routes. Our goal is to develop a method for analyzing the minimum resource requirement for the safe evacuation of the population of floodplain territories based on a mathematical model of flood dynamics and minimizing the number of vehicles on a set of safe evacuation schedules. The core of the approach is a numerical hydrodynamic model in shallow water approximation. Modeling the hydrological regime of a real water body requires a multi-layer geoinformation model of the territory with layers of relief, channel structure, and social infrastructure. High-performance computing is performed on GPUs using CUDA. The optimization problem is a variant of the resource investment problem of scheduling theory with deadlines for completing work and is solved on the basis of a heuristic algorithm. We use the results of numerical simulation of floods for the Northern part of the Volga-Akhtuba floodplain to plot the dependence of the minimum number of vehicles that ensure the safe evacuation of the population. The minimum transport resources depend on the water discharge in the Volga river, the start of the evacuation, and the localization of temporary evacuation points. The developed algorithm constructs a set of safe evacuation schedules for the minimum allowable number of vehicles in various flood scenarios. The population evacuation schedules constructed for the Volga-Akhtuba floodplain can be used in practice for various vast river valleys

    Features of Functionalization of the Surface of Alumina Nanofibers by Hydrolysis of Organosilanes on Surface Hydroxyl Groups

    Small additions of nanofiber materials make it possible to change the properties of polymers. However, the uniformity of the additive distribution and the strength of its bond with the polymer matrix are determined by the surface of the nanofibers. Silanes, in particular, allow you to customize the surface for better interaction with the matrix. The aim of our work is to study an approach to silanization of nanofibers of aluminum oxide to obtain a perfect interface between the additive and the matrix. The presence of target silanes on the surface of nanofibers was shown by XPS methods. The presence of functional groups on the surface of nanofibers was also shown by the methods of simultaneous thermal analysis, and the stoichiometry of functional groups with respect to the initial hydroxyl groups was studied. The number of functional groups precipitated from silanes is close to the number of the initial hydroxyl groups, which indicates a high uniformity of the coating in the proposed method of silanization. The presented technology for silanizing alumina nanofibers is an important approach to the subsequent use of this additive in various polymer matrices

    Crystal acceleration effect for cold neutrons in the vicinity of the Bragg resonance

    A new mechanism of neutron acceleration is studied experimentally in detail for cold neutrons passing through the accelerated perfect crystal with the energies close to the Bragg one. The effect arises due to the following reason. The crystal refraction index (neutron–crystal interaction potential) for neutron in the vicinity of the Bragg resonance sharply depends on the parameter of deviation from the exact Bragg condition, i.e. on the crystal–neutron relative velocity. Therefore the neutrons enter into the accelerated crystal with one neutron–crystal interaction potential and exit with the other. Neutron kinetic energy cannot vary inside the crystal due to its homogeneity. So, after passage through such a crystal, neutrons will be accelerated or decelerated because of the different energy change at the entrance and exit crystal boundaries

    Analysis of Antidepressant-like Effects and Action Mechanisms of GSB-106, a Small Molecule, Affecting the TrkB Signaling

    Induction of BDNF-TrkB signaling is associated with the action mechanisms of conventional and fast-acting antidepressants. GSB-106, developed as a small dimeric dipeptide mimetic of BDNF, was previously shown to produce antidepressant-like effects in the mouse Porsolt test, tail suspension test, Nomura water wheel test, in the chronic social defeat stress model and in the inflammation-induced model of depression. In the present study, we evaluated the effect of chronic per os administration of GSB-106 to Balb/c mice under unpredictable chronic mild stress (UCMS). It was observed for the first time that long term GSB-106 treatment (1 mg/kg, 26 days) during ongoing UCMS procedure ameliorated the depressive-like behaviors in mice as indicated by the Porsolt test. In addition, chronic per os administration of GSB-106 resulted in an increase in BDNF levels, which were found to be decreased in the prefrontal cortex and hippocampus of mice after UCMS. Furthermore, prolonged GSB-106 treatment was accompanied by an increase in the content of pTrkB706/707 in the prefrontal cortex and by a pronounced increase in the level of pTrkB816 in both studied brain structures of mice subjected to UCMS procedure. In summary, the present data show that chronic GSB-106 treatment produces an antidepressant-like effect in the unpredictable chronic mild stress model, which is likely to be associated with the regulation of the BDNF-TrkB signaling
