A nova lei das finanças locais e os seus impactes

Mestrado em Contabilidade e Administração PúblicaA evolução das Finanças Locais ao longo do tempo levou a que se fizesse sentir necessidade de efectuar alterações na legislação aplicável às Autarquias Locais de modo a suprir lacunas existentes. A Lei n.º 42/98, de 6 de Agosto que esteve em vigor até 31 de Dezembro de 2006, não foi excepção e como tal, após a sua aplicação e evolução no tempo, apresentou lacunas para as quais houve necessidade de as resolver. A solução surge na Lei n.º 2/2007, de 15 de Janeiro. Assim tornou-se essencial analisar quais as principais alterações introduzidas relativamente à lei anterior. Procurou-se verificar as mudanças operadas, ainda que a análise tenha sido realizada no ano de transição da legislação. Com esse objectivo far-se-á uma análise geral para o Distrito de Aveiro, sendo que a análise e conclusões incidirão sobre dois Municípios distintos do Distrito de Aveiro, geograficamente próximos.The evolution of local finance over time meant that there was a need to make changes in the law on local authorities to address gaps. Law No. 42/98 of the 6th of August that was in force until 31st of December 2006, is no exception and as such after its implementation and evolution over time, had gaps for which there was a need to tackle. The solution comes in Act 2 / 2007 of the 15th of January. Thus it became essential to examine the main changes made to the law. We sought to verify the changes made, although the testing was completed in the year of transition legislation. Síndrome de Behçet em idade pediátrica

Introduction: Behçet´s syndrome is a systemic vasculitis characterized by recurrent oral and/or genital ulcers, and several systemic manifestations. The authors describe the case of a pediatric-onset Behçet´s syndrome. Case report: An 11-year-old boy was referred to the Pediatric consultation after two episodes of great saphenous vein thrombophlebitis. He had experienced daily oral aphthae for the past three years, and various episodes of folliculitis with pustule formation. Laboratory study was normal. The boy showed no signs of uveitis. The diagnosis of Behçet´s syndrome diagnosis was established according to the international criteria, with positive HLA- B51 testing. Colchicine was initiated, with favourable response. Conclusions: Due to clinical feature overlap with other conditions, Behçet’s syndrome diagnosis remains challenging. Effects of abdominal microcurrent in the consumption and proportion of energy substrates during aerobic exercise: a pilot study

Microcurrent therapy can increase lipolytic activity. However, it is unknown if the increased availability of lipids can influence the selection of energy substrates during a single session of aerobic exercise. We aimed to analyze the effect of microcurrent application to the abdominal region in the consumption of lipids and carbohydrates, and respiratory exchange ratio (RER) during a single session of moderate aerobic exercise in young adults. A pilot study was conducted in which participants were allocated to intervention (IG) or placebo (PG) groups. In both groups, 40 min of microcurrent application with two frequencies (25 and 10 Hz) followed by 50 min of moderate intensity aerobic exercise (45–55% of heart rate reserve) on a cycloergometer were performed. The microcurrent application was performed without intensity in the PG. A portable gas analyzer (K4b2 ) was used during exercise in both groups. Thirty-eight participants (20.6 ± 1.8 years; 18 in IG and 20 in PG) were enrolled. There were no significant differences in the consumption of substrates or RER between the groups during exercise (p > 0.05). A interpretação da comunicação publicitária na perspetiva do segmento sénior: contributo para a sua compreensão

O aumento da esperança média de vida e a redução do número de nascimentos, tem conduzido a um aumento significativo da população sénior, e apesar de ser conotado como um fenómeno característico dos países desenvolvidos, esta é uma realidade quase universal, que tem assumido particular incidência na Europa. No entanto, apesar de frequentemente estigmatizada com base em estereótipos negativos, no que diz respeito às suas capacidades físicas e mentais, na atualidade, o perfil dos seniores, sofreu alterações significativas dada a sua disponibilidade de tempo e dinheiro, transformando-o num segmento com um peso significativo no incremento da economia e um target desejável para os media e seus agentes. Deste modo, por via da alteração do paradigma social; envelhecimento da população e a crescente importância deste segmento para o mercado, é pertinente compreender a relação entre o sénior e a comunicação publicitária. Nesse sentido, o objetivo deste paper é proceder a uma revisão narrativa que permita compreender as principais tendências de pesquisa neste campo. Serão assim examinadas as duas abordagens empíricas relativas a esta temática, a primeira centrada na comunicação publicitária dirigida ao sénior e suas caraterísticas e a segunda a comunicação publicitária do ponto de vista do sénior.ABSTRACT: The average life expectancy increase and the reducing number of births has led to a significant enlargement of senior population, and despite being connoted as a characteristic phenomenon of developed countries, this is a nearly universal reality, which has assumed a particular focus on Europe. However, although often stigmatized based on negative stereotypes concerning their physical and mental abilities, nowadays, the senior profile, suffered significant changes due to its availability of time and money, transforming it into a segment with a significant increase in the economy, and a desirable target for the media and their agents. Thus, by changing the social paradigm, aging population and the growing importance of this market segment, it is pertinent to understand the relationship between the senior and advertising. Accordingly, the aim of this paper is to undertake a narrative review that allows to understand the main trends of research on this question. Two empirical approaches to this issue will be examined in this paper, the first focused on advertising communication addressed to the senior and their characteristics and the second based on advertising communication from the point of view of the senior
