ECONOMIC EQUILIBRIUM AND MONETARY POLICY
The problem of economic equilibrium as a theoretical basis of monetary policy has been considered. It has been noted, that it is necessary to take into account the state of imbalance in the economy and the factors of market failure. The conclusion has been made, that it is important to focus on hybrid forms of monetary policy, which means the use of different combinations of target reference points. The need is implied from this for a more flexible approach to the formation of modern policy of the Bank of Russia, which would not absolutize the regime of inflation targeting
The mathematical simulation of the temperature fields of building envelopes under permanent frozen soil conditions
The physical-mathematical model of the thermal state of the aired technical underground taking into account the air exchange and design features of construction under permanent frozen soil conditions has been suggested. The computational scheme of the temperature fields prediction of building envelopes of projected buildings and soil under and nearby buildings has been developed. The numerical simulation of the temperature fields of building envelopes changes was conducted during a year. The results of the numerical simulation showed that the heat coming from the technical undergrounds and through the walls does not influence the temperature field of the soil neither under a building nor at a distance from it
Communication research between working capacity of hardalloy cutting tools and fractal dimension of their wear
The results of communication research between the wear resistance of the Kapplicability hard-alloy cutting tools and the fractal dimension of the wear surface, which is formed on a back side of the cutting edge when processing the materialsshowing high adhesive activity are presented in the paper. It has been established thatthe wear resistance of tested cutting tools samples increases according to a fractaldimension increase of their wear surface
Effects of Nitrogen contamination in liquid Argon
A dedicated test of the effects of Nitrogen contamination in liquid Argon has
been performed at the INFN-Gran Sasso Laboratory (LNGS, Italy) within the WArP
R&D program. A detector has been designed and assembled for this specific task
and connected to a system for the injection of controlled amounts of gaseous
Nitrogen into the liquid Argon. Purpose of the test is to detect the reduction
of the Ar scintillation light emission as a function of the amount of the
Nitrogen contaminant injected in the Argon volume. A wide concentration range,
spanning from about 10^-1 ppm up to about 10^3 ppm, has been explored.
Measurements have been done with electrons in the energy range of minimum
ionizing particles (gamma-conversion from radioactive sources). Source spectra
at different Nitrogen contaminations are analyzed, showing sensitive reduction
of the scintillation yield at increasing concentrations. The rate constant of
the light quenching process induced by Nitrogen in liquid Ar has been found to
be k(N2)=0.11 micros^-1 ppm^-1. Direct PMT signals acquisition at high time
resolution by fast Waveform recording allowed to extract with high precision
the main characteristics of the scintillation light emission in pure and
contaminated LAr. In particular, the decreasing behavior in lifetime and
relative amplitude of the slow component is found to be appreciable from O(1
ppm) of Nitrogen concentrations
Fizikalni mehanizmi i metode u tumorskim terapijama i prijenosu lijekova do tumora
In addition to several well-known drug delivery strategies developed to facilitate effective chemotherapy with anticancer agents, some new approaches have been recently established, based on specific effects arising from the applications of ultrasound, magnetic and electric fields on drug delivery systems. This paper gives an overview of newly developed methods of drug delivery to tumors and of the related anticancer therapies based on the combined use of different physical methods and specific drug carriers. The conventional strategies and new approaches have been put into perspective to revisit the existing and to propose new directions to overcome the threatening problem of cancer diseases.

Organizational and economic factors affecting the implementation of investment project in industrial enterprise
W artykule omówiono teoretyczne i praktyczne podejścia określania czynników wpływu na skuteczność realizacji projektów inwestycyjnych w przedsiębiorstwach przemysłowych. Przeanalizowano podejścia ukraińskich i zagranicznych autorów, a także dokonano identyfikacji, charakterystyki oraz klasyfikacji czynników organizacyjno-ekonomicznych, wpływających na kształtowanie i funkcjonowanie mechanizmu projektów inwestycyjnych. The article is devoted to consideration of existing theoretical and practical approaches to the determination of factors influencing the efficiency of organizational-economic mechanism of the enterprise investment projects. Analyzed existing approaches of Ukrainian and foreign authors and a classification of the factors influencing the formation and functioning of organizational-economic mechanism of investment projects, which provides for the separation of the impacts on regulated and unregulated. Identify and describe the characteristics of the proposed classification
Features of democratic reforms in Jordan
The article presents the analysis of the political, demographic and other aspects of the Palestinian community in Jordan, which has become a major factor in the Jordanian political life since the beginning of Arab-Israeli conflict and Israel’s occupation of the West Bank. The results of the research show that political and social-economic reforms of Jordanian King Abdullah II haven’t improve the status of the Palestinians, especially the status of the Palestinian refugee camps residents in Jordan. In contrast to the indigenous population (Bedouin population and some Caucuses or Circassian communities) they have no political representation, no access to power, no competitive education and business activity is under restrictions. Today the Palestinians and their descendants make up in Jordan at least two thirds of the population and most of them support the Hamas and other radical Islamic groups. Since the aftermath of the Black September Civil War (1970-1971) they continue to be the main factor that can destabilize the internal situation in the Hashemite Kingdom. Current unfavorable economic conditions and the extremely volatile situation on the borders of Jordan with Syria, Iraq and the area of the Palestinian-Israeli conflict are most likely to the growth of Islamist activity, including Islamic extremists calling for the overthrow of the Hashemite monarchy. In this context the possibility of mass anti-monarchy protests can’t be excluded. At the same time King Abdullah and his political proponents are well aware of this challenge and the dependence on the development of the situation in the Middle East, as well as financial and military support of powerful Western States and the Golf oil-producing monarchies. In seeking to preserve the existing status quo Jordanian authorities would deliberately put the country in a state of dependency on the political interests of the U.S. and Saudi Arabia, in return for all kinds of preferences, including military aid if a threat to the security of the Kingdom is expected
