    Abstract. This article covered some issues regarding the principles of administrative and legal regulation ofrestrictions on the rights and freedoms of a person and citizen in the Russian Federation and at the international level. The authors presented the definition of these principles and their system. Here, the main international acts, the Constitution and current legislation of the Russian Federation are analyzed, and the system of principles for legal consolidation and regulation of restrictions on human rights and freedoms is fixed. According to the research findings, conclusions were made on the role of legal principles in the administrative and legal regulation of legal restrictions.Keywords: legal restrictions, restriction of rights and freedoms of man and citizen, legality, proportionality

    Deep learning-based fully automatic segmentation of wrist cartilage in MR images

    The study objective was to investigate the performance of a dedicated convolutional neural network (CNN) optimized for wrist cartilage segmentation from 2D MR images. CNN utilized a planar architecture and patch-based (PB) training approach that ensured optimal performance in the presence of a limited amount of training data. The CNN was trained and validated in twenty multi-slice MRI datasets acquired with two different coils in eleven subjects (healthy volunteers and patients). The validation included a comparison with the alternative state-of-the-art CNN methods for the segmentation of joints from MR images and the ground-truth manual segmentation. When trained on the limited training data, the CNN outperformed significantly image-based and patch-based U-Net networks. Our PB-CNN also demonstrated a good agreement with manual segmentation (Sorensen-Dice similarity coefficient (DSC) = 0.81) in the representative (central coronal) slices with large amount of cartilage tissue. Reduced performance of the network for slices with a very limited amount of cartilage tissue suggests the need for fully 3D convolutional networks to provide uniform performance across the joint. The study also assessed inter- and intra-observer variability of the manual wrist cartilage segmentation (DSC=0.78-0.88 and 0.9, respectively). The proposed deep-learning-based segmentation of the wrist cartilage from MRI could facilitate research of novel imaging markers of wrist osteoarthritis to characterize its progression and response to therapy

    Quantum repeater via entangled phase modulated multimode coherent states

    We present a scheme of quantum repeater that uses entangled multimode coherent states which are obtained by electro-optic modulation of symmetric and antisymmetric Schr\"odinger cat states. In this method subcarrier modes of the phase modulated states generated by the remote parties are sent to a symmetric beam splitter at the central node. The entangled coherent states are heraldedly prepared by photon counting measurements at the output channels of the beam splitter. We study how the effects of decoherence in the quantum channel affect statistics of photocounts and corresponding fidelity. We show how the proposed scheme can be useful for extending range of quantum key distribution with sub carrier wave encoding by exploiting quantum teleportation with the generated entanglement.Comment: 14 pages, 8 figure

    MN Dra - In-the-Gap Dwarf Nova With Negative Superhumps

    The multi-site photometric observations of MN Dra were made over 77 nights in August-November, 2009. The total exposure was 433 hours. During this time the binary underwent two superoutbursts and five normal outbursts. During the course of first superoutburst period of positive superhumps decreased with extremely large P˙=1.5×1.04\dot P = -1.5 \times 1.0^{-4} for SU UMa-like dwarf novae, confirming known behavior of MN Dra [1]. Between the superoutbursts MN Dra displayed negative superhumps. Their period changed cyclically around 0.096-day value.Comment: 17TH European White Dwarf Workshop.
