    Armed Peace: the Foreign Office and the Soviet Union, 1945-1953

    This thesis examines the role of the Northern Department of the British Foreign Office and its perception of, and attitude towards, the Soviet Union between 1945 and 1953. In these formative years after World War II many assumptions and policies were shaped that proved decisive for years to come. The Northern Department of the Foreign Office was at the centre of British dealings with the Soviet Union after 1945 in an atmosphere of cooling diplomatic relations between both camps. Keeping channels of communications open in order to exploit every opportunity for negotiation and the settlement of post-war issues, officials built up an extensive expertise of Soviet domestic and foreign policy. Their focus on all aspects of Soviet life accessible to them, for example, Soviet domestic and international propaganda, revealed in their view a significant emerging future threat to British interests in Europe and worldwide. This view provided the basis of the analysis of new information and the assessment of the best possible policy options for the British government. The Northern Department tried to exploit those traits of Soviet policy that could persuade the USA and Western Europe to follow British foreign policy initiatives vis-à-vis the Soviet Union in the early Cold War while attempting to balance those weaknesses that could harm this effort. The focus of the Department often varied as a result of Soviet action. Some issues, like the Cominform were of momentary importance while other issues, like the Communist threat and the issue of Western European defence remained on the agenda for many years. A realistic approach to foreign policy allowed officials to exploit and counter-act those Soviet foreign policies seen as most threatening to Britain and those most likely to aid Britain’s recovery of her much desired world role. While the initial optimism after 1945 soon faded and consolidation on both sides was followed by confrontation, officials in London and the embassy in Moscow tried to maintain diplomatic relations to aid Western recovery efforts and support the new foreign policy doctrine of containment. When by the early 1950s entrenchment was speeding up in East and West, the Northern Department nevertheless utilised the available information to support British foreign policy worldwide as well as strengthen the domestic effort to explain the increasing international tension to the British people. Realism on the part of officials, and awareness of the information and options available to them meant that a Britain closely allied to the USA but one that continued to talk to the Kremlin was seen as the best way to achieve a continued world role for Britain and a safe Europe

    Alterations of Cellular Immune Reactions in Crew Members Overwintering in the Antarctic Research Station Concordia

    Background: Concordia Station is located inside Antarctica about 1000km from the coast at an altitude of 3200m (Dome C). Hence, individuals living in this harsh environment are exposed to two major conditions: 1.) hypobaric hypoxia and 2.) confinement and extreme isolation. Both hypoxia and confinement can affect human immunity and health, and are likely to be present during exploration class space missions. This study focused on immune alterations measured by a new global immunity test assay, similar to the phased out delayed type hypersensitivity (DTH) skin test. Methods: After informed written consent 14 healthy male subjects were included to the CHOICE-study (Consequences-of-longterm-Confinement-and-Hypobaric-HypOxia-on-Immunity-in-the Antarctic-Concordia-Environment). Data collection occurred during two winter-over periods lasting each one year. During the first campaign 6 healthy male were enrolled followed by a second campaign with 8 healthy males. Blood was drawn monthly and incubated for 48h with various bacterial, viral and fungal antigens followed by an analysis of plasma cytokine levels (TNF-alpha, IL2, IFN-gamma, IL10). As a control, blood was incubated without stimulation ("resting condition"). Goals: The scope of this study was to assess the consequences of hypoxia and confinement on cellular immunity as assessed by a new in vitro DTH-like test. Results: Initial results indicate that under resting conditions the in vitro DTH-like test showed low cytokine levels which remained almost unchanged during the entire observation period. However, cytokine responses to viral, bacterial and fungal antigens were remarkably reduced at the first month after arrival at Concordia when compared to levels measured in Europe prior to departure for Antarctica. With incrementing months of confinement this depressed DTH-like response tended to reverse, and in fact to show an "overshooting" immune reaction after stimulation. Conclusion: The reduced in vitro DTH-like test response in the early phase of Antarctic wintering over con rms distinct immune suppressive effects seen after (sub-)acute hypobaric hypoxia. The reversal and overshooting reaction of cellular immune responses upon stimulation, but not the resting state, indicate either a) priming of immune answers and/or b) an uncoupled or disregulated control of cellular immune answers by auto-, para- and endocrine pathways. Further analyses and correlations are warranted.     Labor migration to India is the most important source of income for people in Far West Nepal. To better understand the effects of labor migration, a research analyzing why and how migrants invest their money in financial self-help organizations was undertaken. Fieldwork was conducted in the communities of origin in Nepal and migrant communities in India. Based on the study, the paper provides an overview of the existing financial self-help associations, their strengths and weaknesses, accessibility and possibilities of benefits and losses for the migrants and their families. The major conclusion is that migration helps to improve income or security but can also undermine a household's financial situation by perpetuating debt and dependency

    Massively Parallel RNA Sequencing Identifies a Complex Immune Gene Repertoire in the lophotrochozoan Mytilus edulis

    The marine mussel Mytilus edulis and its closely related sister species are distributed world-wide and play an important role in coastal ecology and economy. The diversification in different species and their hybrids, broad ecological distribution, as well as the filter feeding mode of life has made this genus an attractive model to investigate physiological and molecular adaptations and responses to various biotic and abiotic environmental factors. In the present study we investigated the immune system of Mytilus, which may contribute to the ecological plasticity of this species. We generated a large Mytilus transcriptome database from different tissues of immune challenged and stress treated individuals from the Baltic Sea using 454 pyrosequencing. Phylogenetic comparison of orthologous groups of 23 species demonstrated the basal position of lophotrochozoans within protostomes. The investigation of immune related transcripts revealed a complex repertoire of innate recognition receptors and downstream pathway members including transcripts for 27 toll-like receptors and 524 C1q domain containing transcripts. NOD-like receptors on the other hand were absent. We also found evidence for sophisticated TNF, autophagy and apoptosis systems as well as for cytokines. Gill tissue and hemocytes showed highest expression of putative immune related contigs and are promising tissues for further functional studies. Our results partly contrast with findings of a less complex immune repertoire in ecdysozoan and other lophotrochozoan protostomes. We show that bivalves are interesting candidates to investigate the evolution of the immune system from basal metazoans to deuterostomes and protostomes and provide a basis for future molecular work directed to immune system functioning in Mytilus

    Towards an analytical livelihoods perspective in critical development research

    By the early 2000s, the Sustainable Livelihoods Approach/Framework (SLA or SLF) had emerged as a promising and challenging re-orientation of development research and practice. It also inspired our own research, launched around 2002, in the context of the Swiss National Centre of Competence in Research (NCCR) North-South, a research partnership network linking research organisations in the South and Switzerland. The present article reflects on roughly eight years of insights gained into this livelihoods focus. It shows that the framework was initially a crucial facilitator of research cooperation across various disciplines, and that it provided, for example, students at the PhD and Master’s levels with a guided approach to analysing the ‘real-life’ problems and opportunities of rural people. Accordingly, the SLF was partly perceived as a new ‘theory’ of rural change and development. Gradually, however, we realised that its strength was limited to a kind of checklist for people-centred studies, with an inherent risk of leading to rather encyclopaedic listings of quantitative and/or qualitative data. Thorough debates among researchers involved were instrumental in revising the framework. The outcome was that the SLF indeed helped to focus research on core livelihood issues, but that (i) it is not an analytical framework which, on its own, makes it possible for researchers to grasp the complexity of interrelationships constituting livelihood realities; and that (ii) normatively, it tends to support a specific understanding of rural development along more neo-liberal lines. For a deeper understanding of the challenges faced by people, much more thorough theorising is required, as well as interlinkages with ongoing debates in the social sciences, parallel to – but separate from – the ‘development-oriented livelihoods community’. This specifically concerns theories dealing with power, inequality, and everyday social practices. Such re-theorising leads to a challenging livelihoods perspective in critical development studies

    Quantification of anandamide and 2-arachidonoylglycerol plasma levels to examine potential influences of tetrahydrocannabinol application on the endocannabinoid system in humans

    The effects of tetrahydrocannabinol (THC) and endogenous cannabinoids (endocannabinoids, ECs) are both mediated by activation of the cannabinoid receptors CB1 and CB2. Exogenous activation of these receptors by THC could therefore alter EC levels. We tested this hypothesis in healthy volunteers (n = 25) who received a large intravenous dose of THC (0.10 mg/kg). Effects on the EC system were quantified by serial measurements of plasma ECs after THC administration. Eleven blood samples were drawn during the first 5 h after THC administration and two more samples after 24 and 48 h. THC, its metabolites THC-OH (biologically active) and THC-COOH (non-active), and the ECs anandamide and 2-arachidonoylglycerol (2-AG) were quantified by liquid chromatography-mass spectrometry. EC-plasma levels showed a biphasic response after THC injection reaching maximal values at 30 min. Anandamide increased slightly from 0.58 ± 0.21 ng/ml at baseline to 0.64 ± 0.24 ng/ml (p < 0.05) and 2-AG from 7.60 ± 4.30 ng/ml to 9.50 ± 5.90 ng/ml (p < 0.05). After reaching maximal concentrations, EC plasma levels decreased markedly to a nadir of 300 min after THC administration (to 0.32 ± 0.15 ng/ml for anandamide and to 5.50 ± 3.01 ng/ml for 2-AG, p < 0.05). EC plasma concentrations returned to near baseline levels until 48 h after the experiment. THC (0.76 ± 0.16 ng/ml) and THC-OH (0.36 ± 0.17 ng/ml) were still measurable at 24 h and remained detectible until 48 h after THC administration. Although the underlying mechanism is not clear, high doses of intravenous THC appear to influence endogenous cannabinoid concentrations and presumably EC-signalling
