Strategies for Healthcare Disaster Management in the Context of Technology Innovation: the Case of Bulgaria
In Bulgaria, integrating technology and innovation is crucial for advancing sustainable healthcare disaster management, enhancing disaster response and recovery, and minimizing long-term environmental and social impacts. The purpose of the study is to assess the impact of modern technological innovations on the effectiveness of disaster management in health care in Bulgaria with a focus on Health Information Systems (HIS), Telemedicine, Telehealth, e-Health, Electronic Health Records, Artificial Intelligence (AI), Public Communication Platforms, and Data Security and Privacy. These innovations, when integrated effectively, can significantly strengthen Bulgaria's preparedness and response capabilities, improving efficiency and reducing the environmental footprint of disaster interventions. Collaboration with technology experts, research institutions, and international organizations is essential for successful implementation. The research aims to assess how these technologies can enhance disaster management efficacy, adopting a methodical approach using Systematic Literature Reviews (SLRs). Systematic Literature Reviews (SLRs) utilize precise criteria for research selection and evaluation to reduce bias, systematically compiling and analyzing data from various studies to offer evidence-based insights. They are crucial for uncovering research gaps, indicating areas needing further exploration. Findings highlight the transformative potential of technology integration in streamlining communication, data management, and operational efficiency. The study underscores the urgent need for an integrated approach and a culture of innovation within the healthcare sector, emphasizing ongoing assessment and adaptation of technology-based strategies. While acknowledging limitations and calling for further research, the study provides valuable insights into Bulgaria's healthcare disaster management strategies and sets the stage for future investigations to refine and expand upon these strategies. It advocates for a strategic framework guiding the efficient integration of technology into disaster management, aiming for resilient and patient-centric healthcare systems

The problem of targeted financing of economic sectors is considered. The method of targeted financing of sectors of the economy through investment in innovative development is proposed. On the basis of statistical data on the performance indicators of the sectors of the economy, the calculation of indicators of their innovative potential was carried out, based on the volume of sold innovative products (goods, services) by type of economic activity. In order to stimulate sectors of the economy by investing in innovative development, it is proposed to introduce targeted financing of the latter. The problem of quantitative assessment of targeted financing of economic sectors by means of investment in innovative development based on an integrated approach has been solved. According to the results obtained, sectors of the economy that are identified as the most risky and have the potential for innovative development fall under targeted financing.
The proposed technique was tested by an experimental method. On the basis of an integrated approach for the indicators of the riskiness of the economic sector and the indicator of the innovative potential of the economic sector, targeted financing for 3 sectors of the economy (namely: P, N, M, L and J) was determined. Sector P will receive more targeted funding, while sectors N, M, L and J will receive less targeted funding, respectively. The size of these parts will be 47.30Β %, 22.31Β %, 13.48Β %, 9.56Β % and 7.34Β %, respectively, of 100Β % S.
The results of the study are of practical interest for government bodies (local, territorial, etc.) in the distribution of funds according to the vector of targeted financing of sectors of the economy through investment in innovative development. Context-Scanning Strategy in Temporal Reasoning
This paper presents a method for temporal reasoning based on context-scanning rules. The method uses exclusively linguistic markers (tensed forms, temporal and non-temporal adverbials, interjections, particular syntactic structures) which allow to carry out temporal reasoning centred on the act of utterance. Due to the information extracted from the analysed texts, the method is capable to identify aspecto-temporal values in isolated utterances but also temporal structures of larger text units. The aspecto-temporal information receives formal representation in combinatory logic which allows its machine processing
