    Is the employed scholar free not to publish?:Limitations of disclosure rights in a comparative perspective

    The control of works produced by academics in the course of their employment is a controversial issue. This paper examines the protection offered to employed scholars who do not want to publish their work because of the fear that premature dissemination would damage their academic reputation. The right not to publish of employed scholars has been analyzed considering Anglo-American copyright law on the one hand, and French legislation on the other. Irrespective of the differences between these jurisdictions, both positions allow labour conditions to restrict the right not to publish. On top of the comparison of three legal systems, this paper investigates the question of whether the limitations on the right of disclosure conflict with article 15, paragraph 1 c of the International Covenant on Economic, Social and Cultural Rights ICESCR. Both Anglo-American and French copyright law are not fully consistent with the protection of moral interests offered by the ICESCR. The reason is that it depends on the labour conditions whether there exists any obligation on academic employees to publish. In the absence of this obligation, the employed scholar enjoys the freedom to decide not to publish. ICESCR does not allow these limitations of disclosure rights since article 15, paragraph 1 c does not refer to working conditions

    Thermal Brillouin noise observed in silicon optomechanical waveguide

    Stimulated Brillouin scattering was recently observed in nanoscale silicon waveguides. Surprisingly, thermally-driven photon-phonon conversion in these structures had not yet been reported. Here, we inject an optical probe in a suspended silicon waveguide and measure its phase fluctuations at the output. We observe mechanical resonances around 8 GHz with a scattering efficiency of 105m110^{-5} \, \text{m}^{-1} and a signal-to-noise ratio of 2. The observations are in agreement with a theory of noise in these waveguides as well as with stimulated measurements. Our scheme may simplify measurements of mechanical signatures in nanoscale waveguides and is a step towards a better grasp of thermal noise in these new continuum optomechanical systems.Comment: 11 pages, 4 figure

    Generalizing Refinement Operators to Learn Prenex Conjunctive Normal Forms

    Inductive Logic Programming considers almost exclusively universally quantied theories. To add expressiveness, prenex conjunctive normal forms (PCNF) with existential variables should also be considered. ILP mostly uses learning with refinement operators. To extend refinement operators to PCNF, we should first do so with substitutions. However, applying a classic substitution to a PCNF with existential variables, one often obtains a generalization rather than a specialization. In this article we define substitutions that specialize a given PCNF and a weakly complete downward refinement operator. Moreover, we analyze the complexities of this operator in different types of languages and search spaces. In this way we lay a foundation for learning systems on PCNF.     The strong nonlinear response of silicon photonic nanowire waveguides allows for the integration of nonlinear optical functions on a chip. However, the detrimental nonlinear optical absorption in silicon at telecom wavelengths limits the efficiency of many such experiments.     PosterVote:expanding the action repertoire for local political activism

    Online and digital technologies support and extend the action repertoires of localized social movements. In this paper we examine the ways by which digital technologies can support ‘on-the-ground ’ activist communities in the development of social movements. After identifying some of the challenges of deploying conventional voting and consultation technologies for activism, we examine situated political action in local communities through the design and deployment of a low-cost community voting prototype, PosterVote. We deploy PosterVote in two case studies with two local community organizations identifying the features that supported or hindered grassroots democratic practices. Through interviews with these communities, we explore the design of situated voting systems to support grassroots democratic practices and participation within an ecology of social action.
