Germany’s state elections: the rise of the AfD and the vicious circle of grand coalition politics

    Get PDF
Three state elections were held in Germany on 13 March, with the contests being viewed as a key test of support for Angela Merkel’s government in light of her handling of the ongoing migration crisis in Europe. Assessing the results, Ed Turner writes that the elections demonstrated substantial discontent among German voters, with the Alternative for Germany securing large vote shares in all three states

What the UK could learn from Germany’s Sunday trading laws

    Get PDF
Sunday trading rules vary considerably across Europe, with some countries allowing shops to open freely, while others have tight restrictions on opening hours. In light of a proposal to decentralise restrictions on Sunday trading in England and Wales, Ed Turner writes on the lessons Germany’s decentralisation of Sunday trading laws could provide for other countries. He notes that if the German experience held true, it could be expected that there would be a gradual move toward removing restrictions under such a proposal, with politicians divided on the issue, and variations driven by regional economic interests

Is this really the beginning of the end for Merkel? Why the CDU is still well placed to win in 2017

The result of the election in Mecklenburg-West Pomerania on 4 September, where Angela Merkel’s CDU only managed third place, has been interpreted by some observers as a sign that the German Chancellor could be in danger of losing power in next year’s federal election. Ed Turner writes that there is a serious risk of over-interpretation as far as the result is concerned, with Merkel still in line to retain her position as Chancellor in 2017

Territory and party:explaining public policy variation in the German Länder

    Get PDF
This paper discusses in way in which partisan influence upon public policy, and wider historical, political and institutional pressures, can operate on a regional level and can lead to divergent policies existing within a nation-state. It offers an empirical discussion of two policy areas (education and childcare) at the regional Level (the level of the Länder) in Germany, confirming that both the partisan composition of regional government, and also wider institutional and historical pressures, exert a clear influence upon policy, lead to sharply variations in policy within the nation state. Two conclusions can be drawn: that the region cab be an important unit of analysis in Political Science and Public Policy, and that scholars of policy change may find the regional level fertile ground in analysing wider political phenomena

From co-operative to competitive localism? The changing balance between equity and efficiency in local government under the Conservative / Liberal Democrat coalition

    Get PDF
This paper considers whether there has been a shift in the balance between equity and efficiency in respect of decentralised public policy in England since the election of the Conservative / Liberal Democrat coalition in 2010. Drawing on the literature on policy decentralisation and fiscal federalism from both Political Science and Economics, reasons are discussed why a trade-off between equity and efficiency might be expected. The context of English local government then outlined, and consideration is then given to four areas of policy: business rate localisation, the ‘New Homes Bonus’, council tax benefit and social housing, and regional economic development. In each case, some shift in the balance away from concern with equity towards one with efficiency is discerned: whether or not this is desirable will prove a matter of political and moral, as well as scientific judgement

Political parties and public policy in the German Länder:when parties matter

    Get PDF
When Parties Matter looks at the extent to which political parties can make a difference to public policy, focusing on the regional level in Germany. Politicians of the left and the right sometimes have radically different views, but inevitably the combined forces of legal and financial constraints, bureaucracy, public expectations and the 'weight of history' restrict their ability to translate political disagreement into policy change. Giving a detailed examination of education policy, childcare and family policy, and labour market policy in three German regions between 1999 and 2006, this book provides insights into what politicians can and cannot achieve, in particular at the level below the nation-state

Limits on Neutrino Radiative Decay from Sn1987a

    Get PDF
We calculate limits on the properties of neutrinos using data from gamma-ray detectors on the Pioneer Venus Orbiter and Solar Max Mission satellites. A massive neutrino decaying in flight from the supernova would produce gamma rays detectable by these instruments. The lack of such a signal allows us to constrain the mass, radiative lifetime, and branching ratio to photons of a massive neutrino species produced in the supernova.
