    Foreword: Federalism Points and the Sometime Recognition of Essential Federal Power

    For some time now, a narrow but persistent majority of the Supreme Court has undertaken the project of circumscribing federal power. Marching under the banner of state sovereignty, this majority has attacked the flanks of congressional power in at least three areas: its enumerated powers, its power to direct the state administration of federal programs, and its power to abrogate state immunity from suit. During the October Term 2011, the battle over the appropriate balance of federal power and state sovereignty continued in earnest on all three fronts. This Foreword examines the Court’s 2011 term to find those points where contested federal power was upheld and reinforced and those where state sovereignty prevailed. These points tell us a great deal about the current state of affairs and the nature of the Court’s ongoing conflict, revealing that while some important federal strongholds held well, the state sovereignty forces rather clearly advanced further, though not always in lockstep either substantively or strategically

    Od početka svjetske gospodarske i financijske krize EU bilježi niske razine ulaganja. Potrebni su zajednički i usklađeni napori na europskoj razini kako bi se taj negativni trend promijenio i kako bi Europa počela bilježiti stabilan gospodarski oporavak, što je glavni prioritet Junckerove Komisije. Plan ulaganja za Europu ima tri cilja: uklanjanje prepreka za ulaganja jačanjem jedinstvenog tržišta, osiguravanje vidljivosti i tehničke pomoći projektima ulaganja te pametnije iskorištavanje novih i postojećih financijskih sredstava. Prema procjenama Europske komisije Planom ulaganja moglo bi se BDP-u EU-a osigurati dodatnih 330 do 410 milijardi EUR te otvoriti 1 do 1,3 milijuna novih radnih mjesta sljedećih godina. U EU-u postoji dostatna razina likvidnosti, ali privatni ulagači ne ulažu koliko je potrebno zbog nedostatka povjerenja i nesigurnosti, a ima i drugih čimbenika. Stoga se to pitanje nastoji riješiti Planom ulaganja za Europu. U samom središtu plana je Europski fond za strateška investiranja(EFSU) kojim će se mobilizirati dodatna ulaganja u realno gospodarstvo u području infrastrukture, obrazovanja, istraživanja, inovacija, obnovljive energije i energetske učinkovitosti.Hrvatska je podržavajuči plan Europskog investiranja prijavila 77 projekata. Među tim projektima se nalaze oni koji su prihvatljivi za sufinanciranje iz fondova EU, uključujući i veliki popis projekata iz područja kohezija i konkurentnost za 2014.-2020. Vrijednost ulaganja hrvatskih projekata s Junckerove liste je 7.47 milijardi Eura.Since the beginning of the global economic and financial crisis, the EU notes the low level of investment. Requires common and coordinated efforts at European level to this negative trend changed and that Europe began to record steady economic recovery, which is the main priority Juncker Commission. Investment plan for Europe has three main objectives: removing barriers to investment by strengthening the single market, ensuring visibility and technical assistance projects of investment and better use of new and existing financial resources. According to estimates by the European Commission investment plan could be of GDP in the EU to provide an additional 330 to 410 billion, and open from 1 to 1,300,000 new jobs in the coming years. In the EU there is a sufficient level of liquidity, but private investors are not as necessary because of the lack of confidence and uncertainty, but there are other factors. At the heart of the plan is the European Fund for Strategic Investment (EFSU), which will mobilize additional investments in the real economy in the field of infrastructure, education, research, innovation, renewable energy and energy efficiency. Croatia is also supporting the plan of the European investment and has registered 77 projects. Among these projects are those which are eligible for co-financing from EU funds, including a list of projects in the field of "cohesion and competitiveness" of 2014th to 2020th. The value of investment projects of Croatian list is 7.47 billion euros

    Metastatic Malignant Melanoma of the Urinary Bladder: A Case Report and Review of Literature

    Objective: Metastatic malignant melanoma of the urinary bladder is extremely rare in clinical practice, herein, we review literature to demonstrate epidemiology, management and prognosis of this rare condition. Case presentation: A 57-year-old male with history of malignant melanoma of left big toe was referred to the urology division with the complaint of intermittent painless gross hematuria. Cystoscopy revealed multiple bladder masses, hence transurethral resection of bladder tumor was performed. Histologic and immunohistochemical examination revealed metastatic malignant melanoma involving urinary bladder mucosa. Conclusion: Suspicion of metastasis should be raised in a patient with urinary symptom, especially if the history of malignant melanoma is present. Cystoscopy and biopsy is recommended if metastatic disease is suspected. While long-term survival is poor, management should be individualized according to the patient’s conditions, symptoms and severity of disease
