    GIS-based production of digital soil map for Nigeria

    Soil, a valuable natural resource can be said to play a part across the range of human existence and its knowledge is fundamental to its utilization and management. Soil maps provide a means of gaining understanding about the soil, but limitations in accuracy, revision and mode of presentation– relating to graphics or digits–of such maps seem to stimulate lack of soil data in many places. However, much of the human activity has been treated with significant uncertainties, and many environmental processes relating to soil are poorly understood. Digital soil mapping seems to hold a strong prospect for addressing these challenges, with an interesting flexibility for utilizing many recent technologies. The present study proposes a digital soil map for Nigeria, and other thematicmaps based on soil properties, using geographic information system (GIS) technology. Existing graphical soil maps are the primary data sources. Although, the study is specific to making improved soil data available for the study area, the results tend to support the assumption that significantprospects are held by digital soil mapping in enhancing the knowledge of soil and its provision for a range of human activities.Key words: Soil, Soil maps, Digital soil map, GIS, Soil Database, Soil thematic maps, Query

    A media framing analysis of urban flooding in Nigeria: current narratives and implications for policy

    © 2017, The Author(s). A critical element of current flood management is the importance of engaging key policy actors when policy decisions are to be made. However, there is still only limited understanding of how narratives of flood management actors may influence flood management policies, even though there is a suggestion that actors can strategically use their narratives to influence policy directions. In a developing country like Nigeria, there are still questions around lessons that can be learnt from understanding the narratives of policy actors, to unravel the complex nature of strategies and policy directions in managing urban floods. To help fill these gaps, this paper uses quantitative content analysis to explore the frame of five policy actor groups (government, local communities, business, multilateral organisations and non-governmental organisations (NGOs)) as expressed in local and national newspapers between 2012 and 2016 to understand their narratives of causes and strategies to solve the problem of urban flooding in Nigeria. The narratives of government, local communities and businesses align with the premise that flooding can and should be prevented whilst that of multilateral and business actors champion adaptation strategies on the basis that flooding is inevitable and hence more energy should be directed at ‘living with water’—emergency response, damage reduction and the aftermath. The study also identified areas of potential consensus and conflict between direct actors such as government and local communities on the one hand and funders on the other. Better discussion among actors aiding understanding of contemporary thinking and local realities will aid policy-making and policy implementation in the Nigerian context. An important step will be in the collaborative design of an urgently needed ‘Nigerian policy on flooding’ which currently does not exist

    A review of modelling methodologies for flood source area (FSA) identification

    Flooding is an important global hazard that causes an average annual loss of over 40 billion USD and affects a population of over 250 million globally. The complex process of flooding depends on spatial and temporal factors such as weather patterns, topography, and geomorphology. In urban environments where the landscape is ever-changing, spatial factors such as ground cover, green spaces, and drainage systems have a significant impact. Understanding source areas that have a major impact on flooding is, therefore, crucial for strategic flood risk management (FRM). Although flood source area (FSA) identification is not a new concept, its application is only recently being applied in flood modelling research. Continuous improvements in the technology and methodology related to flood models have enabled this research to move beyond traditional methods, such that, in recent years, modelling projects have looked beyond affected areas and recognised the need to address flooding at its source, to study its influence on overall flood risk. These modelling approaches are emerging in the field of FRM and propose innovative methodologies for flood risk mitigation and design implementation; however, they are relatively under-examined. In this paper, we present a review of the modelling approaches currently used to identify FSAs, i.e. unit flood response (UFR) and adaptation-driven approaches (ADA). We highlight their potential for use in adaptive decision making and outline the key challenges for the adoption of such approaches in FRM practises
