Current State of Criminal Legislation and Law Enforcement Practice on Parole in the Russian Federation and the Republic of Lithuania
The paper aims to reveal the features of the current norms of criminal legislation and the law enforcement practice on parole in Russia and the Republic of Lithuania. Some scholars (P. N. Panchenko, S. I. Kurganov, V. I. Radchenko, et al.) see the essence of punishment in coercion. This is fully consistent with Article 43 of the Criminal Code of the Russian Federation, according to which punishment is a measure of state coercion. Coercion is a necessary feature of criminal punishment since it is usually carried out against the will of the punished person, who is obliged to obey the courtβs decision. Another group of authors (M. V. Yuyukina, Yu. I. Skuratov, V. M. Lebedev, I. Ya. Kozachenko, and Z. A. Neznamova) indicate the presence of state coercion but do not highlight it as essential. The author analyzes the legal nature of parole, including a comparison with the positions of law enforcement. The author substantiates the position that parole terminates the legal relationship associated with the execution of the sentence and imposes obligations of probationary nature on the convicted person. Prevention of thrombohemorrhagic postoperative complications in patients with benign prostatic hyperplasia
AIM: To improve the results of surgical treatment of benign prostatic hyperplasia.MATERIALS AND METHODS: The study investigated the effectiveness of a comprehensive preoperative preparation of patients with benign prostatic hyperplasia. The clinical efficacy of traditional methods of preoperative preparation (compression bandaging of the lower extremities during surgery and in the postoperative period and Fraxiparine at a prophylactic dose) was compared with the same preoperative protocol used in combination with intravenous laser blood irradiation. The explored parameters included changes in clinical and laboratory coagulation indices and prostatic blood flow measured by Doppler sonography. The real time visualization was used to assess the effect of intravenous laser irradiation of blood on the morphofunctional state of platelets.CONCLUSION: The study findings showed a high effectiveness of intravenous laser blood irradiation in preoperative preparation of patients with benign prostatic hyperplasia. It was found to reduce the incidence of thrombotic events by 6% and hemorrhagic complications by 4.9% (p<0.05)

Radiation resistance of Tiβ20Zr alloy in microcrystalline and nanocrystalline state
In this work we studied structure of Tiβ20Zr alloy in recrystallized and nanocrystalline conditions before and after irradiation by ZrΒ³βΊ ions with energy 1.8 MeV to 80 dpa at 500Β° C. By transmission electron microscopy methods it was showed that irradiation of the alloy in the recrystallized state induced formation of c type dislocation loops, which are common characteristic of accelerated radiation-growth of the materials with hcp lattice. Irradiation of the nanostructured material leads to an isotropic increase in the grain size (from 49 nm to 146 nm); the signs of accelerated radiation-growth were not detected
Studying of Crimean Hemorrhagic Fever Natural Focality in the Republic of Ingushetia
Presented are the results of epizootiological and epidemiological monitoring of Crimean hemorrhagic fever (CHF) in the territory of the Republic of Ingushetia. 6 cases of CHF were registered and confirmed during 5 years (2004-2008), 3 (50 %) of them being fatal. 5 species of ixodic ticks were shown to be infected with Crimean hemorrhagic fever virus of which 67,7 % were ticks Boophilus annulatus. CHF virus antigen and specific antibodies were detected in great and small cattle. Specific antibodies in titres 1:800 - 1:1600 were found in blood serum of donors. Data received confirmed the presence of CHF natural focus in the territory of the Republic of Ingushetia
