Thermobaric synthesis, structure, and properties of Dy x Cu 3V4O12
The perovskite-like compound Dy x Cu3V 4O12 (x = 0.67-0.75) is synthesized under high pressure (P = 4.0-9.0 GPa) and temperature (T = 1000 C). Its crystal structure is determined (Im-3 space group, Z = 2, a = 7.29348(7) Γ
) by means of powder X-ray diffraction. The basic lengths and bond angles are defined. It is found that the high-pressure phase of Dy x Cu3V 4O12 is characterized by metallic conductivity and paramagnetic properties. Β© 2013 Allerton Press, Inc
Synthesis and characterization of the new high pressure phases A Cu 3 v 4O 12 (A =Gd, Tb, Er)
New ACu3V4O12 (A=Gd, Tb, Er) phases have been prepared at high pressure and high-temperature conditions (PβΌ8-9 GPa, TβΌ1000Β°C) in a toroid-type high pressure cell. These compounds crystallize in the cubic symmetry with a perovskite-like structure. At ambient pressure, they are paramagnetic and have activation-type conductivity. The effect of high pressure (10-50 GPa) on the electrical properties of the materials was analyzed in the temperature range from 78 to 300 K. Pressure ranges of the transition from activation type to metallic conductivity have been determined. The crystal structure of ACu3V4O12 (A=Gd, Tb, Er) was found to be stable up to 50 GPa. Introduction. The article analyses financial and legal support of the process of introduction of innovations associated with the transition of the economy to innovative socially-oriented development model. It is shown that the profitability of investment in innovation in Russia is much higher than any alternative investment since the specificity of the Russian society consists not only in the quality of human potential but also in a cognitive advantage over competitors in terms of the ability to generate continuously new ideas at a competitive price. It is proposed as a novel systemic review of innovation process based on the βinnovation chainβ in which each link may be considered as an equal component in the financial and legal areas of todayβs Russia. The process of innovationsβ (ideas) transition into a new product (innovation) requires different resources, including financial investment, as well as the creation of the established rules for business and social relations. The latter requires an adequate regulatory and legal coverage of all links in the chain.The purpose and tasks. Monitoring of a number of normative legal acts accompanying innovative activity and formation of a system of a number of these acts, complementary to the βinnovation chainβ. The main tasks of the study include the search for gaps in the legislative provision and the formulation of proposals for their improvement.Methodology. The authors used a systematic method of study, by gradual decomposition of the βinnovation chainβ into the individual phases of the process. Separately we focused our attention on the components of the innovation chain that require financial or legal support attributing them to specific areas of law.Results. We suggest systematization of normative acts regulating the financial and legal relations arising in the implementation of innovative activities. It differs from the draft Federal law βOn innovation activity in Russian Federationβ dated 26.03.2013, which is still not approved in the prescribed manner.Conclusions. Outbreak of West Nile virus infection, Volgograd Region, Russia, 1999.
From July 25 to October 1, 1999, 826 patients were admitted to Volgograd Region, Russia, hospitals with acute aseptic meningoencephalitis, meningitis, or fever consistent with arboviral infection. Of 84 cases of meningoencephalitis, 40 were fatal. Fourteen brain specimens were positive in reverse transcriptase-polymerase chain reaction assays, confirming the presence of West Nile/Kunjin virus

Increasing investment activity is a key problem for Russia. Despite many stateβs efforts, investment activity is low. The aim of the article is to propose an innovation management method based on a systems approach. The main objective of the research is to find an effective approach to optimizing state efforts to enhance financial management of innovative activity. The research methodology is based on the analysis of the enterprise closed innovation system. Economic and mathematical methods are used to represent the management function as an operator equation of the first kind. This allows to create a control algorithm to maximize the effectiveness. The methods of computational diagnostics and tomographic economics are used for the element-by-element analysis of the subsystems of the innovation system. The information base for the study was publications concerning the theory of management and business management. The possibility of applying computational diagnostic methods to optimize the financial management of innovation activity was proved by separatingΒ the controlling and controlled subsystems of the enterprise innovation system and observing all laws of production. A form of control functional was obtained on the sets of observable characteristics of the controlling and controlled subsystems while optimizing the results of innovative activity due to the feedback channel.
