    The current period of the public evolution can be identified as one of the global (economic, financial, political, social, legal and moral) periods of crisis. In worsened crisis conditions the level of crimes remains at such a level when it is hard to control them by means of law enforcement authority – capacity of institution resources and workload exceeds its limits.  Great role in combating of crimes is attributed to prevention. To a certain extent, the goals of state criminal law policy are not only to punish, but to restore the possible truth as well, to prevent the society, to resocialize and prevent the people from committing of crimes. The investments into people’s educational policy is incomparably more important than capturing of the offenders, their punishment and execution of the sentence. When working out crime prevention measures in criminal law police, one should use also foreign experience and the latest technologies. We perceive criminal law policy as the state activity in provision of legal order in individual’s protection from crimes, violation of the rights, and implementation of the law enforcement.&nbsp

    In the century of modern technologies the human behaviour models are changing, new types of addiction are developing, including addiction to processes (cyber, games addiction), as well as addiction to new substances. Among young people there is observed an increased spreading of new psychotropic substances, manufacturing of which is very simple, but their realization determines possibilities for a markedly great profit. In the cultural environment of young people the new traditions are formed, specific elements of subculture, positive attitude towards being able to use and apply something new. A new value system is developing with a sense of unlimited freedom and extensive rights. Along with the chances to buy and use new psychoactive substances, the changes occur also in the young people’s psyche, affecting their emotional and physical condition.     INNOVATIVE NATURE OF THE 21ST CENTURY CRIMINOLOGY

    The aim of the article is to study the development trends of criminology, including Covid - 19 in a pandemic environment. The rationale for the innovative criminological approach is related to new types of criminal threats and their consequences. Certain forms and types of traditional crime are transforming into the digital environment in postmodern society, including through the use of DarkNet platforms. At the same time, criminological research is insufficient in Latvia, criminology study courses are not included in all law study programs. In the 21st century, new criminological approaches and schools are emerging, including neocriminology, synergistic, narrative, digital, neurocriminology. Appropriate criminological approaches have a specific nature and content. These trends confirm that, despite the importance of criminology, there is a need for research into the development trends of organized crime, cybercrime, trafficking in human beings, drugs and arms, and the possibilities for combating and preventing them.     Circulation of Surface Waters in Parts of the Canadian Arctic Archipelago Based on Foraminiferal Evidence

    The distribution of planktonic foraminifera, collected 27 May-15 July 1968 from sea ice in McClure Strait, indicates a slow net eastward movement of water from the Arctic Ocean through the strait in the past with increased rates at present. The bottom topography, regional climatology and oceanography of the area are discussed.La circulation des eaux de surface dans certains parties de l'archipel arctique canadien, d'après l'étrude des foraminifères. Dans la zone du plateau, d'une profondeur moyenne de 400 mètres, à l'Ouest d'une ligne tirée entre le cap de M'Clure et le cap de Meecham, les foraminifères planctoniques sont présents à la fois dans les sédiments du fond et dans les eaux de surface; mais à l'Est de cette ligne, dans le détroit de M'Clure proprement dit, on ne les trouve que dans les eaux de surface. Cet indice suggère, pour le passé, un mouvement net des eaux de l'océan ver l'Est, à travers le détroit de M'Clure, avec des taux accrus dans le présent

    EVALUATION OF CORRUPTION PREVALENCE IN THE CONTEXT OF THE DEVELOPMENT OF THE LATVIAN ECONOMY

    The paper analyses some trends in the development of the Latvian economy and the evaluation of the prevalence of corruption, based on the results of different international studies. The initial situation analysis in the field of the economy does not indicate any direct negative correlations as to the scope of economic and financial corruption. Major essential studies on corruption admit that corruption is related to an ineffective, non-transparent public administration system, it facilitates irrational use of public resources, increases the uncontrollable economic segment, decreases the population welfare level, undermines confidence in public institutions, etc. Prevention and combating of corruption, despite the strivings of law enforcement authorities, are considered to be insufficiently effective. In the studies practically no attention is paid to the possible positive elements of corruption, which are hard to be identified.
