    Implementing the water framework directive and tackling diffuse pollution from agriculture: Lessons from England and Scotland

    Tackling diffuse pollution from agriculture is a key challenge for governments seeking to implement the European Union's Water Framework Directive (WFD). In the research literature, how best to integrate and align effective measures for tackling diffuse pollution, within the context of the EU's multilevel governance structure, remains an open question. This paper focuses on the first and second implementation cycles of the WFD to explore how national governance arrangements either facilitated or hindered the adoption of effective policies, especially with regards to the delivery of agricultural and water policies on the ground. It draws on data collected through systematic document analysis and interviews with key experts, policymakers and interest groups, and presents a comparative analysis of two case studies: England and Scotland. The case studies show that Scotland's joined-up governance structure, which enabled policymakers and interest groups to work together and to build trust and cooperation, facilitated the adoption of stricter measures for tackling diffuse pollution. In contrast, in England institutional fragmentation prevented a meaningful engagement of all parties and acted as a barrier. The analysis unpacks the design of policy mixes and the conditions that allow national governments to pursue more holistic and integrated governance approaches to overcome opposition from interest groups and gain their support

    Glazed roman ceramic. A multi-analytical approach

    A multi-analytical approach has been applied to characterize ancient glazed ceramics from the archaeological sites of Magna Mater temple and Domus Tiberiana on the Palatine Hill (Rome, Italy) dated between the 3rd and the early 5th century AD. The aim of this work is to investigate the production technologies of the ceramic body and the glazed coating and to explore the nature and the provenance of the raw materials. Optical microscopy (OM), Fourier transform infrared spectroscopy (FTIR) and X-ray powder diffraction (XRPD) results showed that the ceramic body is composed by quartz, K-feldspar and plagioclase, fragments of igneous and sedimentary rocks. The firing temperature was estimated at about 900-1000 °C, in uncontrolled atmosphere conditions. The mineralogical assemblage of the ceramic body is consistent with a local source of the raw materials. The results of electron microscopy coupled with energy dispersive X-ray spectroscopy (SEM-EDS) showed that the glazes contain different Si/ Pb ratios. In addition, X-ray fluorescence (XRF) detected the presence of Sn although its concentration does not allow defining the studied samples as tin-glazed ceramics. However, the occurrence of this element indicates an atypical Roman production, never recognized before in coeval samples from other archaeological sites

    Strategic foresight and policy evaluation: Insights for an integrated approach

    Grand challenges are shaping twenty-first-century politics. Threats connected to health, climate, demographics and welfare are increasingly intruding on the lives of citizens. Still, governments are often found off-guard, and policymakers need strategies grounded in longer-term perspectives. Strategic foresight (SF) helps us to design and shape policies to prepare to withstand shocks, anticipating and adapting to changes. However, as governments work towards embedding SF into their policymaking processes, the empirical evidence suggests that applications are still piecemeal and predominantly limited to the agenda-settings and policy formulation stages. In this article, we argue that to drive anticipatory governance, foresight needs to be applied at all stages of the policy cycle, including in evaluating policies to draw lessons for future interventions. We maintain that considering SF systemically throughout the policymaking cycle, from agenda setting to evaluation, strengthens anticipatory governance

    Spleen histology in children with sickle cell disease and hereditary spherocytosis: Hints on the disease pathophysiology

    open2Hereditary spherocytosis (HS) and sickle cell disease (SCD) are associated with splenomegaly and spleen dysfunction in pediatric patients. Scant data exist on possible correlations between spleen morphology and function in HS and SCD. This study aimed to assess the histological and morphometric features of HS and SCD spleens, in order to get possible correlations with disease pathophysiology. In a large series of spleens from SCD, HS and control patients the following parameters were considered: (i) macroscopic features; (ii) lymphoid follicle (LF) density; (iii) presence of peri-follicular marginal zones (MZs); (iv) presence of Gamna-Gandy bodies; (v) density of CD8-positive sinusoids; (vi) density of CD34-positive microvessels; (vii) presence/distribution of fibrosis and SMA-positive myoid cells; (viii) density of CD68-positive macrophages. SCD and HS spleens have similar macroscopic features. SCD spleens had lower LF density and fewer MZs than HS spleens and controls. SCD also showed lower CD8-positive sinusoid density, increased CD34-positive microvessel density and SMA-positive myoid cells, and higher prevalence of fibrosis and Gamna-Gandy bodies. HS had lower LF and CD8-positive sinusoid density than controls. No significant differences were noted in red pulp macrophages. By multivariate analysis, the majority of HS spleens clustered with controls, while SCD grouped separately. A multi-parametric score could predict the degree of spleen changes irrespective of the underlying disease. In conclusion, SCD spleens display greater histologic effacement than HS and SCD-related changes suggest impaired function due to vascular damage.     Qualitative assessment of links between exposure to noise and air pollution and socioeconomic status

    The scope of the work requested under this specific contract is to provide a report/assessment text that may be directly incorporated into EEA’s 2018 report exploring the linkages between socioeconomic status (SES) in Europe and exposure to air and noise pollution, as well as to climate-related impacts. More specifically, this report builds on the findings of the 2016 Science for Environment Policy (SEP) report to provide an updated qualitative review of the latest evidence and state of knowledge regarding the role of SES in determining exposure, susceptibility and vulnerability to air pollution and noise, documenting research that explores the multiple factors and drivers that can lie behind these linkages. This review has identified and synthesised evidence from a wide range of sources in response to the objectives set by the EEA and covers evidence relating to at least 18 of the EEA-33 countries. The conclusions presented here explicitly identify where this review confirms, contradicts or adds to the conclusions of the SEP report

    Aqua Traiana, a Roman infrastructure embedded in the present: the mineralogical perspective

    Construction materials from the internal ducts of Aqua Traiana, a still operative Roman aqueduct built in 109 AD to supply water to Rome, were characterized by optical microscopy (OM), scanning electron microscopy (SEM-EDS), X-ray powder diffraction (XRPD) and electron microprobe analysis (EMPA). Petrographic analysis and XRPD revealed that mortar aggregates are compatible with Vitruvius’ harena fossicia and allowed the distinction of the original mortars from those of the 17th-century papal restoration. The first showed an amorphous binder while the latter have a typical lime binder. By SEM-EDS and EMPA, the microstructure of mortar aggregates was analyzed and the composition of specific minerals quantified. Microanalysis testifies the Romans’ great expertise in the selection of pozzolanic building materials, giving evidence of the possible use of local tuffs from the Sabatini Volcanic District. It also confirms the exploitation of red pozzolan from the Roman Magmatic Province, specifically from the Alban Hills district. OM also proves a high compatibility with local supplies for bricks and cocciopesto. Of these, the first were fired at moderately low temperature, while the latter show an amorphous binder as in the original Trajan mortars. All building materials thus stand for similar technological choices and a coeval production

    Embedding social inclusiveness and appropriateness in engineering assessment of green infrastructure to enhance urban resilience

    Urban resilience emerges not only from ‘what’ is done in relation to critical infrastructure systems, but in the ‘how’ of their conception, co-creation and integration into complex socio-ecological-technical systems. For green infrastructure, where ownership and agency may be distributed amongst organisations and diverse communities, inclusiveness and appropriateness require embedding in engineering assessments of green infrastructure and resilience. Through consideration of past, present and future engineering and resilience assessments – from monetising, through greening, to humanising – this paper examines the ways in which GI may be or has already contributed to enhancing urban resilience and types of assessment and indicators that have been or could be used. We suggest that enhancing visibility of the ‘whos’ (individuals, communities) is crucial to fully diversifying assessments. We also suggest some ideas for additional indicators and assert that co-production of future indicators needs to be undertaken with appropriate professionals (e.g. social impact assessment professionals)
