    Migration Consequences of Welfare Reform

    In this paper, we investigate whether or not recent state and federal changes in welfare policy -- the imposition of time-limited benefits, the use of financial sanctions for non-compliance, and the setting of strict work eligibility rules -- affect the migration of low-educated unmarried women. Estimates of welfare's effect on migration reveal that welfare policy does indeed affect migration. Recent changes in policy that have made public assistance a less attractive alternative are associated with greater migration among low-educated unmarried women. Welfare reform has motivated low-educated women to move greater distances more frequently, and to combine such moves with employment. Estimates also indicate that welfare reform is associated with more local (i.e., within county) changes in residential location that are associated with employment, although estimates of this effect were not robust to estimation method. The close link between residential moves and employment in the post-reform period is consistent with the idea that welfare reform has motivated people to move for economic reasons such as better employment opportunities. This evidence suggests that the traditional way of thinking about the effect of welfare on migration -- as a strategic move to obtain higher benefits -- is inadequate.

    Global Cities on the Web: An Empirical Typology of Municipal Websites

    Municipalities across the world are rapidly adopting e-government to improve public service delivery and provide one-stop government access to citizens. Using data from a sample of world cities, we describe the features of municipal websites and employ cluster analysis to create an empirical typology. Our results suggest that world cities can be classified into four types: 1) digitally mature cities, 2) digitally moderate cities, 3) digitally minimal cities, and 4) digitally marginal cities. This classification of cities largely reflects the social, political and economic context of countries and the resulting clusters exhibit closely similar shapes and differ considerably in level, indicating the trend of staged adoption of e-government among world cities. Moreover, the cities in the digitally mature and moderate clusters are associated with a higher GDP per capita, and percentage of Internet users, however they are not necessarily in the most democratic nations. Based on our overall findings, we suggest some hypotheses that derive from our typology and lines of future investigation for e-governance researchers

    Heuristics and political accountability in complex governance: An experimental test:

    A growing body of empirical work suggests that identifying the actors formally tasked with implementing policy can focus attention away from incumbent politicians. We examine the effects on blame attribution and voting intention of (a) the identifiability of a responsible policy worker (administrator), and (b) the evaluability of the policy work or outcome (policy failure), in the context of programs at two federal agencies (loans by the Small Business Administration and inspections by the U.S. Department of Agriculture). Using a set of online survey experiments with 1105 US adults, we find that the evaluability of a (negative) outcome generally reduces voting intention, but that the identifiability of a policy worker (administrator) tends to shift blame away from the incumbent politician and thus to increase voting intention. These experimental findings provide at least partial support for our theoretical expectations

    Motivated reasoning about public performance: An experimental study of how citizens judge the affordable care act

However, political psychology has found evidence of motivated reasoning, with citizens' accuracy motives often supplanted by biased searching for and evaluation of information to defend prior political attitudes, beliefs or identities. We conducted a survey experiment to evaluate motivated reasoning about the performance of the US Affordable Care Act (also known as Obamacare), which has been politically contentious. In the experiment, we randomly assigned a sample of US adults to either a politics prime, to encourage partisan motivated reasoning, or a health care needs prime, to encourage accuracy motived reasoning stemming from their own perceived need for health care. We then asked them to rate the strength of real performance information in the form of evidence statements about the Affordable Care Act and to choose real performance indicators from a graphical array. The findings show that the political prime strengthened partisan differences in both the ratings of evidence statements and the selection of performance indicators. Thus, for contentious public programs where partisan identities are activated, partisan motivated reasoning influences how citizens process performance information and thus may limit its potential for enhancing democratic accountability

    Correlates of Co-production: Evidence From a Five-Nation Survey of Citizens

    We employ data from an original survey of citizens in the UK, France, Germany, Denmark, and the Czech Republic to examine correlates of citizen co-production of public services in three key policy areas: public safety, the environment, and health. The correlates of co-production we consider include demographic factors (age, gender, education, and employment status), community characteristics (urban, non-urban), performance perceptions (how good a job government is doing), government outreach (providing information and seeking consultation), and self-efficacy (how much of a difference citizens believe they can make). We also report on results from a series of focus groups on the topic of co-production held in each country. Our results suggest that women and elderly citizens generally engage more often in co-production and that self-efficacy—the belief that citizens can make a difference—is an especially important determinant across sectors. Interestingly, good outcome performance (in the sense of a safe neighborhood, a clean environment, and good health) seems to discourage co-production somewhat. Thus citizens' co-production appears to depend in part on awareness of a shortfall in public performance on outcomes. Our results also provide some evidence that co-production is enhanced when governments provide information or engage citizens in consultation. The specific determinants vary, however, not only by sector but across national contexts

    International survey evidence on user and community co-delivery of prevention activities relevant to public services and outcomes

    This study compares surveys of user and community co-delivery of prevention activities internationally, exploring both the level of co-delivery, as revealed by citizens, and the characteristics of those citizens most likely to co-produce. It draws upon a baseline survey of five EU countries in 2008, more recent updates from two of these countries in 2012 and 2014, and a similar survey in Australia in 2014. Although there are many differences in detail, the results are quite consistent in relation to most key issues and provide a unique quantitative insight into the characteristics of co-delivery behaviour by citizens

    Resumo A administração pública é forçada a encontrar um equilíbrio entre eficiência e democracia na definição da sua agenda e curso de ação. Uma das características da administração pública é que todas as decisões devem refletir valores democráticos, para além de serem eficientes. No entanto, a reforma administrativa, motivada por dificuldades financeiras, tende a destacar a importância do desempenho financeiro, em detrimento dos aspetos democráticos nas políticas de gestão pública. Esta pesquisa visa analisar a relação e tensão entre a eficiência e a democracia à luz da mais recente crise financeira global. O trabalho utiliza uma abordagem quantitativa e recolhe dados de governos locais portugueses para testar o argumento de uma relação linear inversa de desempenho financeiro e procedimentos democráticos. Os resultados confirmam o argumento de uma relação inversa, definida por Waldo (1948). Adicionalmente, os resultados também permitem concluir que a crise financeira evidenciou o efeito negativo dos procedimentos democráticos no desempenho financeiro
