Foreign Experience of Staffing of the National Police of Ukraine at the Regional Level and the Possibility of its use / Tetiana Evgeniivna Kaganovska, Kostiantyn Leonidovych Buhaichuk, Volodymyr Mykolaiovych Vasyliev, Vitalii Oleksandrovych Serohin // Amazonia Investiga. - 2020. - № 9 (25). - P. 500-506. -Відмічається про доцільність врахування зарубіжного досвіду в сфері кадрового забезпечення Національної поліції України, зокрема як позитивного, так і негативного. Така необхідність обумовлена тим, що в багатьох країнах Європи та світу поліція успішно функціонує вже протягом багатьох років, в той час як в Україні даний правоохоронний орган знаходить на стадії свого становлення та розвитку. Зазначається, що у кожній країні відповідна модель управління поліцією та її кадровим забезпеченням формується з урахуванням історичних передумов, національного досвіду реформування правоохоронних органів, особливостей правового, політичного, соціального, економічного та інших чинників. Проаналізовані такі моделі управління поліцією та її кадровим забезпеченням, як: 1) централізовану (континентальну); 2) децентралізовану; 3) напівцентралізовану (комбіновану). Визначено доцільним під час удосконалення кадрового забезпечення Національної поліції на регіональному рівні враховувати європейський стандарт децентралізації як механізму ефективного управління органами поліції. Пояснюється це тим, що врахування принципу децентралізації дає можливість прийняти більш виважені рішення, оскільки беруться до уваги потреби конкретного регіону країни. Констатовано, що в Україні має місце комбінована (напівцентралізована) модель управління поліцією та її кадровим забезпеченням. Позитивною визнана процедура відбору та прийняття кандидата на службу в поліції в Польщі, яка є багатоступеневою. Такі процедури відбору є не лише важливим інструментом ефективного кадрового забезпечення поліції, але й антикорупційної політики. Акцентовано увагу, що важливе значення в процесі розвитку кадрового забезпечення поліції має становлення професійної ідентичності, професійної свідомості, професійної компетентності поліцейських. Мета статті полягає в тому, щоб проаналізувати та розкрити роль зарубіжного досвіду кадрового забезпечення поліції на регіональному рівні, а також визначити можливі напрями його використання в Україні. Під час написання статті використано загальнонаукові методи пізнання (аналіз, індукція, дедукція) та спеціальні методи (діалектичний, формально-логічний, порівняльно-правовий).The desirability of taking into account of foreign experience, both positive and negative, in the sphere of staffing of the National Police of Ukraine is noted. Such necessity is based on the fact that in Ukraine this law enforcement agency is at the stage of its formation and development. It is noted that in each country the appropriate model of police management and its staffing is formed taking into account historical background, national experience of law enforcement reform, features of legal, political, social, economic and other factors. The following models of police management and staffing are analyzed: 1) centralized (continental); 2) decentralized; 3) semi-centralized (combined). It is considered appropriate to take into account the European standard of decentralization as a mechanism for effective management of police bodies in the process of improving the staffing of the National Police at the regional level. This is explained by the fact that the principle of decentralization makes it possible to take more informed decisions, since the needs of a particular region of the country are taken into account. It is stated that in Ukraine there a combined (semicentralized) model of police management. The procedure, which is now multi-level, for selecting and accepting a candidate for police service in Poland is positive. It is emphasized that the formation of professional identity, professional consciousness, professional competence of police officers is of great importance in the process of development of police staffing. The purpose of the article is to analyze and reveal the role of foreign experience in police taffing at the regional level and to identify possible ways of its use in Ukraine. During the writing of the article, general scientific methods of cognition (analysis, induction, deduction) and special methods (dialectical, formal-logical, comparative-legal) were used.Отмечается о целесообразности учета зарубежного опыта в сфере кадрового обеспечения Национальной полиции Украины, в частности как положительного, так и отрицательного. Отмечается, что в каждой стране соответствующая модель управления полицией и ее кадровым обеспечением формируется с учетом исторических предпосылок, национального опыта реформирования правоохранительных органов, особенностей правового, политического, социального, экономического и других факторов. The Analysis of Running Efficiency of Valve Units in Differential Mortar Pump

The object of research is a differential mortar pump with a horizontal pump column, designed for pumping construction mortars of various mobility to the places of their mechanized application to the treated surfaces. To its disadvantages should be attributed insufficiently studied mechanism of formation of return leakage of the mortar, which directly depends on the value of the angle of closure of the valves.As methods of research, methods of physical and mathematical modeling, similarity theory, as well as a personal computer for computation and presentation of their results are used.The issues allowing to estimate the efficiency of the differential mortar pump operation with the horizontal arrangement of the pump column for the efficiency of their valve units are considered. The possibility of estimating the operation of valve assemblies according to the angle of their operation is considered. The calculation procedure is based on the analysis of the design of the valve assemblies and the determination of the time of their opening and closing. Separately, both suction and discharge valves are considered from the point of view of the sequence of their opening – closing and minimizing their operating time. The time of their operation is usually determined based on the speed of the mortar passing through the valve assembly.The operating angle is considered as a universal index that allows comparing pumps of different designs with different technological characteristics and allowing to improve their design, achieving a reduction of this index.In addition, the reasons allowing to influence the reduction of the closing time of the valve without degrading the technological characteristics of the mortar pump itself are considered.The diagrams of the mortar pump are constructed, along which the real angles of operation of the valve assemblies are determined. The results of the comparison testify to the correspondence between theoretical (16.8º) and practical (17.3º) data and the possibility of using numerical values of the valve response angle as an indicator of the efficiency of the mortar pump as a whole
