    Determinants of the Maize Board - Miller (MBM) marketing margin for the period 1977-1993 (period defined by data limitations) are identified for a mark-up model using Three-Stage Least Squares Regression (3SLS) and Principal Component Analysis. The MBM margin was positively related to the real miller white maize meal selling price, real variable processing costs, and a change in Maize Board pricing policy after 1987

    Impact of the National Initiative for Building Community Trust and Justice on Police Administrative Outcomes

    This report examines the degree to which activities associated with the National Initiative for Building Community Trust and Justice – a six-city effort to promote more equitable, just, and respectful policing practices and improve relationships and trust between law enforcement and community members – yielded their intended impacts on crime rates, departmental practices, and police-community interactions. Analyses of administrative data indicated that the impacts of the interventions varied considerably by site – as did the availability and richness of sites' data. Changes in calls for service, violent crimes, and property crimes were mixed across sites. Two of the cities observed deceases in the amount of use of force incidents, but there was no reduction in the racial disparity of those events. While rates of pedestrian and traffic stops generally declined after the start of the National Initiative's primary activities, they ultimately returned to previous levels. In addition, arrest rates declined across sites, but no differences emerged in arrest rates by racial or ethnic characteristics. The central tenet of the project was that creating an authentic representation of community sentiment towards the police has the capacity to reshape power dynamics between law enforcement and marginalized communities. This brief provides an overview of the pilot of Community Voices in Austin, Texas, discusses its impact, and includes attachments that provide more extensive details about the findings and related products

    Learning to Build Police-Community Trust Implementation Assessment Findings from the Evaluation of the National Initiative for Building Community Trust and Justice

    This research report documents the training, policy development, and reconciliation activities of the six cities that took part in the National Initiative for Building Community Trust and Justice, an effort to promote more equitable, just, and respectful policing practices and improve relationships and trust between law enforcement and community members. We found that the training component of the Initiative, which exposed officers to concepts of procedural justice and implicit bias, was implemented as intended and was well received by officers. In addition, the reconciliation framework used to improve relationships between police and communities was powerful and impactful, leading police departments to make changes to their policies to build trust and institutionalize improvements to practices. We also observed that local contexts affected the implementation process, with factors such as police leadership stability and the dynamics underlying relations between police, political leadership, and the community facilitating or impeding progress

    We Carry Guns to Stay Safe: Perspectives on Guns and Gun Violence from Young Adults Living in Chicagos West and South Sides

    Homicide is the leading cause of death for black boys and men ages 15 to 34 in Chicago, and the easy availability of guns is a contributing factor. To stem the tide of gun violence in Chicago, policymakers need more insight into why young adults carry guns and what might deter them from doing so. The Urban Institute, in partnership with community program providers,  surveyed young adults living in Chicago's West and South Side neighborhoods with high rates of gun violence. This survey's purpose was to learn firsthand whether and why young adults in these neighborhoods carry guns, how they acquire firearms, how they experience gun violence and policing, and what they think could reduce gun carrying and promote safety

    Statistically robust representation and comparison of mortality profiles in archaeozoology

    Archaeozoological mortality profiles have been used to infer site-specific subsistence strategies. There is however no common agreement on the best way to present these profiles and confidence intervals around age class proportions. In order to deal with these issues, we propose the use of the Dirichlet distribution and present a new approach to perform age-at-death multivariate graphical comparisons. We demonstrate the efficiency of this approach using domestic sheep/goat dental remains from 10 Cardial sites (Early Neolithic) located in South France and the Iberian Peninsula. We show that the Dirichlet distribution in age-at-death analysis can be used: (i) to generate Bayesian credible intervals around each age class of a mortality profile, even when not all age classes are observed; and (ii) to create 95% kernel density contours around each age-at-death frequency distribution when multiple sites are compared using correspondence analysis. The statistical procedure we present is applicable to the analysis of any categorical count data and particularly well-suited to archaeological data (e.g. potsherds, arrow heads) where sample sizes are typically small

    An HST Archival Survey of Feathers in Spiral Galaxies

    We present a survey of spiral arm extinction substructure referred to as feathers in 223 spiral galaxies using HST WFPC2 images. The sample includes all galaxies in the RC3 catalog with cz < 5000 km/s, B_T < 15, i < 60 degrees, and types Sa--Sd with well-exposed broadband WFPC2 images. The detection frequency of delineated, periodic feathers in this sample is 20% (45 of 223). This work is consistent with Lynds (1970), who concluded that feathers are common in prototypical Sc galaxies; we find that feathers are equally common in Sb galaxies. Sb--Sc galaxies without clear evidence for feathers either had poorer quality images, or flocculent or complex structure. We did not find clearly defined feathers in any Scd--Sd galaxy. The probability of detecting feathers was highest (83%) for spirals with well-defined primary dust lanes (PDLs; the lanes which line the inner edge of an arm); well-defined PDLs were only noted in Sab--Sc galaxies. Consistent with earlier work, we find that neighboring feathers tend to have similar shapes and pitch angles. OB associations are often found lining feathers, and many feathers transition to the stellar substructures known as spurs (Elmegreen 1980). We find that feathers are coincident with interarm filaments strikingly revealed in Spitzer 8 micron images. Comparison with CO 1-0 maps of NGC 0628 and NGC 5194 from BIMA SONG shows that feathers originate at the PDL coincident with gas surface density peaks. Contrary to the appearance at 8 microns, the CO maps show that gas surface density in feathers decreases rapidly with distance from the PDL.     A Warp in Progress : H I and Radio Continuum Observations of the Spiral NGC 3145

    Date of Acceptance: 16/06/2015We present VLA H I and 6 cm radio continuum observations of the spiral NGC 3145 and H I observations of its two companions, NGC 3143 and PGC 029578. In optical images NGC 3145 has stellar arms that appear to cross, forming "X"-features. Our radio continuum observations rule out shock fronts at 3 of the 4 "X"-features. In the middle-to-outer disk, the H I line-profiles of NGC 3145 are skewed. Relative to the disk, the gas in the skewed wing of the line-profiles has z-motions away from us on the approaching side of the galaxy and z-motions of about the same magnitude (about 40 km/s) towards us on the receding side. These warping motions imply that there has been a perturbation with a sizeable component perpendicular to the disk over large spatial scales. Two features in NGC 3145 have velocities indicating that they are out-of-plane tidal arms. One is an apparent branch of a main spiral arm; the velocity of the branch is 150 km/s greater than the spiral arm where they appear to intersect in projection. The other is an arm that forms 3 of the "X"-features. It differs in velocity by 56 km/s from the disk at the same projected location. Based on its SFR and H I properties, NGC 3143 is the more likely of the two companions to have interacted with NGC 3145 recently. A simple analytic model demonstrates that an encounter between NGC 3143 and NGC 3145 is a plausible explanation for the observed warping motions in NGC 3145.Peer reviewe

    Counteracting effects operating on Src homology 2 domain-containing protein-tyrosine phosphatase 2 (SHP2) function drive selection of the recurrent Y62D and Y63C substitutions in Noonan syndrome

    Activating mutations in PTPN11 cause Noonan syndrome, the most common nonchromosomal disorder affecting development and growth. PTPN11 encodes SHP2, an Src homology 2 (SH2) domain-containing protein-tyrosine phosphatase that positively modulates RAS function. Here, we characterized functionally all possible amino acid substitutions arising from single-base changes affecting codons 62 and 63 to explore the molecular mechanisms lying behind the largely invariant occurrence of the Y62D and Y63C substitutions recurring in Noonan syndrome. We provide structural and biochemical data indicating that the autoinhibitory interaction between the N-SH2 and protein-tyrosine phosphatase (PTP) domains is perturbed in both mutants as a result of an extensive structural rearrangement of the N-SH2 domain. Most mutations affecting Tyr(63) exerted an unpredicted disrupting effect on the structure of the N-SH2 phosphopeptide-binding cleft mediating the interaction of SHP2 with signaling partners. Among all the amino acid changes affecting that codon, the disease-causing mutation was the only substitution that perturbed the stability of the inactive conformation of SHP2 without severely impairing proper phosphopeptide binding of N-SH2. On the other hand, the disruptive effect of the Y62D change on the autoinhibited conformation of the protein was balanced, in part, by less efficient binding properties of the mutant. Overall, our data demonstrate that the selection-by-function mechanism acting as driving force for PTPN11 mutations affecting codons 62 and 63 implies balancing of counteracting effects operating on the allosteric control of the function of SHP2

    Purpose: To determine whether the addition of an anterolateral ligament reconstruction (ALLR) resulted in delayed functional recovery (based on the Knee Santy Athletic Return to Sport [K-STARTS] score) at 6 months after anterior cruciate ligament reconstruction (ACLR). Methods: A retrospective analysis of prospectively collected data from consecutive pa- tients who underwent an ACLR between September 2017 and December 2020 was conducted. Patients who received an isolated hamstring autograft (isolated ACLR group) were propensity matched in a 1:1 ratio to patients who received a hamstring autograft ACLR combined with an ALLR (ACLR-ALLR group). Outcome measures included the Tegner Activity Scale and the K-STARTS testda validated composite return-to-sports test (including the Anterior Cruciate LigamenteReturn to Sport After Injury scale, Qualitative Assessment of Single-Leg Landing tool, limb symmetry index, and ability to change direction using the Modified Illinois Change of Direction Test). Results: The study included 111 matched pairs. At 6 months postoperatively, there were no significant differences between groups in the overall K-STARTS score (65.4 for isolated ACLR vs 61.2 for ACLR-ALLR, P 1⁄4 .087) or the Tegner Activity Scale score (3.7 for isolated ACLR vs 3.8 for ACLR-ALLR, P 1⁄4 .45). In addition, an evaluation of the subscales of the K-STARTS score revealed no disadvantage across the domains of neuromuscular control, limb symmetry index, agility, or psychological readiness to return to sport when an ALLR was performed. Conclusions: The addition of ALLR at the time of ACLR does not delay functional recovery. Spe- cifically, at 6 months postoperatively, there was no disadvantage in patients undergoing ALLR-ACLR, when compared with those undergoing isolated ACLR, with respect to neuromuscular control, limb symmetry indices (hop tests), agility, or psychological readiness to return to sport
