    Two paradigms for religious representation: The physicist and the playground

    In an earlier issue, I argue (2014) that psychology and epistemology should distinguish religious credence from factual belief. These are distinct cognitive attitudes. Levy (2017) rejects this distinction, arguing that both religious and factual “beliefs” are subject to “shifting” on the basis of fluency and “intuitiveness.” Levy’s theory, however, (1) is out of keeping with much research in cognitive science of religion and (2) misrepresents the notion of factual belief employed in my theory. So his claims don’t undermine my distinction. I conclude by suggesting some approaches to empirically testing our views

    Imagining stories: attitudes and operators

    This essay argues that there are theoretical benefits to keeping distinct—more pervasively than the literature has done so far—the psychological states of imagining that p versus believing that in-the-story p, when it comes to cognition of fiction and other forms of narrative. Positing both in the minds of a story’s audience helps explain the full range of reactions characteristic of story consumption. This distinction also has interesting conceptual and explanatory dimensions that haven’t been carefully observed, and the two mental state types make distinct contributions to generating emotional responses to stories. Finally, the differences between the mental states illuminate how a given story can be both shared with others and at the same time experienced as personal

    Hospital benchmarking analysis and the derivation of cost indices

    This paper reports work undertaken for the UK Department of Health to explore approaches to measuring and comparing hospital productivity. The purpose of the cost indices produced in this paper has been to use them to derive productivity scores for English NHS Trusts in order to benchmark them against one another to help identify poorer performers. The work builds on previous deterministic ‘efficiency indices’ by using statistical regression adjustment techniques. This work describes the derivation of three cost indices (CCI, 2CCI and 3CCI), each with increasing adjustment in terms of case mix, factor prices and environmental factors. The analysis uses data for the year 1995/6 and specifically examines acute Trusts. The CCI cost index is a deterministic index that takes into account case mix as measured by Healthcare Resource Groups (HRGs) and inpatient, first outpatient and accident and emergency (A & E) activity. It is a weighted index of actual / expected costs where expected costs are measured as average national costs per respective attendance. 2CCI takes factors into account such as additional adjustments for case mix, age and gender mix, transfers in and out of the hospital, inter-specialty transfers, local labour and capital prices and teaching and research costs for which Trusts might be over or under compensated. The 3CCI makes additional adjustments over and above those in the 2CCI for hospital capacity, including number of beds, and number of sites, scale of inpatient and non-inpatient activity and scope of activity. It therefore tries to capture institutional characteristics amenable to change in the long, but not the short run. 2CCI and 3CCI indices are obtained from a short-run regression model using CCI as the dependent variable, and productivity scores are obtained from the residuals of the regressions. The results suggest that the statistical adjustments reduce estimates of productivity variation between providers considerably, such that there is relatively little difference between providers in terms of fully adjusted (short-run) productivity scores (3CCI). This suggests that savings from bringing poorer performers up to those with higher productivity scores, may in fact be quite small. In the long run there may be more scope for productivity enhancement and savings than in the short run, by optimising capacity and activity levels. Productivity benchmarking results should always be tempered against judgements on the quality and effectiveness of service provision which these indices are currently unable to measure. Implicitly equating high cost to inefficiency, as these indices do, may also be problematic. The paper suggests that the use of panel data and the application of alternative methodologies (such as stochastic frontiers and Data Envelopment Analysis) would be a valuable way to extend this work.cost index, productivity

    Measurement of dry deposition to bulk precipitation collectors using a novel flushing sampler

    Bulk precipitation samplers, which are continuously open, also sample gases and particles deposited on the funnel surface. Wet-only samplers, which open only during precipitation, avoid this problem, but can be bulky (leading to disruption of air flow and droplet collection) and need electrical power. We describe here a simple battery-powered modification to a standard bulk sampler that allows the separate measurement of deposition to the funnel surface and wet deposition by washing the funnel surface when precipitation is detected. Comparison of this design with a standard bulk sampler over 3 months at a site in eastern Scotland showed that dry deposition to the funnel surface contributed around 20% of sulphate, 20-30% of nitrate and 20-40% of ammonium ions. There was also a significant loss of ammonium and nitrate in the modified sampler, presumably in the tubing, even though a biocide had been added to the sample bottles. This observation has implications for bulk samplers of similar design, with a sample bottle at ground level. Deposition of sea salts and calcium was greater to the flushing collectors than to the bulk collectors, implying that regular cleaning of funnel surfaces with 10% methanol solution subtly alters the capture efficiency for larger particles

    Implications of Spatially Variable Costs and Habitat Conversion Risk in Landscape-Scale Conservation Planning

    ‘‘Strategic habitat conservation’’ refers to a process used by the U.S. Fish and Wildlife Service to develop cost-efficient strategies for conserving wildlife populations and their habitats. Strategic habitat conservation focuses on resolving uncertainties surrounding habitat conservation to meet specific wildlife population objectives (i.e., targets) and developing tools to guide where conservation actions should be focused on the landscape. Although there are examples of using optimization models to highlight where conservation should be delivered, such methods often do not explicitly account for spatial variation in the costs of conservation actions. Furthermore, many planning approaches assume that habitat protection is a preferred option, but they do not assess its value relative to other actions, such as restoration. We developed a case study to assess the implications of accounting for and ignoring spatial variation in conservation costs in optimizing conservation targets. We included assumptions about habitat loss to determine the extent to which protection or restoration would be necessary to meet an established population target. Our case study focused on optimal placement of grassland protection or restoration actions to influence bobolink Dolichonyx oryzivorus populations in the tallgrass prairie ecoregion of the north central United States. Our results show that not accounting for spatially variable costs doubled or tripled the cost of meeting the population target. Furthermore, our results suggest that one should not assume that protecting existing habitat is always a preferred option. Rather, our results show that the balance between protection and restoration can be influenced by a combination of desired targets, assumptions about habitat loss, and the relative cost of the two actions. Our analysis also points out how difficult it may be to reach targets, given the expense to meet them. We suggest that a full accounting of expected costs and benefits will help to guide development of viable management actions and meaningful conservation plans
