НАУКОВО-ОСВІТЯНСЬКЕ ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОГО РОЗВИТКУ СЕЛА (THE SCIENTIFIC AND EDUCATIONAL ENSURING OF ECONOMIC DEVELOPMENT OF THE VILLAGE)

У статті розкрито роль наукового та освітянського забезпечення розвитку вітчизняної аграрної галузі, проаналізовано діяльність українських наукових і освітянських аграрних установ, виявлено чинники, які гальмують діяльність сільськогосподарського сектору, досліджено закордонний досвід та розроблено пропозицій для забезпечення економічного розвитку села через посилення уваги держави та регіонів до аграрної науки і освіти. (In the article the role of scientific and educational security of development of domestic agricultural sector is revealed, the activity Ukrainian scientific and educational agricultural institutions is analyzed, factors that apply the brake the activity of the agricultural sector are revealed, the foreign research is investigated and proposals for economic development of rural areas through increased attention of state and regions to agricultural science and education are developed.

Інвестиційні переваги економіки України (Investment advantages of Ukraine economy)

У статті обґрунтовано необхідність залучення додаткових інвестиційних ресурсів в економіку України. Розкрито інвестиційні переваги національної економіки, які містять: дешеві високопродуктивні земельні ресурси, значні запаси мінеральних, водних та лісових ресурсів, наявність наукових установ, які мають досвід розробки та освоєння високих технологій у різних галузях, близькість азіатських та африканських ринків збуту готової продук- ції, розвинуту транспортну інфраструктуру, високий кваліфікаційний рівень та дешевизну робочих кадрів. Запропоновано заходи для залучення додаткових інвестиційних ресурсів в економіку України. (In the article substantiates the necessity of attracting additional investment resources to the economy of Ukraine. Reveals the investment benefits the national economy, including: cheap fertile land, significant reserves of mineral, water and forest resources, availability of research institutions with experience design and development of high technologies in various fields, proximity of the Asian and African markets of finished products, a developed transport infrastructure, high level of qualification and a low cost of the workforce. Proposed the measures to attract additional investment resources to the economy of Ukraine.

Наслідки нестабільної монетарної політики національного банку України (Сonsequences of the unstable monetary policy of the national bank of Ukraine)

У статті розкрито, що монетарна політика відіграє ключову роль у забезпеченні динамічного розвитку національної економіки. Показано, що дії Національного банку України впродовж останнього десятиліття, які носять нестабільний характер, є однією з причин глибини фінансово-економічної кризи в Україні. Обґрунтовано, що для забезпечення стабільного розвитку національної економіки та не допущення неконтрольованого зростання інфляції, НБУ необхідно, шляхом зниження облікової ставки та виважену монетарну політику, зробити кредитні ресурси доступними для вітчизняних товаровиробників та населення. (The article revealed that monetary policy plays a key role in the dynamic development of the national economy. It is shown, that the actions of the National Bank of Ukraine in the last decade, which are unstable, is one of the reasonsn the depths of the financial and economic crisis in Ukraine. Proved that to ensure stable development of the national economy and preventing of uncontrolled inflation, the National Bank should, by reducing the discount rate and a balanced monetary policy, make lending resources available to domestic producers and the population.

НАПРЯМИ ІННОВАЦІЙНОГО ОНОВЛЕННЯ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ. (DIRECTIONS OF INNOVATION UPDATE OF NATIONAL ECONOMY).

У статті досліджується динаміка фінансування в Україні наукових та науково-технічних розробок і впровадження інноваційних проектів, оцінюється роль у фінансуванні інновацій підприємств, держави та місцевих органів влади, а також ефективність державної політики сприяння науковим дослідженням та впровадженню інноваційних проектів, обґрунтовуються напрями, реалізація яких дозволить забезпечити інноваційне оновлення національної економіки та вихід країни з кризи. (In this article the dynamics of financing in Ukraine scientific and technical development and implementation of innovative projects is researched, role in financing innovation enterprises, state and local governments, as well as the effectiveness of government policies promoting research and implementation of innovative projects is evaluated, directions, implementation of which will ensure innovation renewal of the national economy and the exit a country from the crisis is grounded.

ВПЛИВ ЗМІН У ПРОМИСЛОВОМУ КОМПЛЕКСІ НА РОЗВИТОК ЕКОНОМІКИ УКРАЇНИ. (EFFECT OF CHANGES IN THE INDUSTRIAL COMPLEX ON THE ECONOMY UKRAINE.)

У статті досліджено погляди відомих вітчизняних вчених на роль промисловості та сфери послуг у розвитку національної економіки; проведено аналіз структурних змін, які відбулися в національному господарстві в останні десятиліття, та їх впливу на розвиток економіки України; обґрунтовано, що на нинішньому етапі динамічний розвиток економіки значно залежить від функціонування сфери послуг та інформаційних технологій, однак, базою для їх використання є високотехнологічний промисловий комплекс країни; розроблено пропозиції для удосконалення промислової політики України. (In the article the looks of the famous local scientists on the role of industry and service sectors in development the national economic are researched; the analysis of the structural changes that have taken place in the national economy in recent decades, and their impact on the economy of Ukraine is held; it is proved, that at the current stage, dynamic development of the economy largely depends from operation of sphere of services and of information technology, however, the basis for their use is a high-tech industrial complex; the suggestions for improvement of Industrial Policy of Ukraine are developed.

РОЛЬ МАЛОГО БІЗНЕСУ В РОЗВИТКУ АГРАРНОГО КОМПЛЕКСУ УКРАЇНИ (THE ROLE OF SMALL BUSINESS IN THE DEVELOPMENT OF THE AGRICULTURAL SECTOR OF UKRAINE)

У статті досліджено роль малого бізнесу в розвитку аграрного комплексу України, проаналізовано частку малих підприємств, фермерських господарств і господарств населення у виробництві окремих видів сільськогосподарської продукції та створенні робочих місць, розкрито законодавчі норми держави з підтримки розвитку фермерських господарств, малих та середніх підприємств, а також сільського господарства. Запропоновано заходи з стимулювання розвитку малого аграрного підприємництва, збільшення виробництва сільськогосподарської продукції та закріплення молоді на селі. (In the article the role of small business in the development of the agricultural sector of Ukraine is investigated, the share of small businesses, farms and households in the production of certain agricultural products, and in job creation is analyzed; the legislative norms of the state about the support of farmers, small and medium enterprises and agriculture are disclosed. The measures to stimulate the development of small agricultural businesses, the increase the production of agricultural production and the fixing youth on the village are offered.

Роль держави у забезпеченні благополуччя населення (Role of the state in ensuring welfare of population)

У статті досліджено роль держави у забезпеченні благополуччя населення. Розкрито, що високий рівень життя населення є основою для успішного розвитку країни. Обґрунтовано, що керівники держави повинні турбуватися про простих громадян, особливо незаможних верств населення, покращувати систему управління та усунути зрощення бізнесу з владою, підтримувати малий бізнес, створювати нові робочі місця та забезпечувати достойну оплату праці робітників. The article investigated the role of the state in ensuring the welfare of population. Revealed, that a high standard of living are the basis for successful development of country. Proved that the heads of state have to worry about ordinary people, especially the poor, improve management and eliminate the blending of business with the government, support the small businesses, create new jobs and provide decent wages workers.

Тенденції в розвитку промислового комплексу України у XXI столітті (XXI century trends in Ukraineʼs industrial complex development)

У статті розкрито, що промисловий комплекс відіграє важливу роль у забезпеченні розвитку національної економіки, однак за двадцять п’ять років незалежності його частка у виробництві продукції Україною знизилася в 1,5–2 рази. Показано, що з метою стимулювання залучення інвестицій Україною було прийнято закони і передбачено пільги для виробників високотехнологічної продукції, але через нестабільність законодавства, відсутність правового захисту іноземних інвестицій та кризи, які супроводжують національну економіку, нашій країні не вдалося відновити промисловий потенціал, яким вона володіла на початку дев’яностих років ХХ століття. Обґрунтовано, що Україні необхідно розробити і реалізувати комплекс заходів із підвищення привабливості промислового комплексу країни для інвесторів та збільшити фінансування з державного бюджету наукових і науково-дослідних робіт. (The article reveals that the industrial complex plays an important role in the national economy development, however, behind twenty-five years of independence, its share in the production in Ukraine of goods decreased 1.5–2 times. It is shown that laws were adopted and privileges for manufacturers of high-tech products were given in order to stimulate the attraction of investments by Ukraine, but due to the instability of legislation, lack of legal protection of foreign investments and the crises, that accompany the national economy, our country failed to restore industrial potential, which it had in the early nineties of the twentieth century. It is grounded, that Ukraine needs to develop and implement a set of measures to increase the attractiveness of the country’s industrial complex for investors and increase funding from the state budget scientific and research work.

КЕЙНСІАНСЬКО-МОНЕТАРНІ АСПЕКТИ РЕГУЛЮВАННЯ ЕКОНОМІКИ УКРАЇНИ

The article explores the reasons that led to the emergence of crisis phenomena in Ukraine in the nineties of the twentieth century. It is determined that the failures of the domestic economy are explained by the rupture of the developed economic ties, the destruction of the system of state economic management, the instability of the banking system of the country, the lack of favorable investment climate, excessive tax burden on taxpayers. The basic recommendations of Keynesian and monetary theories on management of economic development of the countries are revealed. The analysis of the conceptual provisions that Ukraine has used at certain stages of its development has been carried out. The instability of the actions of domestic lawmakers and government officials on market economy management was determined. It was shown that Ukraine did not comply with the monetarist demands regarding the permissible level of money supply growth and the Keynesian recommendations regarding the need to strengthen the role of the state during the economic crisis. The ways of ensuring stabilization and dynamic development of the national economy are substantiated, which include: adherence to the main requirements of monetarists and Keynesians, introduction of a progressive scale of taxation of corporate profits and personal incomes, as well as accrual of a single social contribution to the entire wage.В статье исследованы причины, которые вызывали возникновение кризисных явлений в Украине в девяностые годы ХХ века. Раскрыты основные рекомендации кейнсианской и монетарной теорий по управлению экономическим развитием стран. Проведен анализ концептуальных положений, которым Украина надавала предпочтение на определенных этапах своего развития. Определена нестабильность действий отечественных законодателей и правительства по управлению рыночной экономикой. Обоснованы пути обеспечения стабилизации и динамичного развития национальной экономики. В статті досліджено причини, які спричиняли виникнення кризових явищ в Україні у дев’яності роки ХХ століття. Розкрито основні рекомендації кейнсіанської та монетарної теорій з управління економічним розвитком країн. Проведено аналіз концептуальних положень, яким Україна надавала перевагу на певних етапах свого розвитку. Визначено нестабільність дій вітчизняних законодавців та урядовців з управління ринковою економікою. Обґрунтовано шляхи забезпечення стабілізації та динамічного розвитку національної економіки

Numerical Modeling of Dependent Credit Rating Transitions with Asynchronously Moving Industries

Two models of dependent credit rating migrations governed by industry-specific Markovian matrices, are considered. Caused by macroeconomic factors, positive and negative unobserved tendencies, encoded as values "1" or "0" of the corresponding variables, modify the transition probabilities and render the evolutions dependent. They are neither synchronized across industry sectors, nor over credit classes: an upswing in some of them can coexist with a decline of the rest. The models are tested on Standard and Poor's data. MATLAB optimization software and maximum likelihood estimators are used. Obtained distributions of the hidden variables demonstrate that the considered industries migrate asynchronously trough credit classes. Since downgrading probabilities are less affected by the unobserved tendencies, estimated by Monte-Carlo simulations distributions of defaults, exhibit lighter, than for the known coupling models, tails for schemes with asynchronously moving industries. Moreover, the lightest tails were obtained in the case of industry-specific transition matrices
