Fortuna, Alteridade, Política: entre Machiavelli e Derrida
Resumo: Um dos pensadores tomados como fundadores do pensamento político moderno é Niccòlo Machiavelli e sua obra O Príncipe. A partir de Jacques Derrida, pode-se pensar a fortuna, de Machiavelli, como sendo a não-verdade constitutiva da verdade e da subjetividade políticas. Nesse sentido, o Estado moderno teria um “fundamento místico da autoridade” atrelado à incerteza, contingência da temporalidade.Palavras-chave: Machiavelli (Maquiavel); Derrida; fortuna; política moderna.Abstract: One of the thinkers generally interpreted as founders of modern political thinking is Niccòlo Machiavelli and your masterpiece The Prince. From Jacques Derrida, it is possible to think Machiavelli's fortuna as the non-truth constitutive of political truth and subjectivities. In this sense, the modern state would have a “mystical foundation of authority” linked to uncertainty, contingency of temporality.Keywords: Machiavelli; Derrida; fortuna; modern politics
BRICS e Questão Nuclear: Contestações e Rearfirmações diante dos Mecanismos de Governança Global
Neste artigo, avançamos uma discussão sobre a relação entre os países BRICS e o regime de nãoproliferação nuclear, interrogando em que medida esse grupo e os países que o compõe favorecem areprodução, a reforma, o fortalecimento ou a desestruturação desse mecanismo de governança global.Começamos com uma breve discussão sobre a posição do grupo BRICS quanto à agenda de segurançainternacional, passando, em seguida, a uma ‑avaliação dos processos de transformação do regime denão proliferação nuclear no pós Guerra Fria. Finalmente, analisamos a posição do grupo BRICS e de cadapaís separadamente face tanto ao regime quanto a questões nucleares de forma mais geral. Concluímosque os países BRICS defendem o status quo em termos do conjunto dos mecanismos de governança quepossibilitam e limitam o comportamento dos atores na esfera internacional, ao mesmo tempo em quebuscam seu reposicionamento nas relações de poder que constituem tais mecanismos
Periodization and modernity(ies) in international politics through R.B.J. Walker and Jens Bartelson
Critical investigations in the field of IR have connected its modes of problematization to a modern discourse on politics. In this paper, we propose to further these interrogations by investigating the role of the under-theorization of ‘periodization’ in reifying too narrow a concept of ‘modernity’ and, therefore, constraining available avenues for interrogating international politics. We proceed through a double problematization. First, we problematize the role played by periodization in the work of Jens Bartelson and Rob Walker, pointing to the pervasiveness—and yet silence over—this practice in two important moves to open space to think beyond modern political discourse. Second, we problematize periodization as a political practice that regulates past, present, and future, highlighting its double role in both reifying specific conceptions of history and the present, and in opening space for thinking about alternative timelines and modernities. We thus argue that periodization can have an important role in breaking through the temporal and historical boundaries limiting our understandings of international politics

[pt] INTERPRETAÇÕES DO BRASIL, (DE)FORMAÇÃO CONTEMPORÂNEAS
A tese lida com escritos do século XX agrupados pela designação interpretações do Brasil , focando-se nos usos do conceito de formação nesses textos. Identifiquei cinco traços expostos nesses usos: (1) a centralidade da nação; (2) a incompletude da transição da condição colonial para a condição moderna; (3) a desigualdade interna no país; (4) a mobilização de parâmetros externos na definição do Brasil; e (5) o foco nas especificidades do processo formativo brasileiro. Esses cinco traços são comuns a todos os textos selecionados; no entanto, eles se expressam de maneiras diferentes de acordo com cada texto. A Parte I destaca a recorrência do conceito de formação nas interpretações do Brasil (capítulo 2); depois disso, expõe linhas gerais da perspectiva a partir da qual os usos de formação serão interpretados (capítulo 3). A Parte II (capítulos 4-12) se dedica à interpretação dos textos selecionados, com foco nos usos do conceito de formação e nos traços mencionados antes. A Parte III começa com uma controvérsia ocorrida principalmente no final dos anos 1980 e que se mostra expressiva de muitos aspectos levantadas na Parte II (capítulo 13); em seguida, abordo três intérpretes do Brasil que têm avançado, de formas diferentes, abordagens similares à que desenvolvo no final da tese; isto é, buscam uma interpretação alternativa da formação do Brasil contemporâneo (capítulos 14-16). Finalmente, a Parte IV parte da discussão precedente, a fim de refletir sobre os cinco traços de formação nas interpretações do Brasil , teorizando a partir de certo lugar.The dissertation deals with writings from the XX century grouped under the
notion of interpretations of Brazil , focusing on their uses of the concept of
formation . I have identified five traces exposed in those uses: (1) the centrality of
the nation; (2) the incompleteness of the transition from the colonial to the modern
condition, marking a coexistence of the old and the new; (3) the internal inequality
within the country; (4) the mobilization of external parameters in the definition of
Brazil; and (5) the focus on the specificities of Brazilian formative process. These
five traces are shared by all the texts selected; but, at the same time, they are
expressed in different ways according to each text. Part I stresses the recurrence of
the concept of formation in the interpretations of Brazil (chapter 2); after that,
it lays out general lines of the perspective from which the uses of formation will
be interpreted in the texts selected (chapter 3). Part II (chapters 4-12) is devoted to
the interpretations of the texts, focusing on the uses of formation and those five
traces previously mentioned. Part III begins with a controversy that took place
mainly in the late 1980s and that is expressive of many aspects raised in Part II
(chapter 13); then, it tackles three interpreters of Brazil that have advanced, in
different ways, efforts similar to the one I will embrace myself in the last part of the
text, that is, an alternative interpretation of the formation of contemporary Brazil
from some kind of engagement with previous interpretations of Brazil (chapters
14-16). Finally, Part IV (chapter 17) builds on the previous discussion, in order to
reflect upon, or theorize from, the five traces of formation in the interpretations
of Brazil
[pt] POLÍTICA: PRODUÇÃO DE FRONTEIRAS, LIMITES E SUBJETIVIDADES
Esta dissertação propõe uma perspectiva alternativa acerca da
modernidade e da política moderna. Para tanto, divide-se em cinco grandes partes:
além da introdução e da conclusão, há três capítulos centrais dedicados a textos de
cinco pensadores considerados clássicos. O primeiro dos capítulos centrais se
lança à problematização do sujeito moderno, através de alguns textos de
Montaigne e Descartes. O capítulo seguinte parte das fronteiras do sujeito para as
fronteiras do Estado moderno: com Maquiavel e Hobbes, a discussão se volta à
produção do Estado nas articulações espaço-temporais. Em seguida, o capitulo
dedicado a Kant defende que sujeito, Estado e sistema são epicentros da
modernidade e que nele as aporias entre Montaigne e Descartes e entre Maquiavel
e Hobbes estão expressas com ainda maior complexidade. Operando nos limites,
origens e fins, desses epicentros, a interpretação aqui proposta das três críticas e
dos escritos políticos de Kant busca interpretá-lo como a máxima expressão das
insolúveis contradições da modernidade na relação entre o universal e o particular.
A perspectiva deste texto opera na íntima imbricação entre sujeito, Estado e
sistema internacional modernos. Somente dessa forma é que se pode consolidar
sua reivindicação central, que poderia ser formulada da seguinte maneira: a
política é a produção de limites, fronteiras e subjetividades na interação com a
alteridade. Ao final do texto, pretende-se que muitas aberturas tenham sido feitas,
consciente e inconscientemente, não se perdendo de vista, no entanto, que muitos
fechamentos terão sido promovidos, consciente e inconscientemente.This dissertation proposes an alternative perspective on modernity and
modern politics. To that task, it is divided in five major parts: in addition to the
introduction and the conclusion, there are three central chapters devoted to texts
from five thinkers considered classics. The first of these chapters problematizes
the modern subject through some of Montaigne’s and Descartes’ texts. The next
one goes from the boundaries of the modern subject to the boundaries of the
modern State: with Machiavelli and Hobbes, it is discussed the production of the
State in spatio-temporal articulations. Then, the chapter dedicated to Kant claims
that subject, State and system are epicenters of modernity and that in Kant are
expressed, in even more complexity, both the aporias between Montaigne and
Descartes and between Machiavelli and Hobbes. Working in the limits, origins
and ends, of these epicenters, the interpretation proposed of the Kant’s three
critiques and of his political writings aims at interpreting him as the highest
expression of modernity’s insoluble contradictions in the relation between the
universal and the particular. This text’s perspective works in the intimate
imbrications among modern subject, modern State and modern international
system. Only this way can consolidate its central claim that could be formulated
as follows: politics is the production of limits, boundaries and subjectivities in the
interaction with otherness. At the end, the text intends to provide with many
conscious and unconscious openings, without losing sight that many closures will
also be promoted, consciously and unconsciousl
"Sociedade civil global": agentes não estatais e espaço de interação na sociedade política "Global civil society": non-state agents and space of interaction in political society
O presente artigo visa compreender o conceito de sociedade civil global, a partir de um diálogo entre o construtivismo em Relações Internacionais e o pensador francês Michel Foucault. Dividido em três seções seguidas por uma conclusão, o texto almeja inserir-se em um espaço acadêmico de profunda contestação das bases filosóficas que permeiam as teorias convencionais nas ciências sociais e, em especial, nas Relações Internacionais. A primeira seção dedica-se à discussão acerca da sociedade civil global como espaço de interação agente-estrutura; na seção subsequente, ao conceito como um conjunto heterogêneo de agentes não estatais de escopo global. A terceira seção funde as duas partes da definição. Assim, propõem-se duas dimensões definidoras da sociedade civil global: na primeira, como espaço político; na segunda, como conjunto de agentes de características específicas. Por fim, uma breve conclusão encerra o texto - mas não a polêmica da discussão. Conclui-se que o contexto contemporâneo é marcado por uma complexidade de tal magnitude que torna urgente uma abordagem que evite oposições binárias e fronteiras ontológicas naturalizadas e reificadas, estando, assim, apta a interpretar de maneira mais adequada as relações sociais e políticas atuais.This article aims at understanding the concept of global civil society, from a dialogue between constructivism in International Relations and the French thinker Michel Foucault. Divided in three sections, followed by a conclusion, the text intends to insert itself in an academic space of a profound contestation concerning the philosophical basis of the conventional theories in the social sciences and, specially, in International Relations. The first section is dedicated to the discussion about global civil society as a space of agent-structure interaction; the next section treats the concept as a heterogeneous set of non-state agents of global scope. The third section fuses the two parts of the definition. This way, two defining dimensions of global civil society are proposed: in the first one, a political space; in the second, a set of agents with specific characteristics. Lastly, a brief conclusion ends the text - but not the polemics involved in the discussion. It's concluded that the contemporary context is marked by a huge complexity, so that it becomes urgent an approach that precludes binary oppositions, and naturalized and reified ontological boundaries, thus being able to interpret in a more adequate way the actual social and political relations
