    Transformasi Struktur Ekonomi dan Sektor Unggulan di Kabupaten Buleleng Periode 2008-2013

    The impact of development of a region, such as the changes in what sectors increases or decreases, the knowledge of which is important in the development of a region. High structural change and sectoral levels, are related to the process of economic growth. This study aims to analyze the economic structure and economic growth in Buleleng. The analytical tool used is LQ along with the shift share, and DLQ. This study used secondary data obtained from the Central Statistics Agency (BPS). Results of LQ are four sectors that constitute the base sectors namely, agriculture, mining and quarrying, manufacturing, and services. Shift share analysis results of employment shows that the services sector absorbs the most labor followed by the construction sector, PHR sector, while the agricultural sector showed a decrease in employment. Shift share analysis results for the GDP contribution of the sector number shift share analysis PHR gives the largest contribution in Buleleng followed by the services sector, followed by agriculture sector

    Economic growth is an indicator of countrys economic development so that the country should notice its economic growth rate. Klungkung Regencys economic growth rate is below Bali Provinces economic growth rate during 2008 to 2012. Determination and shift share of the leading sectors in Klungkung can be seen from the contribution of each economic sector to the GDP. There are two purpose of this study is to determine the economic leading sector and shift share of economic sectors in Klungkung. It can be seen from the GDP contribution of each sector during 2008 to 2012. This study using secondary data from BPS Klungkung and BPS Bali. There are two analysis used in this study, those are Location Quotient (LQ) analysis and Shift Share analysis. The result of Location Quotient (LQ) analysis is there are four leading sector of Klungkung which are agriculture sector, mining and quarrying sector, construction sector, and service sector. According to the Shift Share analysis, total (Gij) of service sector has the biggest positive value followed by the industry sector. While agriculture sector has negative value. So it can be said that Klungkung shifting economic structure from agriculture sector to service sector

    Determinants of Performance of Village-Owned Enterprises in Improving Village Development Performance

    Purpose: The main objective of this paper is to analyze the factors that influence the performance of Village-owned Enterprises and village development performance in Lombok Utara Regency and Analyze the role of social capital polong renten in moderating the influence of manager competence on the performance of Village-owned Enterprisesin Lombok Utara Regency.   Theoretical Framework: Explains the context of sustainable development as development that is oriented towards meeting human needs through the wise. Competency is the ability to carry or carry out a job or task that is based on skills and knowledge and is supported by the work attitude required by the job. Village-owned Enterprises is an institution established by the village government to improve the village economy. social capital is a resource inherent in social relationships. Individuals involved in social relationships can use these social resources for personal and group interests.   Design/Methodology/Approach: The study is quantitative associative and this research was conducted in 43 villages in Lombok Utara Regency. With the number of samples used as many as 215 people in 43 Village-owned Enterprises. Data analysis used the SEM-PLS method.   Findings: The results of the study found the role of the government, management competence, utilization of information and communication technology, and social capital of Polong Renten have a significant positive effect both in installment and indirectly on the performance of Village-owned Enterprisesand the performance of village development.   Research, Practical & Social Implications: Polong renten's social capital significantly moderated the influence of the manager competency variable on the performance of Village-owned Enterprisesin Lombok Utara Regency. novelty in research obtained results and illustrated there is a factor of polong renten social capital, which has an influence and moderation of influence between variables that impact the performance of Village-owned Enterprisesand village development performance.   Originality/Value: In addition, it further emphasizes the moderation effect of social capital in other forms, whether it can strengthen or weaken the influence relationship between variables estimated to affect the performance of Village-owned Enterprisesand village development performance

    Effect of Social Capital, Community Participation, and Performance of Indigenous Community Financial Institutions for Rural Development in the Province of Bali

    Strategies to build the village can not be separated from efforts to address the underlying problems experienced by rural communities including poverty and lack of access to capital. To that end, the importance of the role of financial institutions raise indigenous communities in rural areas such as Village Credit Institutions (LPD) in the province of Bali. Anchored theory and empirical facts, this study aims to answer how the direct effect of social capital on Public Participation, the direct influence of Social Capital on the Performance of the LPD, the direct influence of Social Capital on Rural Development, the direct effect of Community Participation on the Performance of LPD and the direct influence of Performance LPD against Rural development. The study also reveals how Performance LPD role in mediating the Social Capital and Community Participation to realize the success of Rural Development and Public Participation in mediating the Social Capital to increase LPD performance. By surveying 229 credit customers LPD in 113 villages, as well as with data analysis techniques guided by software Smart PLS 3.0, find: direct Social Capital a significant effect on Public Participation, directly Social Capital and Participation communities significant effect on performance LPD, directly Social capital is not a significant effect on Rural Development, and live performance LPD significant effect on Rural Development. Mediated by Community participation, social capital LPD significant effect on performance. With Performance mediated by LPD, Public Participation significant effect on Rural Development. Mediated by LPD Performance and Participation, Social Capital significant effect on Rural Development. In this case, the LPD Performance and Participation perfectly capable of mediating the effect of social capital on rural development, so the LPD performance is recognized as a key mediator in realizing the success of Rural Development in Bali Province.     The Effect of Local Wisdom Formalization by the Regencies/Cities Government in Bali Province to the Quality of Licensing Services

    The Government of Indonesia both at the central or local government had not been fully able to provide the quality of public services in accordance with the expectations of the society and the challenges faced. The result of the integrity survey ever conducted by the Corruption Eradication Commission shows that the quality of the Indonesian public service had only reached a score of 6.84 from the scale of 10 for central agencies, and 6.69 for public service units in the regions. In that case, bureaucratic reforms that change the mindset of government officials (bureaucrats) from the mental rulers to the mental servants of the society according to their own local wisdom were an urgent need. Some local governments make local vision and motto of local wisdom as a basis in providing public services. In this regard, how the influence of formalization of local wisdom in the implementation of Regencies/Cities Government in Bali Province on the quality of service in the field of licensing becomes an actual and interesting issue to be researched. The purpose of this research is to analyze how did the Regencies/Cities government in Bali Province internalize the local wisdom of the society into its institutional policy, and also to analyze the influence of the localization of the local community’s formal wisdom into the institutional policies of the Regencies/Cities Government in Bali Province towards the quality of licensing services carried out by the government to the society. Data that has been collected, then performed the analysis through Partial Least Square (PLS) method. The results indicate that some Regencies/Cities governments in Bali Province had formalize the values ​​of local wisdom of the people in their policies, either as vision or motto, such as the motto "Sewaka Dharma" to the Denpasar City Government and the vision "The Realization of Excellent Service Based on Tri Hita Karana" in Badung Regency Government. Meanwhile, the local bureaucratic behavior of the local government offices/agencies/licensing offices in Bali Province was found to have a positive and significant impact on service quality. The path coefficient shows that bureaucratic behavior with local wisdom consisting of officer clarity indicator, officer discipline, officer responsibility, officer ability, and courtesy and officer friendliness are able to improve service quality to be better.     Impact of Government Expenditure, Human Capital and Regional Economic Development Performance on People Welfare in Bali Province, Indonesia

    Many countries in the world implement the delegation of authority or decentralization of governance in order to maximize the function of public services and improve social welfare. Similarly, Indonesia has  implemented decentralization since 2001. Bali is one of the province in Indonesia with HDI (2012) ranked 14th out of 33 provinces, but it does not indicate the condition of all areas evenly. This research, focuses on fiscal decentralization, aims to analyze the impact of government spending on human capital; the impact of government spending and human capital on the performance of regional economic development; and the impact of government spending, human capital and regional economic development performance toward the welfare of the people in the province of Bali. The data were analyzed by using PLS, and the processed data are the data panel of nine districts / municipalities in Bali Province for 12 years since the decentralization. The results show that government spending, human capital, and the performance of regional economic development, both directly and indirectly have  positive and significant impact on the welfare of the community. Given the importance of the mediating role of human capital, the government is advised to focus government spending on areas directly related to efforts to improve human capital.     Influence of the quality of human resources, communication information technology, and product mounting requirements on product performance

    Improving community welfare is one of the main objectives of a development process in all countries, including Indonesia. Small and Medium Industries (IKM) have contributed significantly to the development of the Indonesian economy through the export, trade, and supporting employment growth sectors. The purpose of this study is to determine the effect of the quality of human resources, information and communication technology and mounting product requirements on product performance (a study of SMEs in the City of Denpasar). This research method uses a quantitative approach that is analyzed using structural equation analysis (SEM) PLS with a sample of 126 business operators in the city of Denpasar. The results of this study are the quality of human resources, information and communication technology and mounting product requirements have a positive and significant effect on product performance. Product performance of 55.5 percent is influenced by variables in the study. Suggestions for further research are that researchers can then add other variables related to product quality outside of this study such as money, markets, and more specific materials, this is because there is still 44.5 percent of other factors outside this research that affect product performance

The culture of equalization in the form of an attitude of brotherhood and mutual assistance that is still maintained is an effort to reduce poverty so that it can increase the empowerment of poor families. The culture of Menyama Raya, family resources, empowerment and existing ones are expected to be able to increase the empowerment of poor families through a high work ethic so that they can get out of the shackles of sustainable poverty. This study aims to analyze: the influence of Menyama Beraya Culture and empowerment on work ethic in Karangasem Regency. This study uses a quanlitative method. The results of the study indicate that the culture of menyama braya and empowerment have a positive effect on work ethic of poor families in Karangasem Regency

    Analysis of business sustainability and welfare of silver workers in Gianyar Regency

    The purpose of this study was to examine the effect of marketing strategy on business continuity and welfare of silver craftsmen in Gianyar Regency. The population in this study was 235 silver handicraft SMEs. The research sample was determined by purposive sampling method so as to produce a total sample of 95 silver handicraft SMEs. This study uses descriptive analysis techniques and quantitative analysis techniques with a structural equation model or Structural Equation Modeling (SEM), especially Partial Least Square (PLS) with an analytical tool, namely WarpPLS 7.0. The results showed that (1) the direct marketing strategy had an insignificant positive effect on the business continuity of silver craftsmen in Gianyar Regency; (2) The direct marketing strategy has a significant positive effect on the welfare of silver craftsmen in Gianyar Regency; (3) Business continuity directly has a significant positive effect on the welfare of silver craftsmen in Gianyar Regency; and (4) Information and communication technology moderates the influence of marketing strategy on the business continuity of silver craftsmen in Gianyar Regency

    Government role, BUMDes performance on inclusive growth in coastal village, Badung Regency

    This study was conducted to examine and analyze the role of the Government and the performance of BUMDes on inclusive growth in coastal villages of Badung Regency, Bali Province. This study uses primary data involving households in the seaside town of Badung district, with a total of 200 (two hundred) people. The sample of this coastal village was selected using a systematic sampling method. The number of coastal towns chosen as a sample was 8 (eight) villages, and to distribute the number of respondents, this was done using the proportional purposive sample method, i.e., the number of respondents was determined intentionally by 25 percent per year. Sample village. Data analysis was carried out using quantitative methods, using path diagram analysis and structural equation models. Data was collected through interviews related to the prepared questionnaires. Questionnaires submitted by respondents were then tabulated and processed using the SmartPLS 3.0 program. The results found that the role of the Government, and the performance of BUMDes had a positive and significant effect on inclusive growth. The study's results also prove that the performance of BUMDes significantly mediates the influence of the Government's role on inclusive growth in the coastal village of Badung Regency, Bali
