    Marktkonstitution und Regulierung der unabhängigen Film- und Fernsehproduktion: Staat, Verbände und Gewerkschaften im deutsch-britischen Vergleich

    "In einem internationalen Vergleich von Deutschland und Großbritannien wird untersucht, welche Beiträge die staatliche Politik und die Wirtschafts- und Sozialpartner (Wirtschafts- und Arbeitgeberverbände sowie Gewerkschaften) zur Förderung der unabhängigen Film- und Fernsehproduktion leisten. Es wird gezeigt, dass die britische Medienpolitik die Position der unabhängigen Film- und Fernsehproduktion gegenüber den Fernsehsendern gestärkt hat. In Deutschland hat die Medienpolitik darauf verzichtet, der unabhängigen Film- und Fernsehproduktion durch regulative Markteingriffe den Rücken zu stärken. Zudem sind die deutschen Verbände und Gewerkschaften nicht so wie in Großbritannien in die Umsetzung der staatlichen Medienpolitik einbezogen. Diese Unterschiede in der staatlichen Medienpolitik können erklären, warum die Verbände und Gewerkschaften in Großbritannien mehr für die unabhängige Film- und Fernsehproduktion leisten können als in Deutschland." (Autorenreferat)"This article examines the contributions of the state as well as of 'economic and social partners' (business/ employer associations and unions) to support the independent TV and film production on the basis of an international comparison of Germany and Great Britain. The British State has improved the position of the independent TV and film production sector by its media policy. In Germany, by contrast, the state has abstained from strengthening the independent TV and film production sector by regulative means. In addition, German associations and unions are not part of the negotiation and implementation process of media policy to the same extent as they are in Great Britain. These differences in national media policy may explain the finding that the associations and unions in Great Britain are in a better position to support the independent TV and film production sector in a more effective way."     Farewell, welfare state – hello, welfare regions? Chances and constraints of welfare management in the German federal system

    The German welfare state is in crisis. Alarming long-term demographic trends, the still not fully digested consequences of German unification and the current economic downturn in much of the Eurozone have combined to create an urgent need for welfare reform. Yet the constitutional arrangements which govern the German political system, and well-entrenched political practice, mean that any such reform process is a daunting challenge. Thus, the welfare crisis is also a crisis of German-style co-operative federalism. Current empirical evidence makes for uncomfortable reading, and triggers debate on the nature of the German federation: have the two constitutional principles of federalism and establishing equal living conditions throughout the federation become mutually exclusive? However, as much of the welfare state is centred on the best utilisation of scarce financial resources, it is debatable to what extent alterations in the functional distribution of welfare responsibilities among the territorial levels of government can be regarded as a solution for the current problems. The article concludes that in the search for long-term sustainability of the welfare state the territorial dimension is likely to remain a secondary issue

    Regional and sectoral varieties of capitalism

    This study seeks to go beneath the generalizations that constitute characterizations of national economies in order to examine local and sectoral diversity - in particular, forms of capitalist organization at the level of localized sectors. It reports on the findings of research based on detailed case histories of local economies in four different types of production: modernized craft manufacturing (furniture), mass production (motor vehicles), high-technology production (biopharmaceuticals) and high-tech services (television film-making). In each case a local economy in Germany (usually seen counter-factually as an example of a particularly national system) was compared with one elsewhere in Europe: respectively, southern Sweden, Hungary (compared with eastern Germany) and the UK (for two studies). In the analysis, companies act rationally in response to sector-specific challenges, being partly bound by the existing institutional framework that they encounter, but partly acting to alter it. Two possibilities are distinguished and found in the cases. In the first (structurally conservative) case, arrangements of governance in the national innovation and production system prove to be beneficial for the companies and their aim to stand up to international competition. Insofar as national institutions help companies to deal with competition on their markets, they will probably try to preserve these arrangements. In the second (innovative) case, companies turn away from the national context and develop their own local governance structure. If the national institutional structure is seen as not adequate or 'non-fitting' to deal with sectorally specific terms of competition, then the internal and external coordination of companies - in reaction to challenges posed by the market - is likely to deviate from the national structure. In some instances evidence of 'creative incoherence', where local deviation from the national model provides a creative impulse, is found
