НАПРЯМИ ПІДВИЩЕННЯ ФІНАНСОВОГО ПОТЕНЦІАЛУ СЕКТОРІВ ПУБЛІЧНО–ПРИВАТНОГО ПАРТНЕРСТВА НА ОСНОВІ КОРИГУВАННЯ ФІНАНСОВОЇ ПОЛІТИКИ ДЕРЖАВИ

The type of financial policy, based three–dimensional positioning as PPP`s financial potential by sectors, is selected. The directions adjusting financial policy to improve the public–private partnership`s financial potential are developed, the proceedings of which will contribute to achieving the set goals and objectives for the formation of public–private partnership`s financial potential. There are formed types of financial policy: stimulating, moderate, and aggressive supportive, that are based on three–dimensional model positioning Ukrainian regions in PPPs` sectors according to their financial capacity, which gives an idea of the regions in terms of the possibility and expediency of their use in the implementation of public–private partnerships. There were developed ways of increasing the public–private partnerships` financial potential in view of the reasonable targets for each type of financial policy. For stimulating type there are balancing options of growth limited financial resources with provision of sufficient financial security and efficient allocation and use of financial resources. For moderate type there is ensuring an acceptable level of financial stability and profitability using its own capital. For supporting type there is focus on the rapid growth of the financial capacity of the strong support of public funding to avoid worsening financial condition and the type of transition to aggressive financial policy. For aggressive type there is directing efforts at addressing the adverse factors affecting the search for potential sources of reserves and financial support, to improve the financial capacity of a PPP sectors and supporting the transition to the type of financial policy.Сформированы направления корректирования финансовой политики государства для обеспечения повышения финансового потенциала публично–частного партнерства (ПЧП), с учетом: состояния финансового потенциала секторов ПЧП, тенденций и направлений развития регионов Украины для повышения финансового потенциала ПЧП; целевых показателей финансовой политики, которые больше всего влияют на финансовый потенциал ПЧП по секторам. Направления корректирования обосновано с помощью трехмерного позиционирования регионов Украины в соответствии с их финансового потенциала ПЧП, что дает представление о возможности участия в реализации ППП.Сформовано напрями коригування фінансової політики держави для забезпечення підвищення фінансового потенціалу публічно–приватного партнерства (ППП), що передбачають врахування: стану фінансового потенціалу секторів ППП, тенденцій і напрямів розвитку регіонів України для підвищення фінансового потенціалу ППП; цільових показників фінансової політики, що найбільше впливають на фінансовий потенціал ППП за секторами. Напрями коригування обґрунтовано за допомогою тривимірного позиціонування регіонів України відповідно до їх фінансового потенціалу ППП, що дає уявлення про можливості участі у реалізації ППП

The physical energy of the photons that used wildlife on the Earth can solve basic problems of energy and life outside the Earth

The concept of the new managed Eco-Physical hydrogen Energetics of Photons (EFhEF energetics) is introduced. It can solve the problems of ecology and of the replacement of fossil fuels on the Earth and is able to meet the challenges of life outside the Earth: lighting and heat, air and water regeneration, and return of all 100% organic waste at the new cycle of use, and even with the production of food from this waste. The EFhEF energetics inherits the technologies of wildlife (yet photosynthesis) which use energy in the form of separate photons of solar radiation. The photosynthesis only is the way to capture CO2 and of Suns energy to ensure of organic structures. The wildlife is managed by the digital software, recorded in the molecule of DNA, and works in conventional terrestrial atmospheric conditions (4-40°C) using the energy of solar photons. For the first time, the EFhEF energetics provided any installation by its own source of energy ("solar" photons). This allows to actually inheriting the rich experience of the wildlife for operation with organic matter. The EFhEF- energetics allows to carry out even our Sun at any distance in the space

Analysis of natural neutron flux in a seismically active zone

International audienceIn a seismically active zone in the near Almaty area (Kazakhstan) since 1996 observations of variations of a natural neutron flux have been conducted. Sometimes the neutron flux rises sharply within the one-hour interval in comparison with the background. It occurs on the eve of activation of seismic processes. Increase of the neutron flux level had taken place from 1 h to 10 days prior to earthquakes. It is also indicated a tendency of growth of the anomaly level in accordance with the growth of energetic class of the subsequent earthquake. A character of connection between the neutron flux and earthquakes is still not clear. It is proposed that the neutron flux anomalies caused by variations of cosmic radiation intensity under action of fluxes of solar material, which is burst into interplanetary space (solar wind) during solar flares. Energy of the solar wind transferred to Earth puts into action a trigger mechanism of the process of initiation of earthquakes at those places where conditions have already been prepared for them. The neutron flux anomalies can be used as substantial additional information for classical geophysical methods of short-term earthquake prediction

PROBLEMS AND PROSPECTS OF ESTABLISHMENT OF THE MAXIMUM WAGES IN RUSSIA

In the article theoretical developments on problems of legislative establishment of the maximum wages as tool of a state income policy have been generalized. The analy-sis of foreign experience of definition by the state of the top limit of a wages in the condi-tions of the increasing gap in CEO and worker pay has been carried out. The conclusions have been drawn on a possibility of application of restrictive measures of a wages in Rus-sian economy as way of decrease of income inequality of the population

Characteristics of model of the unconditional basic income and parasitism tax are considered, economic and social consequences of payments of the unconditional basic income and collection of a tax on parasitism are defined, their connection with other tools of a state policy of the income is established

The scalar complex potential and the Aharonov-Bohm effect

The Aharonov-Bohm effect is traditionally attributed to the effect of the electromagnetic 4-potential $A$, even in regions where both the electric field $\mathbf{E}$ and the magnetic field $\mathbf{B}$ are zero. The AB effect reveals that multiple-valued functions play a crucial role in the description of an electromagnetic field. We argue that the quantity measured by AB experiments is a difference in values of a multiple-valued complex function, which we call a complex potential or {pre-potential. We show that any electromagnetic field can be described by this pre-potential, and give an explicit expression for the electromagnetic field tensor through this potential. The pre-potential is a modification of the two scalar potential functions.Comment: 10 pages 2 figure
