    Auctions for private congestible infrastructures

    This paper investigates regulation by auctions of private supply of congestible infrastructures in two networks settings: 1) two serial facilities, where the consumer has to use both in order to consume; and 2) two parallel facilities that are imperfect substitutes. There are four market structures: a monopoly and 3 duopolies that differ in how firms interact. The effects of an auction depend on what the bidders compete. With a bid auction, the bidders compete on how much money they transfer to the government. This auction leads to the same outcome as the unregulated game (for a given market structure), since this gives the maximum profit to transfer. An auction on the capacity of a facility leads to an even lower welfare than no regulation, because firms set very high capacities and usage fees. Conversely, an auction on generalised price or number of users leads to the first-best outcome. Moreover, these two auctions are robust: they attain the first-best regardless of whether the facilities are auctioned off to a single firm or to two firms, and for all market and network structures. On the contrary, the performances (relative to the first-best) of the bid and capacity auctions strongly depend on these considerations

    Inclusivity in online direct participation platforms

    Moving direct citizen participation away from the townhouse and onto online platforms is considered to be an effective government strategy for involving a larger and more diverse group of citizens in decision-making and thereby making participation more inclusive. However, this claim is not yet supported by evidence, and neither has it been explored whether and how government can design online platforms that are more likely to attract participants from diverse groups. To fill this gap, this dissertation explores how the design of online participation platforms influences the inclusivity of online direct participation.In this dissertation, administrative and digital trace data are used to evaluate inclusivity in online participation, and through a field experiment it is established that design choices can indeed affect who participates. To make impactful design choices, it is necessary to understand what factors influence whether citizens participate in online platforms. By studying intentions to participate from the perspective of citizens, this dissertation finds that influential beliefs in the participation decision vary for citizens from diverse sociodemographic groups. These insights help to explain why online platforms do not solve all issues for inclusivity in direct participation, and provide suggestions for design choices that may activate harder to reach groups.The politics and administration of institutional chang

    Gas explosions constitute a major hazard for offshore gas and oil producing installations. A gas explosion is the consequence of an accidental release of a flammable gas, the mixing with air and a subsequent ignition. Under appropriate boundary conditions the resulting flame propagation process may develop explosive combustion and damaging blast loadings. In spaces containing a lot of equipment, this is a particular problem and a small quantity of fuel may be sufficient to give rise to the development of high explosion overpressures.     Private road networks with uncertain demand

    We study the efficiency of private supply of roads under demand uncertainty and evaluate various regulatory policies. Due to demand uncertainty, capacity is decided before demand is known but tolls can be adjusted after demand is known. Policy implications can differ from those under deterministic demand. For instance, for serial links, the toll in the second-best zero-profit case is no longer equal to the marginal external congestion cost. In the first-best scenario, the capacity under uncertain demand is higher than that under deterministic demand of the same expected value, though self-financing still holds in expected terms. Regulation by perfect competitive auction cannot replicate the second-best zero-profit result and thus leads to a lower welfare, whereas without uncertainty, various forms of competitive auctions can attain this second-best optimum. For more complex networks, when private firms add capacity in turn, contrary to the case without demand uncertainty, some forms of auction perform better than others with demand uncertainty

    On the Existence and Uniqueness of Equilibrium in the Bottleneck Model with Atomic Users

    This paper investigates the existence and uniqueness of equilibrium in the Vickrey bottleneck model when each user controls a positive fraction of total traffic. Users simultaneously choose departure schedules for their vehicle fleets. Each user internalizes the congestion cost that each of its vehicles imposes on other vehicles in its fleet. We establish three results. First, a pure strategy Nash equilibrium (PSNE) may not exist. Second, if a PSNE does exist, identical users may incur appreciably different equilibrium costs. Finally, a multiplicity of PSNE can exist in which no queuing occurs but departures begin earlier or later than in the system optimum. The order in which users depart can be suboptimal as well. Nevertheless, by internalizing self-imposed congestion costs individual users can realize much, and possibly all, of the potential cost savings from either centralized traffic control or time-varying congestion tolls

    Inclusivity in online platforms: Recruitment strategies for improving participation of diverse sociodemographic groups

    Governments are increasingly implementing smart and digital approaches to promoting citizen participation. However, whether online participation platforms are tools that improve inclusivity in citizen participation remains underexplored. To address this gap, this article focuses on the role of recruitment messages and their effect on participation in an online participation platform by gender and age. A field experiment with a neighborhood census sample (N = 6,066) shows that online participation dips for younger and older citizens and is equal among women and men. For the age groups between 60 and 75, differences in the control and intervention recruitment messages significantly impacted participation. These findings can help public managers tailor recruitment strategies to facilitate inclusive participation and represent a first step toward learning what types of messages are effective for whom.Algorithms and the Foundations of Software technolog

    ABSTRACT. Increased fecal bile acid loss in cystic fibrosis (CF) may result from ileal dysfunction. A method to quantitate in vitro Na+‐dependent taurocholate uptake into brush border membrane vesicles prepared from frozen ileum and ileal biopsy specimen is described. This transport across the ileal brush border membrane can be measured selectively, in contrast to in vivo measurements which represent a complex overall process.     Urban Green Parks for Long-term Subjective Well-being: Empirical Relationships between Personal Characteristics, Park Characteristics, Park Use, Sense of Place, and Satisfaction with Life in the Netherlands

    As our living environment is becoming increasingly urbanized, this puts the livability, health, and quality of life in cities under pressure. Due to the urbanization process, urban green spaces are under threat of becoming scarce, while it is recognized that these green spaces can positively contribute to the subjective well-being of citizens. It is thus important to maximize the use and benefits derived from green spaces by designing them as positively experienced places. The aim of this research is to gain more empirical insights on the relationships between personal and park characteristics, park use behavior, sense of place, and park visitors’ long-term subjective well-being (i.e., life satisfaction). An online questionnaire was administered to participants in two medium-sized cities in The Netherlands, namely Eindhoven and ‘s-Hertogenbosch. Data were analyzed using a structural equation model. The results of this study show that the appreciation of facilities and the absence of disturbances positively influence the use and sense of place of a park. Furthermore, the findings show that sense of place has a positive influence on life satisfaction. The findings can be used by designers and policy-makers as guidelines to improve existing parks or to design new parks that support the subjective well-being of individuals in The Netherlands
