Policy Responses to External Shocks: The Experiences of Australia, Brazil and Chile

Open economies, particularly emerging markets and commodity-intensive economies, deal with large external shocks. Interestingly enough, policy reactions and policy set-ups may dampen or amplify the consequences of these shocks, affecting the magnitude of the shock. This paper revisits the recent experience of policy frameworks and reactions in three countries: Australia, Brazil and Chile. In particular, we analyse and evaluate alternative policy set-ups and policy reactions to the Asian crisis in the period 1997-98, and to the lower world growth and higher risk aversion in 2001-2002.

Ideación suicida, experiencias psicóticas subumbrales y síntomas depresivos: estudio de la naturaleza de sus relaciones a través del enfoque de redes en adolescentes de la provincia de Talca

98 p.Las experiencias psicóticas subumbrales (EPS) o subclínicas son comunes en población adolescente y suelen ser de carácter transitorio, aunque cuando no remiten, se asocian a mayor presencia de trastornos psiquiátricos y en algunos casos podría sospecharse de una posible etapa inicial del pródromo psicótico. La literatura indica que existe una relación entre las EPS y la ideación suicida, la que podría explicarse por factores de riesgo comunes, especialmente psicopatologías, ya que la mayoría de las personas que cometen suicidio tienen un trastorno mental diagnosticable. El objetivo del presente estudio es determinar la naturaleza de las relaciones entre las EPS, síntomas depresivos e ideación suicida durante la vida (SUICL) en población adolescente, a través de un modelo de red transdiagnóstico, que permite visualizar las relaciones complejas existentes entre experiencias tradicionalmente divididas en categorías diagnósticas, acercándose de forma más fidedigna a la presentación comórbida y heterogénea de la psicopatología. Se midieron estas variables con un instrumento de autorreporte desarrollado a partir de un set de cuestionarios (CAPE-P15, BQSPS, DASS-21 y C-SSRS). Los resultados indican que la relación entre las EPS y la ideación suicida no es específica y que se encuentra mediada por los síntomas depresivos. Por tanto, es posible concluir que la asociación entre las EPS e ideación suicida se debe a factores de riesgo comunes, entre los que se encuentran los síntomas depresivos, lo que contribuye a una mejor comprensión de los factores asociados con la ideación suicida, para la consecuente generación de formas de diagnóstico e intervención temprana. El general de sanidad militar Ezequiel Abente y Lago (1841-1923)

Biography of the Spanish Army doctor Ezequiel Abente y Lago (1841-1923). After completing his medical career at the University of Santiago de Compostela, he entered the medical corps of the Spanish Army as an assistant doctor, and he was repeatedly promoted while there until he finally attained the top position in the service. He was awarded several medals in acknowledgement for his medical merits both in war and peace periods. The former Military Hospital of Coruña was officially given his name in the year 1996, thus acknowledging his competent directorship of the hospital in the period of the repatriation from Cuba of wounded soldiers after the Spanish-American war of 1898.Biografía del médico del Cuerpo de Sanidad Militar Ezequiel Abente y Lago (1841-1923). Tras estudiar la carrera de medicina en la Universidad de Santiago, ingresó como ayudante médico en el ejército donde ascendió hasta ser el primero de su escala. Detecting Circular Economy Strategies in the Fourth Sector: Overview of the Chilean Construction Sector as Evidence of a Sustainable Business Model

An essential part of the economic and social system is the existence of sustainable companies worldwide. Despite the fact that the literature has described different kinds of innovations, organizations, and models regarding this topic, there is a need to understand the dynamics that occur within the fourth sector and how strategies and practices are working. In this study, construction companies presenting sustainable projects are identified, and the way in which they serve the community, stakeholders, and consumers is analyzed. The present article presents an epistemological search to recognize the best practices and strategies, which allows an understanding of the new circular economy strategies in the fourth sector. The authors show a conceptual approach regarding these actions and a methodology on the most notable techniques of the Circular Economic Strategy of Chile based on an investigation of documentary and comparative data. Data collection considered perceptions of construction practices regarding the circular economy and the specificity of each situation and reflected the actual production systems. We used simple random sampling to collect data in the scope of the study. The findings show the importance of some relational elements between companies that structure construction projects, supporting the impact of discovering specific variables in the different layers of sustainable management. In addition, results show how those responsible for construction projects understand sustainability as a preference, amplify the role of various factors in the work of the cultural and social ecosystems under consideration. CENTRAL BANK AUTONOMY: THE CHILEAN EXPERIENCE

A selective revision to the theoretical and empirical literature on macroeconomic performance and central bank autonomy, yields new evidence of the relationship between the latter and the passthrough coefficient from the exchange rate to inflation. An analysis follows, from diverse viewpoints, to the way central bank autonomy has worked in practice in Chile, what were the issues being debated at the beginning and how they have unfolded later. The Central Bank of Chile’s (CBC) autonomy is then compared with that of other central banks, discussing the role of central banks’ capital. The conclusion from the analysis is that the CBC’s experience with autonomy has had very positive results.

El problema pesquero con los delfines y su persecución en Galicia (siglos XIII al XX)

An historical study is undertaken to show the conflictive interaction between man as a fisher and dolphins in Galicia, which results in a chase of cetaceans, held responsible as predators for the driving away of fish schools from the coastal waters and for the damaging of fishermen's nets. Special attention is given to the most peculiar aspects of this chase, such as its legislation, the massive killing of dolphins in Pontevedra, or the chasing runs by navy patrolboats in the river estuaries of Galicia. Finally, after mentioning the attempts at establishing a dolphin industry in the 18th and 19thcenturies, a study is made of the most ambitious plan undertaken in the 20th century to secure the involvement of the whaling industry into this activity. The study also refers to the situation of this activity in the rest of Spain both for its direct relationship with and as a precedent for the Galician case, and makes a comparison between them.Se realiza un estudio histórico sobre la problemática interacción entre el hombre como pescador y los definidos en Galicia, con la consiguiente persecución de los cetáceos, a los cuales culpan de la escasez de pescado, como depredadores y ahuyentadores de los bancos de peces lejos de la costa, además de ocasionar destrozos en las redes. Se presta especial atención a los aspectos más peculiares de su persecución, como la legislación, los consejos del ilustrado fray Martín Sarmiento, las corridas de arroaces en Pontevedra o las batidas por parte de las patrulleras de la Armada dentro de las rías. Finalmente, tras haber aludido a las primeras tentativas de industrialización de las manadas de delfines desde el siglo XVIII, se analiza el proyecto más destacado en el siglo XX, intentando involucrar en el negocio a la industria ballenera gallega. Todo ello sin obviar lo que acontece en el resto de España por su relación directa, como precedente del caso gallego o a modo comparativo

Biography of Salvador Parga Torreiro (1838- 1901), a member of the Spanish Senate, a professor at the Law School of the University of Santiago de Compostela, and the president of one of the Spanish societies for economic development. Throughout his life he carried out a fruitful task of promoting local life in the social and economic levels and he became one of the first defenders in Spain and Europe of the right for women’s vote.Biografía de Salvador Parga Torreiro (1838- 1901), senador, catedrático de Derecho de la Universidad de Santiago y presidente de la Sociedad Económica de Amigos del País de Santiago. El abastecimiento y las crisis de la sal en los puertos de A Coruña y Betanzos durante la segunda mitad del siglo XVI

A research is undertaken about the salt supply to the harbours of Corunna and Betanzos (NW of Spain) during the second half of the sixteenth century, in which the periods of scarcity (1574-75/1598-99) and their results are particularly stressed. A thorough analysis of everything connected with the management of the salt warehouses in both cities, through the documentation of the public notaries as well as the accountancy books of these warehouses, is equally included. From these records it has also been possible to establish the maritime salt trading routes between these two harbours and those of Portugal and Andalusia (South of Spain).Se realiza un estudio sobre el abastecimiento de la sal en los puertos de Coruña y Betanzos durante la segunda mitad del siglo XVI, prestando especial interés a los periodos de carestía (1574-75/1598-99) y sus consecuencias. Igualmente se analiza todo lo relacionado con la gestión de los alfolíes en cada una de dichas ciudades a través de diversa documentación notarial y de los libros de cuentas de dichos alfolíes, a partir de los cuales también ha sido posible establecer las rutas marítimas del comercio de la sal entre ambos puertos y los de Portugal y Andalucía

Handibox: software para la interacción humano-computador en base a reconocimiento de rostros para personas con discapacidad motora en las extremidades superiores

190 p.El uso de computadores ha pasado a formar parte de la cotidianeidad facilitando la creación y manipulación de la información para distintos fines, sin embargo, hay un segmento de la población que ve impedido su acceso a los equipos comunes debido a una serie de discapacidades que limitan o anulan sus capacidades motoras.¿Cómo una persona que tiene movimiento sólo en su cabeza puede interactuarcon los computadores comunes si estos no están diseñados para este tipo de usuarios? Actualmente existe en el mercado una serie de productos de software que pretenden solucionar esta problemática con la salvedad que no estan diseñadas ni pensadas en el contexto nacional y más específicamente el contexto regional en donde el acceso a la tecnología es aún limitado y la mayoría de las veces desconocido para las personas con discapacidad.Para suplir estas necesidades, se ha desarrollado un producto de software orientado a la accesibilidad de personas con este tipo de discapacidades que emula la funcionalidad de un mouse estándar, tomando como referencia los movimientos de la cabeza captados con una cámara frontal común, cubriendo las características y requerimientos que otros productos de software de su misma categoría no cubren adaptándose a la realidad de la región del Maule.Con el fin de lograr un producto de software de calidad, se opto por utilizar una metodología iterativa que contó con la retroalimentacion constante de los usuarios en todas sus etapas. Cada una de las etapas o iteraciones permitieron la generación de prototipos probados con los usuarios obteniendo un producto final desarrollado a la medida.El funcionamiento del producto de software Handibox se validó directamente con los alumnos, profesores, kinesiólogos y padres del Colegio Especial Enseña en Talca que atiende niños con discapacidades motoras y mentales.Palabras Claves: Accesibilidad, Discapacidad , Inclusión, Handibox./ABSTRACT The uses of computers has become part of our daily life and get easy the creation and manipulation of the different goals, however there in a segment of the population that are not able to access to the common equipment due to a lot of disabilities that limit or void their motors skill. How a person who has movement only in his head can interact with the ordinary computers, if those aren’t design it for these kind of users? Actually, exists offers with a lot of products of software which pretend give a solution but in nowadays this software aren’t design nor thought for the national context and more specifically in regional context where the access to the technology is still limited and the most of the time the uses are unknown for those people. Taking account for this problem, it has developed software oriented to the accessibility of the people with this kind of disabilities which emulate the functionality of a standard mouse with the head movement with a common frontal camera, finally the features and requirements are satisfied. To make a good software with the best quality, it chose to use the iterative methodology that counts with the constant feedback of every users in all of their levels. Each levels and iteration allow to generate a testing prototypes with the users and as a result getting a final product developed and adjusted. Aplicación para prevenir comportamientos de riesgo para pacientes en régimen nutritivo, implementación en plataforma Android

155 p.El sobrepeso y obesidad no son problemas aislados, en el mundo un 65% de la población vive en paí ses donde las enfermedades asociadas al sobrepeso y obesidad tienen un í ndice de mortandad y mortalidad mayor que las enfermedades asociadas a la malnutrici on [24]. Dentro de estas podemos encontrar: alta presión arterial, condiciones card íacas, diabetes, aumento de probabilidad en distintos tipos de cáncer, baja autoestima y disminución de calidad de vida.El estilo de vida actual tiene directa relación con el problema planteado anteriormente; un ritmo apresurado y falta de educación nutricional llevan a dietas mal balanceadas y aumentan las conductas de riesgo de la población [24], tales como las tentaciones de comidas r ápidas altas en grasas y az úcares, la presi ón social, falta de tiempo dedicado a actividades f ísicas, entre otras. Las tecnologí as de información y comunicación (TICs) actualmente se encuentran profundamente ligadas a la vida de sus usuarios, es por medio de estas tecnologías que se pretende alcanzar un punto de entrada para dar soporte en tratamientos que busquen anticipar y modi car las conductas de riesgo de las personas. Como resultado de lo descrito anteriormente, la computació ubicua (es decir,las TIC presentes en la vida del usuario hasta el punto de que no es consciente de su existencia) se utilizó como plataforma para promover cambios en el comportamiento de individuos. Con este fin se desarroll o Geonut, un software para teléfonos Android que utiliza tecnologías de posicionamiento global (GPS, wifi y / o redes teléf onicas) para identi car las áreas de riesgo y proporcionar alertas en tiempo real, dando un consejo saludable para el usuario. Este software ha sido probado con los estudiantes en Ingenierí a en Bioinform ática y Nutrición, como resultado de estas pruebas es evidente la relaci ón directa del comportamiento del usuario con el n úmero de alertas generadas. Finalmente, con el desarrollo de la presente memoria de titulo se encuentra disponible una plataforma ubicua, con proyecciones para el futuro desarrollo en torno a la aplicación de las tecnolog ías m óviles como apoyo para tratamientos médicos./ABSTRACT: Overweight and obesity are not isolated problems in the world a 65 % of the population lives in countries where the diseases associated with overweight and obesity have a mortality rate greater than diseases associated with malnutrition [24]. Among these we nd: high blood pressure, heart conditions, diabetes, increased probability of cancer types, low self-esteem and decreased quality of life. The current lifestyle is directly related to the problem previously exposed, a fast pace and lack of nutritional education lead to unbalanced diets and increased risk behavior population [24], such as fast food temptations, high in fats and sugars, social pressure, lack of time devoted to physical activities, among others. The information and communication technologies (ICTs) are now deeply linked to the life of its users, it is through these technologies that will achieve a point of entry for support in treatments that look for anticipate and modify risk behaviors of individuals. As a result of the previously described, ubiquitous computing (ie ICT present in the user's life to the point that he is not aware of its existence) was used as platform to promote changes in the behavior of individuals . For this purpose was developed Geonut, a software for Android phones which use global positioning technologies (GPS, wi and / or telephone networks) for identify risk areas and provide real-time alert, giving a healthy advice for the user. This software was tested with students in Bioinformatics Engineering and Nutrition, as a result of these tests is evident the direct relationship of user behavior with the number of alerts generated. Finally, with the development of this work is available a ubiquitous platform, with projections for further development around the application of mobile technologies as a support for medical treatments
