    Abstract. This article covered some issues regarding the principles of administrative and legal regulation ofrestrictions on the rights and freedoms of a person and citizen in the Russian Federation and at the international level. The authors presented the definition of these principles and their system. Here, the main international acts, the Constitution and current legislation of the Russian Federation are analyzed, and the system of principles for legal consolidation and regulation of restrictions on human rights and freedoms is fixed. According to the research findings, conclusions were made on the role of legal principles in the administrative and legal regulation of legal restrictions.Keywords: legal restrictions, restriction of rights and freedoms of man and citizen, legality, proportionality

    Potential of sub-THz-wave generation in Li2B4O7 nonlinear crystal at room and cryogenic temperatures

    Due to their high optical damage threshold, borate crystals can be used for the efficient nonlinear down-conversion of terawatt laser radiation into the terahertz (THz) frequency range of the electromagnetic spectrum. In this work, we carried out a thorough study of the terahertz optical properties of the lithium tetraborate crystal (Li2B4O7; LB4) at 295 and 77 K. Approximating the terahertz refractive index in the form of Sellmeier’s equations, we assessed the possibility of converting the radiation of widespread high-power laser sources with wavelengths of 1064 and 800 nm, as well as their second and third harmonics, into the THz range. It was found that four out of eight types of three-wave mixing processes are possible. The conditions for collinear phase matching were fulfilled only for the o - e -o type of interaction, while cooling the crystal to 77 K did not practically affect the phase-matching curves. However, a noticeable increase of birefringence in the THz range with cooling (from 0.12 to 0.16) led to an increase in the coherence length for o-o-e and e-e-e types of interaction, which are potentially attractive for the down-conversion of ultrashort laser pulses

    In vivo quantification of the effectiveness of topical low-dose photodynamic therapy in wound healing using two-photon microscopy

    The effect of low-dose photodynamic therapy on in vivo wound healing with topical application of 5-aminolevulinic acid and methylene blue was investigated using an animal model for two laser radiation doses (1 and 4 J/cm2). A second-harmonic-generation-to-auto-fluorescence aging index of the dermis (SAAID) was analyzed by two-photon microscopy. SAAID measured at 60–80 μm depths was shown to be a suitable quantitative parameter to monitor wound healing. A comparison of SAAID in healthy and wound tissues during phototherapy showed that both light doses were effective for wound healing; however, healing was better at a dose of 4 J/cm2

    We present the thorough studies of dielectric properties of BiB3O6 (BIBO) crystal in the sub-THz range. We observe a large birefringence Δn = nZ −nX = 1.5 and the values of absorption coefficients of all three axes to be less than 0.5 cm−1. The difference from visible range in angle ϕ between the axes z and X is found to be more than 6°. The simulated phase-matching curves show the optimal value of the angle θ to be around 25.5°±1° for an efficient millimeter-wave generation under the pump of 1064 nm laser radiation

    Detection of hydrolases of different subclasses in cell-free fractions of Vibrio cholerae O1 and O139 serogroups using radial enzymatic diffusion in agarose gel

    Cholera remains an actual infection worldwide, which dictates the need for a comprehensive study of its pathogens and, in particular, their hydrolytic enzymes that interact with the cells of the macroorganism. We determined the presence of hydrolases from different subclasses in preparations of cell-free fractions obtained from 58 strains of Vibrio cholerae O1 and O139 serogroups of different epidemic significance and origins using radial enzyme diffusion in agarose gels with various substrates. The analysis revealed statistically significant differences in enzyme activity depending on the origin and epidemiological significance of the original strain. We found that preparations obtained from non-toxigenic strains had increased activity of proteases and chitinolytic enzymes, while those from toxigenic strains showed high activity of mucinases, lipolytic enzymes, and nucleases. These data can be applied in the microbiological diagnosis of cholera as an additional biochemical characterization of Vibrio cholerae strains, as well as contribute to the understanding of the role of enzymes in the pathogenesis and adaptation of cholera pathogens
