The Work Programme: a new public governance policy or a continuation of new public management?
Since the 1970s, the governance of labour market policies in the UK has been characterised by New Public Management (NPM) traits and since the late 1990s the welfare system has experienced a trend towards activation. The current Coalition Government has maintained this focus on activation and the national welfare-to-work strategy for the long-term unemployed, the Work Programme, follows a similar pattern to that of previous programmes, although novel elements aim to tackle some of the criticism of previous policies. It has been argued that this increased shift towards activation-focused welfare policies is changing the governance of public policy towards the adoption of a new model inspired by partnership working and synonymous with New Public Governance. This paper, through documentary evidence and qualitative interviews, compares the Work Programme with previous policies with regards to three operational aspects -marketisation, service operation, and performance payment- and situates it within governance typologies
Evaluation of the Working for Families Fund (2004-2008) - Research Findings
This report summarises the Final Evaluation Report of the Working for Families Fund (WFF) programme from 2004-08. It was carried out by the Employment Research Institute, Napier University, Edinburgh, for the Scottish Government over this period. Over the four years the budget for WFF was £50 million, a total of 25,508 clients were registered, 53% of all clients (13,594) achieved ‗hard‘ outcomes, such as employment, and a further 13% (3,283) achieved other significant outcomes

WFF was established to invest in new initiatives to improve the employability of parents who have difficulties in participating in the labour market, specifically in employment, education or training. The Fund supported these parents through helping them find sustainable childcare solutions and through providing or accessing other relevant employability-related services. In rural areas, barriers created by poor transport, limited services and the lack of a critical mass of clients were also particularly important. WFF contributes to the Scottish Executive's Closing the Opportunity Gap approach to tackling poverty and disadvantage, by improving rates of employment and economic activity, and to its commitment to eradicating child poverty within a generation

Auditorías reglamentarias del sistema preventivo empresarial = Regulatory audits of the business preventive system
La Ley Prevención de Riesgos Laborales introduce la obligatoriedad para ciertas empresas de auditar su sistema preventivo, imponiéndoles lo que se ha venido a calificar como auditorías reglamentarias. Estas auditorías son ideadas por el legislador como un medio para evaluar la corrección y eficacia de aquel sistema preventivo, permitiendo avanzar en pos de la mejora permanente de los niveles de protección. La auditoría, que en su condición de instrumento gestor, va más allá de una simple obligación legal, constituye una herramienta para ayudar a la integración de la prevención en el núcleo y la marcha cotidiana de la entidad. Es un mecanismo de gestión destinado a la evaluación sistemática, documentada, periódica y objetiva del sistema empresarial de gestión preventiva, para proporcionar una imagen fiel del mismo que permita comprobar su eficacia, efectividad y fiabilidad, así como si es adecuado de cara a alcanzar la política y los objetivos de la organización en la materia. Detecta deficiencias que pueden dar lugar a incumplimientos normativos, pero también orienta la adopción de decisiones dirigidas al perfeccionamiento y mejora del sistema. En este trabajo se identifica el marco normativo aplicable a estos controles externos (y su posible convivencia con otros no exigidos en la norma) y se describen sus objetivos, metodología y características, así como la cualificación y requisitos que deben concurrir en los auditores y en las entidades auditoras

Solución de problemas no lineales con restricciones usando DIRECT y una función lagrangeana aumentada
Dissertação de mestrado em Engenharia IndustrialEn este trabajo se realiza un breve estudio sobre la optimización no lineal, en una
pequeña clasificación de los diferentes tipos de funciones centrándonos en problemas
con y sin restricciones; además de los métodos que se utilizan en la resolución de
dichos problemas.
Para la realización de nuestro trabajo llevamos a cabo el estudio y utilización del
algoritmo DIRECT [5], que es un método determinista de optimización global. DIRECT
comienza la búsqueda del mínimo global dividiendo su espacio (dominio) en partes
rectangulares y lo repite continuamente en determinadas iteraciones hasta llegar al
punto óptimo.
El uso de la aplicación de DIRECT se desarrolla en primer lugar en problemas de
optimización con restricciones del tipo de límites simples (problemas Dixon&Szego
[3]), dentro de los cuales representaremos más detalladamente la función Camel.
En segundo lugar utilizamos DIRECT para resolver problemas con restricciones
del tipo igualdad y desigualdad (conjunto de problemas g), a través de la utilización de
métodos basados en la función Langrangeana aumentada.
La idea central es resolver el problema de optimización con restricciones a través
de la resolución de una sucesión de sub-problemas más simples, esos problemas
apenas con restricciones de límites en las variables. La utilización de la función
Lagrangeana aumentada en un método de penalización tiene como objetivo superar el
problema de mal condicionamiento de los sub-problemas sin restricciones. El éxito y la
eficiencia de los métodos de penalización basados en la función Lagrangeana
aumentada, teniendo como base los métodos de los multiplicadores [1].
Así, fue implementado el método de los multiplicadores basado en la función
Lagrangeana aumentada para resolver problemas con restricciones. En cada iteración,
es necesaria la resolución de un sub-problema, que fue realizado a través del método
DIRECT.
Por último, para evaluar el desempeño del método, este fue aplicado en una
colección de problemas g [7] y comparamos con la resolución de los mismos
problemas a través del método de los multiplicadores, más con el comando FMINCON
(de Matlab [10]) en la resolución de los sub-problemas.This paper provides a brief study on the area of nonlinear optimization, namely in
the classification of different types of functions focusing on problems with and without
constraints and, in addition, the methods used in solving these problems.
To carry out our work we study and use the DIRECT method [5], that is a
deterministic method of global optimization. DIERCT begins the search for global
minimum by dividing the space (domain) into rectangular parts and continuously repeat
it along the iterations to reach the optimal point.
First using the DIRECT has been applied to solve bound constrained optimization
problems (the Dixon&Szego problems [3]), where a more detailed explanation have
been carried out to the Camel function.
Second, to solve problems with equality constraints and inequality type (problems
g), through the use of methods based on augmented Langrangian functions.
The central idea is to solve the constrained optimization problem via solving a
sequence of simpler sub-problems, called simple bound problems. The subproblems
are based on an augmented Lagrangian function. The use of an augmented
Lagrangian function in a penalty method aims to overcome the problem of illconditioning
of the sub-problems without constraints. It has been shown through years
the success and efficiency of penalty methods based on augmented Lagrangian
functions, that are based on the multipliers method [1].
Hence, a multipliers method based on an augmented Lagrangian function has
been implemented to solve constrained problems. In each iteration, is necessary to
solve a subproblem that will be done by the DIRECT method.
Finally, to evaluate the performance of the implemented method, we solve a subset
of the collection of gs problems [7] and compared with the multipliers method but with
the FMINCON command (from Matlab [10]) when solving the subproblems

Publicado em CD-ROMEn este trabajo se pretende hacer la resolución de problemas no lineales con restricciones a través de la utilización del algoritmo DIRECT y de una función Langrangeana aumentada. DIRECT es un método deterministico de optimización global.
Ha sido hecha una extensión de DIRECT para resolver problemas con restricciones de tipo igualdad y desigualdad, a través de la utilización de métodos de penalización basados en la función Langrangeana aumentada, teniendo como base los métodos de los multiplicadores.
La idea central es resolver el problema de optimización con restricciones a través de la resolución de una sucesión de sub-problemas más simples, esos problemas apenas con restricciones de límites simples, que serán resueltos por DIRECT.
Por último, para evaluar el desempeño del método, fue aplicado el método en un conjunto de problemas bien conocidos de optimización global y comparado con otras estrategias
Promoting Investment and Increasing Employment among the Economically Inactive – A Review of Best Practice
This report sets out the findings from a study into strategies that link the promotion of investment and the employment of economically inactive groups. The aim is to ascertain current practice in 10 relevant countries (Australia; Belgium; Denmark; Finland; Germany; the Netherlands; New Zealand; Slovenia; Spain; USA plus Great Britain) and their transferability to the Northern Ireland (NI) policy and labour market context. The study was carried out by the Employment Research Institute at Edinburgh Napier University on behalf of the Department of Trade, Enterprise and Investment in NI (DETI)
