    A Comparison of Environmental Impact Assessment Process between the National Environmental Protection Act (NEPA) and the Basic Environmental Protection Act (BEPA)

    The importance of environmental laws in the developed countries has been well recognized for a long time and a number of regulations, orders and statutes are practically operated for protection of human environments. The environmental laws are firmly located as one of major laws in the legal systems of the United States. Although Korea’s environmental laws were made when those of the United States were created, different backgrounds Korea has affect from establishment of them to development and have brought about harms to environments, which are not originally intended. After several amendments of environmental laws of Korea, there is the Basic Environmental Protection Act (BEPA), which is based on the National Environmental Protection Act (NEPA) of the United States. The BEPA is to show the government’s strong intention to strengthen institutional measurements for protection of environments and among the BEPA, environmental impact assessment measurements deserves to be noticed and studied. By comparing environmental effect assessment systems between the NEPA and BEPA, I would like to have an opportunity to suggest that the BEPA would adopt better choices to protect environments

    The peculiar velocities of rich clusters in the hot and cold dark matter scenarios

    We present the results of a study of the peculiar velocities of rich clusters of galaxies. The peculiar motion of rich clusters in various cosmological scenarios is of interest for a number of reasons. Observationally, one can measure the peculiar motion of clusters to greater distances than galaxies because cluster peculiar motions can be determined to greater accuracy. One can also test the slope of distance indicator relations using clusters to see if galaxy properties vary with environment. We have used N-body simulations to measure the amplitude and rms cluster peculiar velocity as a function of bias parameter in the hot and cold dark matter scenarios. In addition to measuring the mean and rms peculiar velocity of clusters in the two models, we determined whether the peculiar velocity vector of a given cluster is well aligned with the gravity vector due to all the particles in the simulation and the gravity vector due to the particles present only in the clusters. We have investigated the peculiar velocities of rich clusters of galaxies in the cold dark matter and hot dark matter galaxy formation scenarios. We have derived peculiar velocities and associated errors for the scenarios using four values of the bias parameter ranging from b = 1 to b = 2.5. The growth of the mean peculiar velocity with scale factor has been determined and compared to that predicted by linear theory. In addition, we have compared the orientation of force and velocity in these simulations to see if a program such as that proposed by Bertschinger and Dekel (1989) for elliptical galaxy peculiar motions can be applied to clusters. The method they describe enables one to recover the density field from large scale redshift distance samples. The method makes it possible to do this when only radial velocities are known by assuming that the velocity field is curl free. Our analysis suggests that this program if applied to clusters is only realizable for models with a low value of the bias parameter, i.e., models in which the peculiar velocities of clusters are large enough that the errors do not render the analysis impracticable

    Quasi-dark Mode in a Metamaterial for Analogous Electromagnetically-induced Transparency

    We study a planar metamaterial supporting electromagnetically-induced transparency (EIT)-like effect by exploiting the coupling between bright and quasi-dark eigenmodes. The specific design of such a metamaterial consists of a cut-wire (CW) and a single-gap split-ring resonator (SRR). From the numerical and the analytical results we demonstrate that the response of SRR, which is weakly excited by external electric field, is mitigated to be a quasi-dark eigenmode in the presence of strongly radiative CW. This result suggests more relaxed conditions for the realization of devices utilizing the EIT-like effects in metamaterial, and thereby widens the possibilities for many different structural implementations.Comment: 11 pages, 4 figure

    AAV-mediated and pharmacological induction of Hsp70 expression stimulates survival of retinal ganglion cells following axonal injury.

    We evaluated the effect of AAV2- and 17-AAG (17-N-allylamino-17-demethoxygeldanamycin)-mediated upregulation of Hsp70 expression on the survival of retinal ganglion cells (RGCs) injured by optic nerve crush (ONC). AAV2-Hsp70 expression in the retina was primarily observed in the ganglion cell layer. Approximately 75% of all transfected cells were RGCs. RGC survival in AAV2-Hsp70-injected animals was increased by an average of 110% 2 weeks after the axonal injury compared with the control. The increase in cell numbers was not even across the retinas with a maximum effect of approximately 306% observed in the inferior quadrant. 17-AAG-mediated induction of Hsp70 expression has been associated with cell protection in various models of neurodegenerative diseases. We show here that a single intravitreal injection of 17-AAG (0.2 ug ul(-1)) results in an increased survival of ONC-injured RGCs by approximately 49% compared with the vehicle-treated animals. Expression of Hsp70 in retinas of 17-AAG-treated animals was upregulated approximately by twofold compared with control animals. Our data support the idea that the upregulation of Hsp70 has a beneficial effect on the survival of injured RGCs, and the induction of this protein could be viewed as a potential neuroprotective strategy for optic neuropathies

    Trend in ice moistening the stratosphere – constraints from isotope data of water and methane

    Water plays a major role in the chemistry and radiative budget of the stratosphere. Air enters the stratosphere predominantly in the tropics, where the very low temperatures around the tropopause constrain water vapour mixing ratios to a few parts per million. Observations of stratospheric water vapour show a large positive long-term trend, which can not be explained by change in tropopause temperatures. Trends in the partitioning between vapour and ice of water entering the stratosphere have been suggested to resolve this conundrum. We present measurements of stratospheric H_(2)O, HDO, CH_4 and CH_(3)D in the period 1991–2007 to evaluate this hypothesis. Because of fractionation processes during phase changes, the hydrogen isotopic composition of H_(2)O is a sensitive indicator of changes in the partitioning of vapour and ice. We find that the seasonal variations of H_(2)O are mirrored in the variation of the ratio of HDO to H_(2)O with a slope of the correlation consistent with water entering the stratosphere mainly as vapour. The variability in the fractionation over the entire observation period is well explained by variations in H_(2)O. The isotopic data allow concluding that the trend in ice arising from particulate water is no more than (0.01±0.13) ppmv/decade in the observation period. Our observations suggest that between 1991 and 2007 the contribution from changes in particulate water transported through the tropopause plays only a minor role in altering in the amount of water entering the stratosphere

    The Origin of the Silicate Emission Features in the Seyfert 2 Galaxy, NGC 2110

    The unified model of active galactic nuclei (AGN) predicts silicate emission features at 10 and 18 microns in type 1 AGN, and such features have now been observed in objects ranging from distant QSOs to nearby LINERs. More surprising, however, is the detection of silicate emission in a few type 2 AGN. By combining Gemini and Spitzer mid-infrared imaging and spectroscopy of NGC 2110, the closest known Seyfert 2 galaxy with silicate emission features, we can constrain the location of the silicate emitting region to within 32 pc of the nucleus. This is the strongest constraint yet on the size of the silicate emitting region in a Seyfert galaxy of any type. While this result is consistent with a narrow line region origin for the emission, comparison with clumpy torus models demonstrates that emission from an edge-on torus can also explain the silicate emission features and 2-20 micron spectral energy distribution of this object. In many of the best-fitting models the torus has only a small number of clouds along the line of sight, and does not extend far above the equatorial plane. Extended silicate-emitting regions may well be present in AGN, but this work establishes that emission from the torus itself is also a viable option for the origin of silicate emission features in active galaxies of both type 1 and type 2.Comment: ApJL, accepte

    Alignments of Voids in the Cosmic Web

    We investigate the shapes and mutual alignment of voids in the large scale matter distribution of a LCDM cosmology simulation. The voids are identified using the novel WVF void finder technique. The identified voids are quite nonspherical and slightly prolate, with axis ratios in the order of c:b:a approx. 0.5:0.7:1. Their orientations are strongly correlated with significant alignments spanning scales >30 Mpc/h. We also find an intimate link between the cosmic tidal field and the void orientations. Over a very wide range of scales we find a coherent and strong alignment of the voids with the tidal field computed from the smoothed density distribution. This orientation-tide alignment remains significant on scales exceeding twice the typical void size, which shows that the long range external field is responsible for the alignment of the voids.     General practice palliative care: Patient and carer expectations, advance care plans and place of death-a systematic review

    Background: With an increasing ageing population in most countries, the role of general practitioners (GPs) and general practice nurses (GPNs) in providing optimal end of life (EoL) care is increasingly important. Objective: To explore: (1) patient and carer expectations of the role of GPs and GPNs at EoL; (2) GPs’ and GPNs’ contribution to advance care planning (ACP) and (3) if primary care involvement allows people to die in the place of preference. Method: Systematic literature review. Data sources: Papers from 2000 to 2017 were sought from Medline, Psychinfo, Embase, Joanna Briggs Institute and Cochrane databases. Results: From 6209 journal articles, 51 papers were relevant. Patients and carers expect their GPs to be competent in all aspects of palliative care. They valued easy access to their GP, a multidisciplinary approach to care and well-coordinated and informed care. They also wanted their care team to communicate openly, honestly and empathically, particularly as the patient deteriorated. ACP and the involvement of GPs were important factors which contributed to patients being cared for and dying in their preferred place. There was no reference to GPNs in any paper identified. Conclusions: Patients and carers prefer a holistic approach to care. This review shows that GPs have an important role in ACP and that their involvement facilitates dying in the place of preference. Proactive identification of people approaching EoL is likely to improve all aspects of care, including planning and communicating about EoL. More work outlining the role of GPNs in end of life care is required

    Issues in the Use of Ratings-based Versus Choice-based Conjoint Analysis in Operations Management Research

    Conjoint analysis has played an important role in helping make a number of operations management decisions including product and service design, supplier selection, and service operations capacity. Many recent advances in this area have raised questions about the most appropriate form of conjoint analysis for this research. We review recent developments in the literature and provide new evidence on how the choice between ratings- and choice-based conjoint models might affect the estimates of customer demand used in operations management models. The biggest systematic difference between ratings-based (RB) and choice-based (CB) parameters is consistent with the compatibility effect, i.e., some enriched attributes like brand name tend to be more important in RB models and some comparable attributes like price are likely to be more important in CB models. Still, there were reasonably small differences between choice- and ratings-based parameters. Parameter similarity was also seen in the lack of differences both in the choice share validations when the ‘‘keep on shopping” alternative was not considered and in the profiles that were predicted to maximize choice shares. This suggests that the two approaches will produce similar estimates of the relative importance of various attributes. In spite of demonstrated success with each method, several reasons lead us to recommend the use of hierarchical Bayesian choice-based conjoint models. First, the slightly higher individual hit rate validations give us greater confidence in predictive accuracy overall as well as an increased ability to target individual customers. Additionally, the greater ease of modeling both changes in market size and competitive reactions are attractive benefits of choice-based models

    Superconducting gap structure of the 115's revisited

    Density functional theory calculations of the electronic structure of Ce- and Pu-based heavy fermion superconductors in the so-called 115 family are performed. The gap equation is used to consider which superconducting order parameters are most favorable assuming a pairing interaction that is peaked at (\pi,\pi,q_z) - the wavevector for the antiferromagnetic ordering found in close proximity. In addition to the commonly accepted dx2y2d_{x^2-y^2} order parameter, there is evidence that an extended s-wave order parameter with nodes is also plausible. We discuss whether these results are consistent with current observations and possible measurements that could help distinguish between these scenarios.Comment: 8 pages, 4 figures; Accepted for publication in JPC
