Izazovi pridruživanja Europskoj uniji u sektorima vodoopskrbe i odreÄivanja cijena u Hrvatskoj
Since water is one of the most valuable natural resources, it needs good governance and efficient management. Although Croatia is water rich country, its water sector is facing with major challenges during the EU accession process. Besides legal harmonization with EU acquis communautaire, water institutions and water supply companies will need to accept new operating models. This will lead to the integral
water management, based on the principles of sustainable development. Water pricing policy in Croatia needs to be re-evaluated and structured according to the Water Framework Directive. This work presents necessary steps that should be under taken in order to achieve high EU standards in the water sector that has significant social, environmental and economic impact. The improvements in the water sector would have not only national, but also broader regional character, since Croatian water resources are significant part of several river basins.BuduÄi da je voda jedan od najvažnijih prirodnih resursa, potrebno je njome dobro i uÄinkovito upravljati. Premda je Hrvatska bogata vodom, sektor vodoopskrbe i odvodnje suoÄava se s velikim pristupanja Europskoj uniji. Uz usklaÄivanje pravnih propisa s pravnom steÄevinom Unije (acquis communautaire), institucije i tvrtke koje se bave vodoopskrbom i odvodnjom morat Äe prihvatiti nove naÄine poslovanja. To Äe doves ti do integriranog upravljanja vodom, temeljenog na naÄelima održivog razvoja. Potrebno je revidirati politiku odreÄivanja cijena vode u Hrvatskoj i oblikovati ju prema Okvirnoj direktivi o vodama Europske unije.
U radu se navode koraci koje je potrebno poduzeti kako bi se ostvarili visoki standardi Unije u sektoru vodoopskrbe, kojiima znaÄajan druÅ”tveni, ekoloÅ”ki i gospodarski utjecaj. PoboljÅ”anja u sektoru vodoopskrbe i odvodnje ne utjeÄu samo na Hrvatsku, veÄ i na cijelu regiju, buduÄi da su hrvatski vodni resursi dio nekoliko rijeÄnih slivova
L1 and L2 use in the Croatian YEFL classroom
In the first chapter, a brief overview of literature is given on the topic of L1 in English Language Teaching - its role throughout history, its representation in different language teaching methods and approaches, and its use in the L2 classroom. In chapter two, the concept of ELL (early language learning) is presented and discussed, and chapter three presents the ELLiE (Early Language Learning in Europe) project. Part two of this thesis is the study itself. The aim of the study was to look into and analyse L1 use in the Croatian YEFL classroom, with the stress being on its quantity and functions, and see how it changes through a period of three school years (grades 1-3). Data was collected and later transcribed by researchers from the ELLiE study. The author of this paper then examined and analysed transcripts from two Croatian schools in order to see how they differed according to their L1 use when compared to each other. It was assumed that the amount of L1 use would keep decreasing in accordance with grade progression. The results of this study were somewhat surprising and overall very interesting to observe
Neuropathological and Neuropsychiatric Determinants in HCV- Infected Patients
Chronic hepatitis C virus (HCV) infection is a growing global health problem. HCV is a leading cause of chronic hepatitis, cirrhosis, and hepatocellular carcinoma (HCC) and is associated with more than 30 extrahepatic manifestations (EHMs). Although cryoglobulinemia is the main pathological cause of neurologic EHMs, HCV viral replication in the brain itself must also be taken into consideration. The most significant neurological manifestations of HCV chronic infection are stroke, leukoencephalopathy, encephalomyelitis/myelitis, and peripheral neuropathy. The most significant neuropsychological manifestations of HCV infection are fatigue, depression, anxiety, and cognitive dysfunction. Antiviral HCV treatment should be the first-line treatment for managing mild-to-moderate vascular and neurologic symptoms; most of EHMs improve or even resolve if antiviral treatment starts on time

Doubly Adversarial Federated Bandits
We study a new non-stochastic federated multi-armed bandit problem with
multiple agents collaborating via a communication network. The losses of the
arms are assigned by an oblivious adversary that specifies the loss of each arm
not only for each time step but also for each agent, which we call ``doubly
adversarial". In this setting, different agents may choose the same arm in the
same time step but observe different feedback. The goal of each agent is to
find a globally best arm in hindsight that has the lowest cumulative loss
averaged over all agents, which necessities the communication among agents. We
provide regret lower bounds for any federated bandit algorithm under different
settings, when agents have access to full-information feedback, or the bandit
feedback. For the bandit feedback setting, we propose a near-optimal federated
bandit algorithm called FEDEXP3. Our algorithm gives a positive answer to an
open question proposed in Cesa-Bianchi et al. (2016): FEDEXP3 can guarantee a
sub-linear regret without exchanging sequences of selected arm identities or
loss sequences among agents. We also provide numerical evaluations of our
algorithm to validate our theoretical results and demonstrate its effectiveness
on synthetic and real-world dataset
Detecting Noise in Chaotic Signals through Principal Component Matrix Transformation
We study the reconstruction of continuous chaotic attractors from noisy time-series. A method of delays and principal component eigenbasis (defined by singular vectors) is used for state vectors reconstruction. We introduce a simple measure of trajectory vectors directional distribution for chosen principal component subspace, based on nonlinear transformation of principal component matrix. The value of such defined measure is dependent on the amount of noise in the data. For isotropically distributed noise (or close to isotropic), that allows us to set up window width boundaries for acceptable attractor reconstruction as a function of noise content in the data
On Regret-optimal Cooperative Nonstochastic Multi-armed Bandits
We consider the nonstochastic multi-agent multi-armed bandit problem with
agents collaborating via a communication network with delays. We show a lower
bound for individual regret of all agents. We show that with suitable
regularizers and communication protocols, a collaborative multi-agent
\emph{follow-the-regularized-leader} (FTRL) algorithm has an individual regret
upper bound that matches the lower bound up to a constant factor when the
number of arms is large enough relative to degrees of agents in the
communication graph. We also show that an FTRL algorithm with a suitable
regularizer is regret optimal with respect to the scaling with the edge-delay
parameter. We present numerical experiments validating our theoretical results
and demonstrate cases when our algorithms outperform previously proposed
