Videoconferencing via satellite. Opening Congress to the people: Technical report

    Get PDF
The feasibility of using satellite videoconferencing as a mechanism for informed dialogue between Congressmen and constituents to strengthen the legislative process was evaluated. Satellite videoconferencing was defined as a two-way interactive television with the TV signals transmitted by satellite. With videoconferencing, one or more Congressmen in Washington, D. C. can see, hear and talk with groups of citizens at distant locations around the country. Simultaneously, the citizens can see, hear and talk with the Congressmen

Rare isotope studies involving catalytic oxidation of CO over platinum-tin oxide

    Get PDF
Results of studies utilizing normal and rare oxygen isotopes in the catalytic oxidation of carbon monoxide over a platinum-tin oxide catalyst substrate are presented. Chemisorption of labeled carbon monoxide on the catalyst followed by thermal desorption yielded a carbon dioxide product with an oxygen-18 composition consistent with the formation of a carbonate-like intermediate in the chemisorption process. The efficacy of a method developed for the oxygen-18 labeling of the platinum-tin oxide catalyst surface for use in closed cycle pulsed care isotope carbon dioxide lasers is demonstrated for the equivalent of 10 to the 6th power pulses at 10 pulses per second

The platinum nuclei: concealed configuration mixing and shape coexistence

    Get PDF
The role of configuration mixing in the Pt region is investigated. For this chain of isotopes, the nature of the ground state changes smoothly, being spherical around mass A∼174A\sim 174 and A∼192A\sim 192 and deformed around the mid-shell N=104 region. This has a dramatic effect on the systematics of the energy spectra as compared to the systematics in the Pb and Hg nuclei. Interacting Boson Model with configuration mixing calculations are presented for gyromagnetic factors, α\alpha-decay hindrance factors, and isotope shifts. The necessity of incorporating intruder configurations to obtain an accurate description of the latter properties becomes evident.Comment: Accepted in Physical Review

Feasibility investigation of integrated optics Fourier transform devices

    Get PDF
The possibility of producing an integrated optics data processing device based upon Fourier transformations or other parallel processing techniques, and the ways in which such techniques may be used to upgrade the performance of present and projected NASA systems were investigated. Activities toward this goal include; (1) production of near-diffraction-limited geodesic lenses in glass waveguides; (2) development of grinding and polishing techniques for the production of geodesic lenses in LiNbO3 waveguides; (3) development of a characterization technique for waveguide lenses; and (4) development of a theory for corrected aspheric geodesic lenses. A holographic subtraction system was devised which should be capable of rapid on-board preprocessing of a large number of parallel data channels. The principle involved is validated in three demonstrations

Application of advanced computational codes in the design of an experiment for a supersonic throughflow fan rotor

    Get PDF
Increased emphasis on sustained supersonic or hypersonic cruise has revived interest in the supersonic throughflow fan as a possible component in advanced propulsion systems. Use of a fan that can operate with a supersonic inlet axial Mach number is attractive from the standpoint of reducing the inlet losses incurred in diffusing the flow from a supersonic flight Mach number to a subsonic one at the fan face. The design of the experiment using advanced computational codes to calculate the components required is described. The rotor was designed using existing turbomachinery design and analysis codes modified to handle fully supersonic axial flow through the rotor. A two-dimensional axisymmetric throughflow design code plus a blade element code were used to generate fan rotor velocity diagrams and blade shapes. A quasi-three-dimensional, thin shear layer Navier-Stokes code was used to assess the performance of the fan rotor blade shapes. The final design was stacked and checked for three-dimensional effects using a three-dimensional Euler code interactively coupled with a two-dimensional boundary layer code. The nozzle design in the expansion region was analyzed with a three-dimensional parabolized viscous code which corroborated the results from the Euler code. A translating supersonic diffuser was designed using these same codes

Up and down the number line: modelling collaboration in contrasting school and home environments

    Get PDF
This paper is concerned with user modelling issues such as adaptive educational environments, adaptive information retrieval, and support for collaboration. The HomeWork project is examining the use of learner modelling strategies within both school and home environments for young children aged 5 – 7 years. The learning experience within the home context can vary considerably from school especially for very young learners, and this project focuses on the use of modelling which can take into account the informality and potentially contrasting learning styles experienced within the home and school

Identifying short motifs by means of extreme value analysis

The problem of detecting a binding site -- a substring of DNA where transcription factors attach -- on a long DNA sequence requires the recognition of a small pattern in a large background. For short binding sites, the matching probability can display large fluctuations from one putative binding site to another. Here we use a self-consistent statistical procedure that accounts correctly for the large deviations of the matching probability to predict the location of short binding sites. We apply it in two distinct situations: (a) the detection of the binding sites for three specific transcription factors on a set of 134 estrogen-regulated genes; (b) the identification, in a set of 138 possible transcription factors, of the ones binding a specific set of nine genes. In both instances, experimental findings are reproduced (when available) and the number of false positives is significantly reduced with respect to the other methods commonly employed.Comment: 6 pages, 5 figure

An investigation for the development of an integrated optical data preprocessor

    Get PDF
The successful fabrication and demonstration of an integrated optical circuit designed to perform a parallel processing operation by utilizing holographic subtraction to simultaneously compare N analog signal voltages with N predetermined reference voltages is summarized. The device alleviates transmission, storage and processing loads of satellite data systems by performing, at the sensor site, some preprocessing of data taken by remote sensors. Major accomplishments in the fabrication of integrated optics components include: (1) fabrication of the first LiNbO3 waveguide geodesic lens; (2) development of techniques for polishing TIR mirrors on LiNbO3 waveguides; (3) fabrication of high efficiency metal-over-photoresist gratings for waveguide beam splitters; (4) demonstration of high S/N holographic subtraction using waveguide holograms; and (5) development of alignment techniques for fabrication of integrated optics circuits. Important developments made in integrated optics are the discovery and suggested use of holographic self-subtraction in LiNbO3, development of a mathematical description of the operating modes of the preprocessor, and the development of theories for diffraction efficiency and beam quality of two dimensional beam defined gratings

Measurement techniques and instruments suitable for life-prediction testing of photovoltaic arrays

    Get PDF
Array failure modes, relevant materials property changes, and primary degradation mechanisms are discussed as a prerequisite to identifying suitable measurement techniques and instruments. Candidate techniques and instruments are identified on the basis of extensive reviews of published and unpublished information. These methods are organized in six measurement categories - chemical, electrical, optical, thermal, mechanical, and other physicals. Using specified evaluation criteria, the most promising techniques and instruments for use in life prediction tests of arrays were selected
